The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This paper describes the development of labour market institutions and policies in seven Commonwealth of Independent States (CIS) countries and Georgia during the transition period up to the year 2007, thus characterizing the condition of these institutions at the eve of economic crisis. It shows that in many CIS countries, public employment services lost resources, staff, and authority during the transition period, which reduced their capacity to replace lost income for unemployed workers, or to redirect them to new or better jobs. This attrition of the PESs was mainly due to policy choices made early on in the transition process with respect to their source of funding and the overall design of labour market institutions. In the early 1990s with rapidly rising unemployment and job destruction accompanied by large-scale informalization of work, these countries adopted models from well-functioning developed economies, which were ill-fitted to the national environments. After almost two decades of transition, the typical outcomes in CIS include liquidation of insurance-based employment funds and shifting of expenditures to the state or local budgets, abolition or mergers of labour market institutions, and a partial replacement of unemployment insurance with targeted social assistance. The paper argues that an essential first step to alleviating the impact of recession-related unemployment in CIS countries is loosening eligibility criteria and improving funding for existing labour market programmes, followed by increasing the capacity of the existing national public employment services and establishing a regulatory framework for the proper functioning of private employment agencies.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This case study documents good practices achieved by the MDG Fund Joint Programme on Alternatives to Migration: Decent Jobs for Filipino Youth. In a pilot programme that sought to increase young people’s access to decent work, local and international stakeholders pooled their resources and expertise to address the issue of youth unemployment. The collaboration concentrated on several strategies which, in addition to strengthening local employment services, focused on providing technical vocational and entrepreneurship training to the youth, supporting entrepreneurship education in public high schools, and promoting public-private partnerships in support of youth employment. The case study highlights the strategies and innovations adopted and the challenges and lessons learned in the process of implementation of this initiative.

Prepared under contract to the European Commission, Directorate General for Employment, Social Affairs and Equal Opportunities The overall objective of the study is to underpin the discussion on how the European Public Employment Services can contribute to the strategic objectives of the European Union in the areas of employment, social affairs and equal opportunities as set out in the EU 2020 Strategy, in particular the Community Initiative on New Skills for New Jobs.

The focus of the study is the role of PES in anticipation of new skills, in particular PES' use of anticipation methods, strategies and knowledge and only to a limited extent early intervention. The information on these topics was obtained through a multilingual online survey to European PES designed to deliver information about the current situation in the PES. An analytical framework and two main research questions guided the analysis of this information:
1. What are the main strategies and methods used by European PES concerning the collection, analysis and utilisation of information about future skill needs and skill supply?
2. Which factors may act as barriers against PES activities to collect, analyse and utilise information about future skill needs and future skill supply?

The study aimed to:
• map the current situation concerning European PES’ use of anticipation methods and strategies;
• outline and analyse the potential and current benefits of PES involvement in anticipation activities;
• identify and select good practice cases of methods and strategies for anticipating skill needs deployed by PES and develop recommendations for future action.

The main findings and conclusions are presented in the report, along with a short summary of the recommendations developed on the basis of the findings.

The ‘Agenda for new skills and jobs’ flagship initiative sets out, in 13 key actions with accompanying and preparatory measures, how the European Commission will help the EU reach its employment target for 2020: 75% of the working-age population in work. Launched in 2010, it is part of the EU's overall strategy – Europe 2020 – promoting smart, sustainable and inclusive growth in the next 10 years and beyond.

The overall objective of the Agenda is to modernise labour markets and empower people by developing their skills throughout the lifecycle with a view to increase labour participation and better match labour supply and demand, including through labour mobility.

The Agenda presents a set of concrete actions that will help:
• Stepping up reforms to improve flexibility and security in the labour market ('flexicurity');
• Equipping people with the right skills for the jobs of today and tomorrow;
• Improving the quality of jobs and ensuring better working conditions;
• Improving the conditions for job creation.

They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The policy brief explores the effectiveness of youth guarantees as one of the measures to address the current youth employment crisis. The concept of youth guarantee implies an entitlement to a job, training or education of a defined group of young people seeking employment and an obligation for the Public Employment Service (PES) or another public authority to provide the services and/or implement the programmes within a given period of time. Several countries in Europe have positive experiences with guarantee schemes. ILO review shows that youth guarantees can play a significant role in reducing the scars of long-term unemployment and of disconnect from labour markets of the unemployed and discouraged young women and men. However, expanded efforts on data collection, monitoring of implementation are required for better design and implementation of cost-effective measures.

The paper explores employment services and labour market policies in the transition countries of Eastern Europe and Central Asia and identifies key benefits and constraints of active labour market programs, as well as main characteristics and features of successful policy interventions. The report finds that greater resources will be needed for active labour market programs (ALMPs) in the future. However, the emphasis should be put on improving the design and effectiveness of ALMPs, rather than on increasing spending levels.

Employment Working Paper No. 122 This study carries out a preliminary assessment of the job training and retraining programmes implemented by a representative sample of crisis-affected countries. The review looks at how these programmes are re-connecting displaced workers and the long-term unemployed to the labour market, and how they help prepare workers for the types of jobs created by stimulus packages, including green jobs.

The findings of this paper are based on the analysis of real-time evidence drawn from rigorous reviews of programme implementation, if not yet impact assessments, carried out by national government agencies. Views from employer’s organizations, trade units, bilateral agencies, international organizations and academic institutions complement this analysis.

The review shows that in the midst of the economic crisis the operational factors contributing to an effective intervention depended on policy coordination, good communication among stakeholders, flexible training delivery mechanisms and institutional capabilities.
