The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The Youth Employment Programme and Skills and Employability Branch are organizing a regional workshop on the theme of enhancing youth employability and easing labour market transitions. This three-day interregional event is part of a series of ‘What Works in Youth Employment’ Knowledge Sharing Events to facilitate learning and dialogue through evidence-based ‘good practices’.

The objective of the workshop is to bring together stakeholders (including our tripartite constituents) from nine African countries (Côte d’Ivoire, Ethiopia, Kenya, Nigeria, Rwanda, Senegal, Sudan, Tanzania, and Zambia) in an interactive forum for exchange and peer learning with guidance from technical experts on effective, replicable and scalable supply side initiatives that address employability, skills demand, anticipation of skills needs and the bridges between supply and demand. A report based on exchanges and lessons learned during the workshop will be produced.

Work Integrated Learning (WIL)—an umbrella term for work-based activities undertaken by university students as part of their learning experience—is viewed by both industry and universities as a key means for increasing graduate work readiness. However, while employers question the work readiness of Australian graduates WIL is currently underutilised in Australia across many disciplines and industry sectors. Employers are particularly critical of the inability of graduates to link the theoretical aspects of their degree with the practical realities of work.

Within that context, this report provides new information on WIL from the perspective of employers. It identifies: the extent to which employers participate in WIL; the industries in which it is most common; the conditions that support their participation; and the value they attach to the WIL experiences of those they employ. The report also provides evidence of the barriers, benefits and enablers to employer participation in WIL.

Construction skills shortages are significantly affecting the delivery of projects across the industry. Following a long recession, in which the construction sector was one of the worst affected, a surge in activity over the last year has seen firms struggling to find skilled labour to cope with increased demand. While much anecdotal evidence exists of these shortages, there is little quantitative evidence to illustrate where the skills gaps are, and how they impact upcoming projects.

This report closes the evidential gap by quantifying construction skills shortages across London and the South East, showing how they impact on the delivery of key infrastructure projects and public policy goals.

The United Nations has adopted the 2030 Agenda for Sustainable Development aimed at transforming our world in the next 15 years. Within the context of this agenda, many of the topics addressed on the Global Skills for Employment Knowledge Sharing Platform (Global KSP) such as training quality and relevance, achieving gender equality in skills training, youth employability, and lifelong learning, among others, are at the centre of the development process.

Against this backdrop, the ILO’s Global KSP has become a key resource contributing to decent work and reducing inequalities. To talk more about this issue and the role of skills development in efforts to achieve the Sustainable Development Goals (SDGs), the Global KSP Team interviewed ILO Senior Skills Specialist Mr Paul Comyn. Working Paper 49 This paper considers models of employer engagement within different international approaches to sectoral skills development, focusing on examples from the UK, New Zealand, South Africa, Hong Kong, Singapore, the Netherlands and the USA. Four sectoral models of employer engagement are outlined, exploring what is expected from employers within these different models. Skills for Trade & Economic Diversification (STED) This report on the Skills Needs of the Food Processing and Beverage sector in Jordan was prepared under the ILO’s Skills for Trade and Employment project, which is the Jordanian component of the global Applying the G20 Training Strategy project. It reports on the findings of a forward-looking study of the sector’s skills needs based on the International Labour Organization’s (ILO) Skills for Trade and Economic Diversification (STED) methodology. The methodology combines sector level technical research and consultation with the social partners and other stakeholders to develop a shared analysis of the trade and skills challenges facing the sector, and proposals as to what should be done on skills to meet these challenges and secure a positive future for the sector.

This report sheds light on the situation of the Jordanian Food Processing and Beverage sector from a skills and labour market perspective. It reflects on Jordan’s exports within the region and to other international markets, examining the challenges that affect this sector in improving its competitive position, especially in comparison with competitors in regional markets - from within the region and from Europe and Asia. The report summarises key findings of the research and stakeholder consultations, and sets out the main recommendations.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Skills mismatch is not only a problem encountered by jobseekers; it also affects employees working in positions below their levels of qualification or outside their fields of study, and concerns some groups of older workers that face difficulties in keeping their skills up to date.

According to studies, various solutions include adapting education and training more closely to labour market needs; providing flexible arrangements and appropriate facilities at the workplace; and enhancing labour mobility and lifelong learning. This document explains how the European Union is dealing with this issue.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

This project supports the implementation of the ILO/G20 Training Strategy for strong, sustained and balanced growth.

Project dates: 22 December 2014 – 31 August 2017. The project will focus on: Public Employment Services and labour market information systems.

The project aims to implement commitments of the G20 Development Working Group in the area of human resources development by supporting target countries in designing, implementing and assessing improvements in selected building blocks of their skills development systems in order to better connect training to productive and decent work; improving the quality of employment services through strengthened client orientation and capacity building of employment service centres and their officials; improving the collection and dissemination of labour market information and skill indicators; and knowledge sharing under the ILO South-South cooperation Framework will be the core components of this project.
