Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Migrant workers

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

In the 1990s and early to mid-2000s, an economic boom sparked a surge of immigration to Spain. Many newcomers quickly found jobs in areas like construction and domestic services, and as a result, the boom became a disincentive to investing in large-scale, coordinated labor market integration efforts. When the economic crisis of 2008 disproportionately hit those in temporary and informal work, including many immigrants, it revealed the underlying gaps in the policy framework meant to support labor market integration in Spain.

This report examines how well recent policies are working to fill these gaps to help immigrants move into more stable work. It provides an overview of the labor market and integration policy in Spain and assesses the effectiveness of these policies, focusing on employment services, language education, and vocational training. Finally, the report concludes with recommendations for further policy refinement, including improved recognition of foreign credentials and easier access to employment services and training.

This paper examines changes in the Greek wage distribution over 1995-2002 and the role of skills in these changes using a matched employer-employee data set. This data set enables us to account for firm heterogeneity and obtain a more refined picture of the impact of skills. The methodology adopted is the Machado-Mata decomposition technique, which separates the part of wage changes that is due to changes in the job/employer and employee characteristics from the part due to changes in the returns to these characteristics. Our results indicate that the role of skills has been decisive. The skill return effects in combination with the composition effects of tenure, which are arguably responsive to economic developments and market conditions, have had an important contribution to the changes in the Greek wage distribution. On the other hand, the impact of predetermined demographic changes, as those captured by the age and education composition effects, has been relatively milder.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

According to the International Labour Organization’s World Employment and Social Outlook, middle-skilled jobs like accounting and clerical work are declining. That’s because, in our globalized economies, many of these jobs can now be done by computers. So where are the jobs now?

ILO Economist Christian Viegelahn explains that many jobs can now be found at opposite ends of the skills ladder:

“Particularly in developed economies, the share of low-skilled, non-routine jobs, such as security personnel and some personal care workers, and high-skilled non-routine cognitive jobs, such as lawyers and software engineers, has increased.”

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Since 2011, the southern and eastern Mediterranean countries have experienced a succession of revolts and regime changes in what has become known as the Arab Spring. These upheavals focused attention on poor employment prospects as one of the main causes of social instability in the region and highlighted the importance of European Union (EU) cooperation with its neighbours on these issues. A structured Euro-Mediterranean policy dialogue on employment was initiated in 2008 to address this problem. Reform of the European Neighbourhood Policy in 2011 gave greater importance to job creation and inclusive growth in the region (European Commission, 2011a; and 2011b).

This report includes a short description of the recent political context in Lebanon. It covers issues such as the impact of the Arab Spring on the economy and employment, the emergence of new players and actors, and recent policy changes (such as government, donors or funding).

Section 1 provides an overview of the labour market and the impact of the Syrian crisis on Lebanon and Section 2 describes key labour market challenges such as the skills gap and the skills mismatch. Section 3 provides an overview of actors in the policy environment, their roles and institutional capacities, while Section 4 provides an overview of current employment policy measures in Lebanon. Recommendations for the development of employment policies and programmes are presented at the end of the paper.

Science, technology, engineering and mathematics (STEM) skills are crucial to innovation and growth. Studies have shown that innovation-active enterprises employ higher proportions of graduates in general and, in particular, a higher proportion of STEM graduates than their non-innovative counterparts (CIHE, 2007 p. 17).

It has also been argued that STEM shortages, particularly at graduate and post-graduate levels, have detrimentally affected the performance of the UK economy. The present report is an attempt to look in more depth at the supply of and demand for STEM degree holders, as well as exploring the extent and nature of market imbalances.

It outlines the performance challenges faced in the energy sector, the ‘real-life’ skills solutions implemented by leading and successful businesses to overcome them, and the benefits from doing so.

This report also considers the current situation of the energy and utilities sector in the UK, the challenges it faces over the medium term and the implications for skills. The intention is to provide a summary of the extent to which the performance challenges faced by the sector can be addressed through skills development and thereby bring about growth and contribute to the recovery of the UK economy.

Part of the 'Studies on Growth with Equity' series The Spanish economy is recovering from both the global financial crisis of 2008 and the sovereign debt crisis that affected the country in 2011. Following ten consecutive quarters of contraction, the economy started to rebound at the end of 2013 and is expected to grow by around 1.5 percent in 2014. While this report welcomes the recent reductions in unemployment, it also highlights the importance of taking further action to ensure there are sustainable improvements in employment and social conditions: actions to nurture enterprise growth and economic diversification; a coherent set of measures to help jobseekers remain in the labour market, acquire new skills and obtain employment; balanced reforms that facilitate hiring and boost job quality; adequate social protection.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This research brief examines what countries have learned from the implementation of training and retraining programmes as part of their recovery strategies in response to the global economic crisis of 2008–09. The brief summarizes the findings of studies of experience in nine countries – Belgium, Canada, Germany, Republic of Korea, Peru, the Philippines, South Africa, the United Kingdom and the United States (Hansen, 2012). The findings presented here show how training and retraining can form an integral part of effective crisis response strategies; although, in the absence of impact evaluations, these findings must be considered provisional, they nevertheless offer useful indications of the factors behind both success and difficulty in implementing such measures
