Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Introduction to the course

The ITCILO, in close cooperation with the ILO's ACTEMP and ACTRAV bureaux and the SKILLS branch, is organizing this course to enable social partners' representatives to reflect on and discuss their involvement in skills-development systems, building on best practices from around the world. Their contribution at national, sectoral and enterprise levels is key to ensuring the relevance and quality of training programmes, minimizing skills mismatches and thus improving business sustainability and enhancing opportunities for decent work. This e-Learning training offer is part of the ITCILO's Skills Development portfolio, which aims to tackle worldwide capacity-building needs and support the implementation of TVET and skills-development programmes.

Who attends this course?

Members or staff of employers' or workers' organizations interested in skills development, in particular, representatives of skills councils, national TVET authorities, qualification agencies and similar institutions; employers and workers working in close connection with TVET Centres; HR managers and trade-union representatives involved in skills-related agreements; employers and workers involved in work-based learning and apprenticeships.

The Sustainable Development Goals Report 2017 reviews progress made towards the 17 Goals in the second year of implementation of the 2030 Agenda for Sustainable Development. The report is based on the latest available data. It highlights both gains and challenges as the international community moves towards full realization of the ambitions and principles espoused in the 2030 Agenda.

While considerable progress has been made over the past decade across all areas of development, the pace of progress observed in previous years is insufficient to fully meet the Sustainable Development Goals (SDGs) and targets by 2030. Time is therefore of the essence. Moreover, as the following pages show, progress has not always been equitable. Advancements have been uneven across regions, between the sexes, and among people of different ages, wealth and locales, including urban and rural dwellers. Faster and more inclusive progress is needed to accomplish the bold vision articulated in the 2030 Agenda.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

También examina los ingresos y la evolución social y proporciona un indicador de malestar social.

Las principales conclusiones son que se espera que el desempleo aumente después de un largo período de estabilidad y que muchas personas trabajen menos horas remuneradas de las que les gustaría o no tienen acceso suficiente al trabajo remunerado. El informe también analiza de cerca los déficits de trabajo decente y las persistentes desigualdades en el mercado laboral, y señala que la desigualdad de ingresos es mayor de lo que se pensaba anteriormente.

This report provides an overview of global and regional trends in employment, unemployment, labour force participation and productivity, as well as dimensions of job quality such as employment status, informal employment and working poverty. It also examines income and social developments, and provides an indicator of social unrest. According to the new World Employment and Social Outlook: Trends 2020 (WESO) report, almost, half a billion people are working fewer paid hours than they would like or lack adequate access to paid work.

In addition, the WESO shows that unemployment is projected to increase by around 2.5 million in 2020.

The report shows that the mismatch between labour supply and demand extends beyond unemployment into broader labour underutilization. In addition to the global number of unemployed (188 million), 165 million people don’t have enough paid work and 120 million have either given up actively searching for work or otherwise lack access to the labour market. In total, more than 470 million people worldwide are affected.

The report also looks at labour market inequalities. Using new data and estimates it shows that, at the global level, income inequality is higher than previously thought, especially in developing countries.

Moderate or extreme working poverty is expected to edge up in 2020-21 in developing countries, increasing the obstacles to achieving Sustainable Development Goal 1 on eradicating poverty everywhere by 2030.

Moreover, the report looks at labour market inequalities. Using new data and estimates it shows that, at the global level, income inequality is higher than previously thought, especially in developing countries. Currently working poverty (defined as earning less than US$3.20 per day in purchasing power parity terms) affects more than 630 million workers, or one in five of the global working population.

Ten years on from the global financial crisis, the world economy remains locked in a cycle of low or flat productivity growth despite the injection of more than $10 trillion by central banks. The latest Global Competitiveness Report paints a gloomy picture, yet it also shows that those countries with a holistic approach to socio-economic challenges, look set to get ahead in the race to the frontier. This year’s Global Competitiveness Report is the latest edition of the series launched in 1979 that provides an annual assessment of the drivers of productivity and long-term economic growth. With a score of 84.8 (+1.3), Singapore is the world’s most competitive economy in 2019, overtaking the United States, which falls to second place. Hong Kong SAR (3rd), Netherlands (4th) and Switzerland (5th) round up the top five. Building on four decades of experience in benchmarking competitiveness, the index maps the competitiveness landscape of 141 economies through 103 indicators organized into 12 themes. Each indicator, using a scale from 0 to 100, shows how close an economy is to the ideal state or “frontier” of competitiveness. The pillars, which cover broad socio-economic elements are: institutions, infrastructure, ICT adoption, macroeconomic stability, health, skills, product market, labour market, the financial system, market size, business dynamism and innovation capability.

What are the major economic and social trends in Africa? What is Africa’s role in globalisation? This new annual report presents an Africa open to the world and towards the future. Africa's Development Dynamics uses the lessons learned in the five African regions – Central, East, North, Southern and West Africa – to develop recommendations and share good practices. The report identifies innovative policies and offers practical policy recommendations, adapted to the specificities of African economies.

Drawing on the most recent available statistics, this analysis of development dynamics aims to help African leaders reach the targets of the African Union’s Agenda 2063 at all levels: continental, regional, and national. Every year this report will focus on one strategic theme. This first edition explores the dynamics of growth, jobs, and inequalities. It proposes ten decisive actions to promote sustainable economic and social development and to strengthen institutions in Africa.

This volume also feeds into a policy debate between African Union’s nations, citizens, entrepreneurs and researchers. It aims to be part of a new co-operation between countries and regions focused on mutual learning and the preservation of common goods. Dynamiques du développement en Afrique tire les leçons des expériences des cinq sous-régions – Afrique australe, centrale, de l’Est, du Nord et de l’Ouest – pour partager et développer les bonnes pratiques. Le rapport identifie les politiques innovantes et offre des recommandations pratiques, adaptées aux spécificités des économies africaines.

Étayé par les plus récentes statistiques, son décryptage des dynamiques du développement vise à permettre aux leaders africains de réaliser la vision stratégique de l’agenda 2063 à tous les niveaux: continental, régional et national. Chaque édition examine ainsi un thème stratégique. Cette première édition explore les dynamiques de la croissance, de l’emploi et des inégalités. Elle propose dix actions phares pour promouvoir un développement économique et social durable en Afrique et y renforcer les institutions.

Cet ouvrage a pour vocation de nourrir le débat entre les membres de l’Union Africaine, ainsi que les citoyens, entrepreneurs et chercheurs. Son ambition est de participer à une nouvelle coopération – entre pays, régions... – tournée vers l’apprentissage mutuel et la préservation de nos biens communs. Il est lui-même le fruit de la coopération entre la Commission de l’Union Africaine et le Centre de développement de l’OCDE.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

The working paper discusses the implications of technological progress and automation on labour markets in developing countries. Employment generation is crucial to spreading the benefits of economic growth broadly and to reducing global poverty. And yet, emerging economies face a contemporary challenge to traditional pathways to employment generation: automation, digitalization, and labor-saving technologies. 1.8 billion jobs—or two-thirds of the current labor force of developing countries—are estimated to be susceptible to automation from today’s technological standpoint. Cumulative advances in industrial automation and labor-saving technologies could further exacerbate this trend. Or will they? This paper (i) discusses the literature on automation; and in doing so (ii) discusses definitions and determinants of automation in the context of theories of economic development; (iii) assesses the empirical estimates of employment-related impacts of automation; (iv) characterizes the potential public policy responses to automation; and (v) highlights areas for further exploration in terms of employment and economic development strategies in developing countries. In an adaption of the Lewis model of economic development, the paper uses a simple framework in which the potential for automation creates “unlimited supplies of artificial labor” particularly in the agricultural and industrial sectors due to technological feasibility. This is likely to create a push force for labor to move into the service sector, leading to a bloating of service-sector employment and wage stagnation but not to mass unemployment, at least in the short-to-medium term.
