UNESCO-UNEVOC virtual conference report – 02/13 November 2015 The Paris Agreement is in action now. The effects of climate change on countries is driving collective action to formulate green growth agendas, transform economic, social and environmental development goals and achieve critical environment-sensitive targets, bills and legislations that enable the reduction of greenhouse gas emissions. Due to the complex nature of climate change, there is a need to shift to multi-stakeholder engagement. Indeed, issues related to climate change cannot be addressed by one viewpoint alone, but rather need multiple perspectives and cross-sectoral engagement. Education and training plays an important role in this regard. Equipping youth and adults with technical and vocation skills for employment, decent jobs and entrepreneurship is an important target within the transformative education vision set out in Sustainable Development Goal (SDG) 4, namely that of ‘inclusive, equitable quality education and lifelong learning opportunities for all.’ In this context, the need to transform the TVET sector to maximize its potential to contribute to the fulfilment of the SDG 4, as well as the promotion of green and sustainable economies and societies, is of high relevance. With an emphasis on action-oriented outcomes, this conference report seeks to define TVET’s transformative role in developed, as well as developing countries.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Measuring the outcomes of skills systems, policies and targeted programmes is essential in order to monitor and improve their effectiveness and relevance. Elements of sound assessment processes include: institutions to sustain feedback from employers and trainees; mechanisms to track labour market outcomes of training and systems of accountability that use this information; and, quantitative and qualitative labour market information and its dissemination to all stakeholders.

This paper examines the effectiveness of a variety of policy interventions that have been tried in developing and transition economies with the goal of improving women's employability and quality of work. The programs include active labor market programs, education and training programs, programs that facilitate work (such as childcare subsidies, parental leave programs and land titling programs), microfinance programs, entrepreneurship and leadership programs, and conditional cash transfer programs. Some of these policy interventions were undertaken to increase employment, some to increase female employment, and some for other reasons. All of these programs have been subjected to impact evaluations of different kinds and some also to rigorous cost-benefit analyses. Many were found to be effective in increasing women's quantity of work as measured by increased rates of labor market participation and number of hours worked. In some cases, the programs also increased women's quality of work, for example, by increasing the capacity for women to work in the formal rather than the informal sector where wages are higher and where women are more likely to have access to health, retirement, and other benefits.

The equal inclusion of women in economic life is a key driver of economic growth throughout the world, including the Pacific Alliance countries of Chile, Colombia, Mexico and Peru. Talent is lost, and future growth suffers, when women do not have the same opportunities as men to reach their full potential in the labour market. All countries of the world have work to do to advance the equality agenda, and Chile, Colombia, Mexico, and Peru have much to do. This report sustains that while girls and women in the Pacific Alliance are progressing on the path to gender equality and inclusive growth, significant roadblocks remain. Gender gaps stubbornly persist in labour force participation rates, in the distribution of domestic and unpaid care work, job quality, earnings, poverty status and post-secondary education and training.

This paper explores the link between skill and qualification mismatch and labour productivity using cross-country industry data for 19 OECD countries. Utilising mismatch indicators aggregated from micro-data sourced from the OECD Survey of Adult Skills (PIAAC), the main results suggest that higher skill and qualification mismatch is associated with lower labour productivity, with over-skilling and under-qualification accounting for most of these impacts. A novel result is that higher skill mismatch is associated with lower labour productivity through a less efficient allocation of resources, presumably because when the share of over-skilled workers is higher, more productive firms find it more difficult to attract skilled labour and gain market shares at the expense of less productive firms. At the same time, a higher share of under-qualified workers is associated with both lower allocative efficiency and within-firm productivity – i.e. a lower ratio of high productivity to low productivity firms. While differences in managerial quality can potentially account for the relationship between mismatch and within-firm productivity, the paper offers some preliminary insights into the policy factors that might explain the link between skill mismatch and resource allocation.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

This book represents a systematic review of the documented impacts of programs aimed at fostering socioemotional skills in developed and developing countries. It uses a life-cycle approach to organize the findings from rigorous evaluations of more than 80 programs. This includes programs for toddlers and young children before primary school, programs for students enrolled in formal education, and programs targeted at the out-of-school population. The book develops a conceptual framework that helps to identify the program characteristics and participants’ profiles associated with a range of program outcomes. These include health-related, behavioral, academic or cognitive, and economic-related outcomes.

This report provides an overview of the discussions that took place from 9 to 16 May 2016 on the UNEVOC TVeT Forum. This virtual conference sought to inform the wider technical and vocational education and training (TVET) community about a collaborative research project currently undertaken by the NCVER and UNESCO-UNEVOC which aims to explore the different benefits from investing in TVET and ways to measure the return on investment in TVET across a range of countries. The report also identifies a number of challenges in measuring and comparing return on investment.

La Stratégie définit des domaines et des actions politiques clés pour la période allant de 2016 à 2021, dans le cadre de la Stratégie à moyen terme de l’UNESCO. Elle contribue aux objectifs stratégiques de l’UNESCO, aux priorités globales de l’Organisation pour l’égalité des genres et l’Afrique, au Programme d’action global pour l’éducation en vue du développement durable et à la Stratégie opérationnelle pour la jeunesse.

Dans ce contexte, et en pleine conformité avec l’ODD 4 visant à « Assurer l’accès de tous à une éducation de qualité, sur un pied d’égalité, et promouvoir les possibilités d’apprentissage tout au long de la vie », la Stratégie a pour but d’appuyer les États membres dans leurs efforts pour améliorer la pertinence de leurs systèmes d’EFTP et équiper tous les jeunes et tous les adultes des compétences nécessaires à l’emploi, à l’obtention d’un travail décent, à l’entreprenariat et à l’apprentissage tout au long de la vie, et de contribuer à la mise en œuvre du Programme de développement durable à l’horizon 2030 dans son ensemble.

La Stratégie englobe trois domaines prioritaires :
(1) favoriser l’emploi des jeunes et l’entreprenariat ;
(2) promouvoir l’équité et l’égalité des genres ;
(3) faciliter la transition vers des économies vertes et des sociétés durables.

These guidelines call for new approaches in health professionals’ education. Approaches are needed that transform systems and encourage the move away from the traditional focus on tertiary care hospitals to initiatives that foster community engagement. The guidelines recommendations support and advocate for implementation considerations in efforts to involve communities and countries collectively for this transformational change in health professionals’ education. It is the intent of the Guidelines to encourage educational and training institutions to foster and enhance the relational activity and the interaction and planning between education, health and other sectors.

Center for Culinary Arts, Manila (CCA) and the Asian School of Hospitality Arts (ASHA): Empowering culinary and hospitality leaders in the Philippines. Expanding access to quality and affordable education is a central element to eliminating extreme poverty and promoting shared prosperity. In developing countries, private education providers play a critical role in the delivery of education, skills, and training that is affordable and relevant to the needs of the labor markets. This case study showcases success stories in the International Finance Corporation (IFC) education portfolio around scale, skills, affordability, and innovation. The case study highlights how IFC clients have contributed to meeting IFC’s strategic goals in education of (1) developing skills and enhancing employability of graduates and trainees, and (2) increasing reach and impact at all levels of education.
