The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This policy guidance note focuses on a number of areas that are at the heart of rural economies and could be engines for a sustainable economic transformation. These are: a) powering the rural economy through access to clean energy; b) revitalizing agriculture through sustainable and high productivity farming methods; c) fostering sustainable tourism; d) restoring ecosystems for productivity, income and resilience; e) implementing social protection and just transitions programmes to offset the negative effects of development policies; and f) stimulating social dialogue for an effective, inclusive and productive transition to sustainable economies. These are policy areas in which the ILO has accumulated solid policy and project experience, building comparative advantage in line with its mandate in promoting sustainable socio-economic development.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Paper presented at the 2016 Jobs & Development Conference, 2- 3 November. This paper analyses the economic impacts of growth on poverty in Sub-Saharan Africa, exploiting a rich and unique dataset covering 56 countries between 1990 and 2012. Albeit the high economic growth rates of the last decades, there have been increasing concerns that growth is not benefiting African population at large. In line with the view that certain sectors are more poverty reducing than others, we find that during the period 1990-2012 productivity gains in agriculture played a smaller role in Africa than elsewhere. At the same time, employment shifts out of agriculture have contributed only half as much to poverty reduction than in the rest of the world, and especially there has been no impact of movements into manufacturing employment, which instead have been at the basis of the poverty reducing strategies of South and East Asia in the past decades. Forecasted projections for the years to come suggest that African governments would need to double their efforts towards structural transformations in order to achieve sustained poverty reduction.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This document provides case studies from different regions that set out the challenges, successes and lessons learned relating to the development of knowledge, skills and capacity for youth in agriculture. Bearing in mind the necessity of addressing various approaches for targeting youth, case studies cover the areas of peer-to-peer knowledge transfer, vocational training and skills development, and education systems and research. Specific issues concerned with how to integrate traditional or inter-generational knowledge and the use of new technologies are interwoven throughout the various case studies. The conclusion offers insights into how learning from these initiatives can inform the broader policy environment as well as the design of youth targeted policies, projects and programmes - with the overarching objective of providing attractive, remunerative and sustainable livelihoods for youth in agriculture to further food security and nutrition.

National competency standards play an important and increasing role in skills development and recognition in Asia and the Pacific, as they do in many other parts of the world. They are a guide to the range of skills and knowledge required for a whole industry. Competency standards can be flexibly combined into jobs and occupations. They are the common basis for training programmes, skills assessment, and certification in many countries.

Competency standards, when recognized nationally or across a cluster of nations, can form a key component in assisting the mobility of skilled workers. As part of a quality assured system, the assessment of a person’s skills against accepted benchmarks means that those skills can be applied in similar work, and potential employers can feel confident in the level of competency that a worker claims to have. Workers returning from employment in other countries can have the skills they gained working there formally recognized at home. The Regional Model Competency Standards for agriculture and aquaculture constitute a set of benchmarks that define the skills, knowledge and attributes required to perform a work role in the field of agriculture and aquaculture.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

Widening income disparities in the developing world between urban and rural areas have renewed the focus on policies to spur growth and productivity in the rural economy. Large enterprises – whether multinational or domestic – have a crucial role to play in direct and indirect employment creation and skills development in rural areas, as well as the respect of rural workers’ rights. This policy guidance note addresses how the Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy (MNE Declaration) can provide guidance on these issues. It concludes by providing specific recommendations for governments, companies, and employers’ and workers’ organizations.

Le présent rapport est le produit de l’application de la méthodologie STED «Compétences pour le Commerce et la Diversification Economique» au secteur de l’agroalimentaire en Tunisie. Il marque la fin de la phase analytique de la méthodologie et donne le coup d’envoi pour la deuxième phase, celle relative à la mise en oeuvre des initiatives proposées par l’ensemble des intervenants du secteur et qui sont décrites dans ce rapport.


La méthodologie STED, développée par l’OIT, vise à fournir une orientation stratégique pour l'intégration du développement des compétences dans les politiques sectorielles. Elle a été conçue pour soutenir la croissance et la création d'emplois décents dans les secteurs qui ont le potentiel d'accroitre les exportations et de contribuer à la diversification économique.
