The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

In times of changing labour markets, rapid technological developments and recovery from COVID-19, career development support is becoming increasingly important for people to manage the frequent and complex transitions within and between learning and work. At the same time, career development support services are challenged to provide better access and innovative ways of delivery to both youth and adults in a lifelong learning perspective. Career development support includes activities such as: - Career guidance for all, and especially for unemployed and inactive - Career education in schools, TVET institutes, universities and adult learning institutions - Career development support for workers. The ITCILO, ILO and the European Training Foundation (ETF) are joining forces to offer this new online course. Who attends this course?

Policy-makers, planners and technical staff dealing with careers guidance matters (from ministries, agencies and other institutions in the field of education, higher education, TVET and employment services); representatives of employers' and workers' organisations, as well as NGOs.

What will I learn?

Participants will have the opportunity to discuss with world-class experts and their peers how to enhance and/or develop career development support systems in the context of employment services, education and training institutions, and with regards to career development support for workers. In particular, participants will learn:

  • how to adapt career development support systems and services to global developments impacting on education and training systems and the labour markets
  • how key elements of career development support systems could be achieved, from coordination, to funding, quality, access, and use of technology
  • how career development support is linked to the UN Sustainable Development Goals and can contribute to wider public policy goals in education, lifelong learning, employment and social inclusion.

This report provides insights and lessons learned on the implementation of market-based approaches in displacement contexts.

Recognizing the importance of identifying a more durable solution to the displacement crisis, practitioners are increasingly using market-oriented approaches to support livelihoods and economic recovery. The ILO and UNHCR partnership through their jointly designed “Approach to Inclusive Market Systems for Refugees and Host Communities” (AIMS) and through the multi-agency PROSPECTS Partnership, implemented in countries in East and North Africa and in the Arab States, has been part of the emerging work on developing and testing market-based approaches in displacement contexts.

Through this research, the ILO and UNHCR teams set out to better understand the implications and impact at the intersection or nexus of humanitarian support and market-based interventions for development and livelihoods.

Based on the literature review and scoping, as well as in-depth research on eight selected case studies, the study presents an integrated framework to categorize and analyse market-based approaches in forced displacement settings. This included asking questions about what we could learn from implementation to advance the understanding on how the market based approaches can constitute valid and effective responses in forced displacement settings. It was done with a view to help practitioners, governments and donors plan and implement effective market-based refugee and host community livelihood strategies.

The digital economy offers potential for the creation of decent jobs in Ethiopia.

However, with limited access and use of Internet, marginalized youth from host and refugee communities, may lose out reaping the benefits of digital services and opportunities.

This research provides insights in the current job opportunities in the digital economy and barriers to its uptake in the Afar and Somali regions of Ethiopia for youth, especially from the forcibly displaced communities.

This is a jointly published report of the International Labour Organization (ILO) and the International Telecommunication Union (ITU).

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The Norwegian Agency for Development Cooperation (Norad) and the International Labour Organization (ILO) have signed a new strategic partnership agreement for 2023-2024 to strengthen the skills development eco-system in targeted countries and contribute to human development objectives. Decent Work as well as Norwegian priorities of green energy, food security, equality and inclusive societies are at the centre of this cooperation.

Through this lightly earmarked contribution for the ILO’s development cooperation activities, Norway will support skills development and lifelong learning in Ethiopia, Ghana, Lebanon, Malawi, Senegal and Tanzania through:
  • Providing timely, accurate and forward-looking anticipation of future skills needs;
  • Increasing the number of women and men benefiting from skills and lifelong learning programmes and services;
  • Strengthening effective governance and coordination in skills systems to improve policies and financing arrangements; and
  • Enhancing global knowledge base, innovation, partnerships and capacity building to empower constituents to tackle contemporary skills challenges.
The agreement is a new phase of a long-standing partnership between the ILO and the Government of Norway on skills development. For the last four years, the collaboration has enabled support to selected countries to develop, upscale and institutionalise approaches such as private sector led governance structures and innovative skills anticipation, training and assessments.

It will continue to support constituents by providing technical expertise, building capacity, and supporting them to implement pilot programmes, with a particular attention given to vulnerable groups. This partnership ultimately contributes to achieving Outcome 5 of the ILO’s Programme and Budget 2022-23 , Skills and lifelong learning to facilitate access to and transitions in the labour market.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

This tracer study targeting a number of agriculture graduates from Agriculture Baccalaureate Technique and short-term courses is a result of a joint effort of a number of organizations. It was conducted as part of the project “Upgrading the technical agriculture education system in Lebanon”, led by FAO with funding from the Kingdom of the Netherlands and implemented in partnership with the International Labour Organization (ILO), the United Nations Children\'s Fund (UNICEF) and AVSI, to help the Ministry of Agriculture (MoA) increase the market relevance of its training programmes.

The study was conducted by the Consultation and Research Institute and ILO with the extensive support of the Ministry of Agriculture, AVSI and FAO. Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Enterprises can drive business success and support inclusive economic growth by making investments into educating, training and reskilling of workers. Workers also face an imperative to proactively upgrade their skills or acquire new ones through training, education, and lifelong learning to remain employable, especially in the face of rapid transformation brought about by advances in automation and digitalisation.

A market systems approach to skills development has the potential to lead to more sustainable employment outcomes at scale, by taking a holistic approach to addressing both supply- and demand-side factors, as well as tackling the cost of skills development programmes and strengthening the link between market needs and the important role of regulation and standards.

Drawing on three case studies, this paper explores how a market systems development (MSD) approach to skills development can lead to employment outcomes and foster sustainable impact through systemic change that is owned, maintained, and further evolved by local stakeholders.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

The development of information and communication technologies (ICTs) since the mid-1980s was believed to offer a new ‘development paradigm’ for developing countries such as India to create new markets and employment opportunities in knowledge-intensive services. India embarked on an ambitious effort to integrate ICT development into its national policies and seized this opportunity and developed a range of IT-enabled services from software and R&D services at one end of the skill spectrum to business processes such as call centres at the other end.

With the on-going digital transformations in the economy, this repository of skills and knowledge could be harnessed and utilised effectively to bring about a productive transformation of the Indian economy. The development of digital infrastructure serves as an important approach for countries to elevate themselves in the digital value chains, which can be observed in a number of developing countries including India.
