A DFID practice paper This guidance note provides information on how the private sector can become involved in skills development; it identifies the contributions that the private sector could make to increase both the quality and quantity of provision, complementing as well as challenging state provision. The note outlines the benefits of engaging the private sector and how that can complement the role of the public sector. A variety of possible interventions are described drawing on new developments in the field of technical and vocational education (TVET) or ‘skills development’, as well as the outcomes of current or recent reform initiatives or research in developing countries. These outcomes and the resulting recommendations will not always be relevant; decisions on what advice to follow must take into account the stage of development of a country’s economy and the current governance and operational contexts.

This inaugural edition of the OECD Skills Outlook is devoted to reporting the results of the first round of the Survey of Adult Skills, a product of the Programme for the International Assessment of Adult Competencies (PIAAC). The survey provides a rich source of data on adults’ proficiency in literacy, numeracy and problem solving in technology-rich environments – the key information-processing skills that are invaluable in 21st-century economies – and in various “generic” skills, such as co-operation, communication, and organising one’s time. One core message emerging from the Survey is that what people know and what they do with what they know has a major impact on their life chances.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Part of the 'Studies on Growth with Equity' series The Spanish economy is recovering from both the global financial crisis of 2008 and the sovereign debt crisis that affected the country in 2011. Following ten consecutive quarters of contraction, the economy started to rebound at the end of 2013 and is expected to grow by around 1.5 percent in 2014. While this report welcomes the recent reductions in unemployment, it also highlights the importance of taking further action to ensure there are sustainable improvements in employment and social conditions: actions to nurture enterprise growth and economic diversification; a coherent set of measures to help jobseekers remain in the labour market, acquire new skills and obtain employment; balanced reforms that facilitate hiring and boost job quality; adequate social protection.

There is a business case for improving gender diversity and supporting women to be productive workers. Despite the persuasive evidence that gender equality has a transformative effect on productivity and growth, the full economic and productive potential of women remains unrealized in many parts of the world. Globally, while women’s education levels have increased and educated women now earn more than their uneducated peers, gender gaps in labor-market participation and wage levels persist. Women continue to be underrepresented in formal and higher value-added employment.

The private sector, which accounts for almost nine out of 10 jobs in developing countries, has a critical role to play in ensuring that women have better employment opportunities. This report is the first result of the WINvest (Investing in Women Initiative) -a global World Bank Group partnership with the private sector launched at the 2012 Annual Meetings of the International Monetary Fund and World Bank Group in Tokyo, Japan. It draws on members’ experiences and encourages businesses to tap into and manage female talent in emerging and developing markets. The case studies detailed in this report are examples of how leading companies have benefited by investing in policies that support women employees.

In recent years, Brazil, the Russian Federation, India, China, and South Africa (BRICS) have transformed the world map of education, bringing millions into school, establishing centres of worldclass learning, driving innovation, and sharing expertise and knowledge. However, educational deprivation persists, weakening growth prospects and social cohesion. Wide and often widening social inequalities in BRICS are reflected in inequalities at all levels of education. The persistence of educational deprivation leaves a large share of youth and adults with few skills, weakening their employment prospects, especially in higher-productivity sectors that offer better salaries. At the same time, sectors with potential for growth may suffer a shortage of workers mastering technical and vocational skills or more general, transferable skills. Both deficits constrain economic growth and efforts to reduce poverty. Achieving equitable economic growth and sustainable development will thus require further investment in education, with three broad policy priorities: basic education, higher education and skills development.

This report analyses education and skills development policies in BRICS, highlighting possible areas for cooperation. Chapter 1 compares education systems, covering key statistical indicators, governance and financing mechanisms, and national plans and policies. Chapter 2 reviews skills development policies, analysing national strategies and qualifications frameworks, and detailing reforms of technical and vocational education and training. Chapter 3 outlines BRICS engagement in development cooperation, which has a different pattern from official development assistance provided by OECD donors. Chapter 4 reflects on cooperation in education and skills development, among BRICS and between BRICS and other developing countries.

O Capítulo 2 revisa as políticas de desenvolvimento de habilidades e, para isso, analisa as estratégias e os quadros nacionais de qualificação, além de detalhar as reformas da educação e da formação profissional. O Capítulo 3 descreve o engajamento dos países BRICS na cooperação para o desenvolvimento, o qual tem um padrão de assistência oficial diferente daquele oferecido pelos doadores da Organização para a Cooperação e o Desenvolvimento Econômico (OCDE). Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Report prepared for the G20 Labour and Employment Ministerial Meeting Melbourne, Australia, 10-11 September 2014

At the February, 2014 Meeting of the G20 Finance Ministers and Central Bank Governors, Ministers committed to developing appropriate policies that would ‘lift the G20 collective GDP by more than 2 per cent above the trajectory implied by current policies over the coming 5 years’. Increasing female employment and labour force participation has been deemed to be a viable solution to achieving this objective. To optimize the labour productivity potential of increased female employment, women should be fully integrated in the labour force. They should not be subjected to discriminatory gender wage gaps and should not be involuntarily confined to part-time employment and to the most low-paid, low-productivity and vulnerable jobs. National growth strategies must encompass measures to promote greater gender equality in access to quality education and marketable skills, access to assets and finance, and productive and rewarding jobs.

Despite the expressed commitment to promote a gender-balanced economy, narrowing gender gaps requires a comprehensive approach that a) accounts for the different nature of labour market challenges across the G20 countries, and b) includes a range of measures aimed at fostering gender equality and enhancing the employment of women. Measures to address gender gaps should be grounded in a clear legislative framework, supported by an enabling environment for gender equality in labour force participation, and should also include neutral tax/benefit systems, and public policies to support female entrepreneurship. International instruments such as the OECD Gender Recommendation and ILO international labour conventions and recommendations also lend support to more inclusive gender principles.

Good practices in addressing gender gaps in G20 countries are illustrated in Annex 4.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Korea’s economy has grown rapidly and dramatically through an active industrial policy and the development of high-technology manufacturing and energy-intensive heavy industry. However, this model has had its limitations, resulting in a shift towards ‘green growth’ as a means of sparking innovation, job creation, improved energy security, and a quality of life.

The government estimated that an investment of USD 105 billion on green growth between 2009 and 2013 would lead to the creation of approximately 1.18 million jobs. To realize this potential impact on the labour market, a broad set of policy measures for green job creation, technological development, and vocational training were developed at various levels and sectors, covering individuals ranging from young students to professionals.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Indonesia is at a development crossroad. Its economy is now one of the largest 20 economies in the world, and it has ambitious plans of achieving high-income status and joining the G-7 by 2030. Yet the challenges it faces are daunting. Its status quo may not be enough to maintain current growth rates. Accelerating growth is therefore crucial to achieve the intended goals. The growing middle class and subsequent growth in the internal market, rapid urbanization, and the opening up of ASEAN markets bring both opportunities and challenges. A skilled labor force is crucial to leveraging these opportunities and higher education is the main provider of these skills.

This Policy Brief stresses the need for increasing access to higher education in Indonesia, and a greater prioritisation of skills training aligned with labour market needs. In light of this fact, four key recommendations are highlighted: a complete mapping of the demand for and supply of skills in different economic sectors, including cognitive, technical and non-technical (social and behavioral) skills; the development of the higher education quality assurance and accreditation system and process; greater autonomy in decision-making in higher education institutions, greater accountability, and incentives aligned with performance indicators; and the establishment of active forms of collaboration between higher education institutions and the private sector.
