Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. La Conférence internationale du Travail organise un Sommet sur le monde du travail qui aura pour thème l’emploi et le travail décent au service de la paix et de la résilience, et mettra l’accent, en particulier, sur les moyens de s’attaquer aux réalités sur le terrain et sur les partenariats propres à produire des résultats concrets.

Le Sommet traitera des défis que suppose l’instauration d’une paix durable grâce à l’ouverture de nouvelles perspectives dans le monde du travail, en particulier pour les jeunes. Il prendra la forme de débats de haut niveau et de divers discours prononcés par des orateurs de marque.

La Conferencia Internacional del Trabajo celebra una Cumbre sobre el Mundo del Trabajo para tratar sobre la importancia del empleo y el trabajo decente para la paz y la resiliencia, que se centrará específicamente en abordar las realidades sobre el terreno y las alianzas de colaboración que pueden obtener resultados reales.

La Cumbre abordará los retos que implica el sostenimiento de la paz proporcionando oportunidades en el mundo del trabajo, sobre todo para los jóvenes. La Cumbre consistirá en una mesa redonda de alto nivel y en una serie de discursos pronunciados por oradores de alto nivel.

Creating more and better quality jobs is key to boosting growth, reducing poverty and increasing social cohesion. At the national level, job creation requires a stable macroeconomic framework coupled with structural policies that encourage innovation, skills and business development. But how can national and local policies be better aligned and tailored to specific local opportunities and challenges?

This report provides guidance on how policy makers can bolster local job creation and achieve sustainable inclusive growth, while meeting challenges such as youth unemployment, population ageing and climate change. Some of the key messages highlighted include the need to:

1. Boost skills supply and demand to create quality local jobs;
2. Support enterprise development and growth to create jobs; and
3. Build adaptable local economic strategies and systems.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

This report assesses changes in the lives of migrant workers from before to after their migration and provides recommendations for improving outcomes within the region.

Labour migration has never featured more prominently within South-East Asia than it does today. However, the realities experienced by migrant workers are often hidden from view due to the temporary and irregular nature of much of the migration occurring within the region. As a result, there remains a dearth of reliable data that can be utilized for the development of evidence-based policy and programming.

To inform their interventions, the International Labour Organization and the International Organization for Migration collaborated on a large-scale regional survey of over 1,800 migrant workers. The findings challenge some of the commonly held assumptions about the end result of labour migration in South-East Asia and how best to ensure a safe and rewarding experience for migrant workers. Positive outcomes can be achieved if migrant workers are able to avoid burdensome debts, benefit from labour rights protection, enhance their job skills and find gainful employment upon return. Lack of assurance of obtaining these conditions contributes to a situation where labour migration is often a considerable gamble for migrant workers and their family members. .

The study was supported by the Australian Government Department of Foreign Affairs and Trade, Global Affairs Canada and Swiss Agency for Development and Cooperation through the ILO TRIANGLE in ASEAN and the IOM Promise programmes.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

Featuring the Global Competitiveness Index, the Report assesses the competitiveness landscape of 137 economies, providing unique insight into the drivers of their productivity and prosperity. Discover the 2017-2018 edition’s rankings, key findings, and much more. The Global Competitiveness Index (GCI) tracks the performance of close to 140 countries on 12 pillars of competitiveness. It assesses the factors and institutions identified by empirical and theoretical research as determining improvements in productivity, which in turn is the main determinant of long-term growth and an essential factor in economic growth and prosperity. The Global Competitiveness Report hence seeks to help decision makers understand the complex and multifaceted nature of the development challenge; to design better policies, based on public-private collaboration; and to take action to restore confidence in the possibilities of continued economic progress.

Improving the determinants of competitiveness, as identified in the 12 pillars of the GCI, requires the coordinated action of the state, the business community, and civil society. All societal actors need to be engaged to make progress on all factors of competitiveness in parallel, which is necessary to achieve long-lasting results. This year the GCI points to three main challenges and lessons that are relevant for economic progress, public-private collaboration, and policy action: first, financial vulnerabilities pose a threat to competitiveness and to economies’ ability to finance innovation and technological adoption; second, emerging economies are becoming better at innovation but more can be done to spread the benefits; third, labor market flexibility and worker protection are needed for competitiveness and shared prosperity in the Fourth Industrial Revolution.

The Report starts by laying out the current landscape on economic progress and key future challenges in Chapter 1, followed by deep dives into selected topics based on the results of the GCI in Chapter 2. The Report then analyses the results of the GCI for the world’s geographic regions and selected countries in Chapter 3. Finally, the Report presents the Economy Profiles with detailed scores and rankings for all economies covered in all indicators, subpillars, pillars, and the overall GCI; it also provides comparisons between relevant reference groups. The appendices present detailed methodological notes and the World Economic Forum’s latest thinking on new concepts and measurements of competitiveness.

Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Overcoming Inequality throughout the Life Course Equitable educational opportunities can help to promote long-lasting, inclusive economic growth and social cohesion. Successful education and skills policies can empower individuals to reach their full potential and enjoy the fruits of their labour, regardless of their circumstances at birth. However, as this report shows, far too many children, students and adults from socio-economically disadvantaged backgrounds fall behind. In many countries, substantial learning gaps exist between students at opposite ends of the socio-economic scale, and these differences tend to increase in the transition into adulthood.

All countries have ample room for improvement to ensure better learning outcomes for all. Early childhood education has been identified as an important element in future success, and requires investment, as do family and community-based support and programmes for children from families that have not attained a high level of education and skills. In the schools, targeted support is necessary for low performers from disadvantaged backgrounds and for poorly performing schools. As for the adult population, learning should be focused on improving employability, through a combination of education and practical job training. Barriers to participation in learning need to be removed, and delivery methods need to be more innovative and flexible. Targeted support is needed for the most vulnerable members of society.

This report is part of the Skills for a Changing World project, supported by the Brookings Institution, that aims to explore the new demands placed on education in the 21st century and how education systems are responding to them. This Skills for a Changing World: National Perspectives and the Global Movement report summarizes country-level responses based on a public scan of education systems and discusses country-level stakeholder views on the skills students need for today and tomorrow in four countries: Mexico, South Africa, Kenya, and the Philippines. Although there is consistency worldwide in views about the skills and characteristics the youth of today need for the future, countries vary greatly in implementing new approaches to education. In addition, specific country conditions influence stakeholder perceptions of how education systems are responding and providing for future generations.

The global economy is affected by significant economic, technological and demographic changes that threaten to reduce decent work opportunities at a time when the demand for employment is growing and economic inequalities are higher than ever. New technologies and automation are increasingly replacing human workers, and the sectors that are less likely to be affected by these phenomena and more likely to grow in the near future (like personal services, for instance) are also more prone to informal or non-standard forms of employment. In this context, significant attention is being paid to the social and solidarity economy (SSE) as a viable option to help address some of these challenges. Indeed, while the SSE comprises a diverse and heterogeneous universe of organizational models and approaches, the main actors within the SSE share a set of common features that make them ideally suited to take on some of the key issues related to the future of work.

The paper reviews the main theoretical arguments and empirical evidence on the features and role of SSE organizations, paying particular attention to their implications for the creation and preservation of decent work. The analysis shows that SSE organizations can indeed help create and preserve employment in traditional sectors and promote decent work by providing quality and stable jobs, facilitating women’s entry into the labour force, integrating disadvantaged workers and helping the transition from informal to formal employment. The paper also argues that SSE organizations can help channel jobs in emerging sectors like the “silver economy”, that are at risk of non-standard forms of work, within entrepreneurial organizations that can provide more structure and security. This will be particularly important in the coming years, as a larger share of employment will come from the service sector (including in particular personal care and social services) and will be much less structured than in the past due to the rise of the gig economy. The paper concludes with a review of the main policy implications, briefly describing the types of initiatives, both at the national and international levels, that could lend the SSE the support it needs in order to fulfil its potential and help improve the future of work.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. This report presents a short summary of the International Labour Organization’s (ILO’s) Global Dialogue on 'The Future of Work We Want', which brought together leading economists, academics and representatives from governments and social partners (employers’ and workers’ organizations) to discuss the profound changes sweeping through the world of work. More than 700 people participated in the two-day event, “The Future of Work We Want: A Global Dialogue”, which took place at the International Labour Office in Geneva on 6–7 April 2017. In addition, more than 2,000 people throughout the world followed the event and contributed via live video streaming and social media.

The Global Dialogue was part of the broader ILO Centenary Initiative to explore and examine the future of work in order to gain a better understanding of the drivers of the current unprecedented change, such as technological innovation, the changes in the organization of work and production, globalization, climate change, regulatory environment, demographic and migration shifts.
