This study conducted by UNESCO Dakar and the Brookings Institution reviews existing learning assessment items to understand to what extent national education systems value teaching and learning of 21st Century skills in classroom practices. The authors, in collaboration with national researchers from nine-countries in Sub-Saharan Africa (Chad, Côte d’Ivoire, Democratic Republic of Congo, The Gambia, Kenya, Lesotho, Mali, Senegal and Zambia), analyze several assessment tools and items to suggest potential ways for greater alignment between curriculum, teacher training, pedagogy and assessment. This publication is one of the few in the region that looks explicitly at potential ways to bridge the gap between traditional education needs and the skills children and young people need to thrive in today and tomorrow’s world.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Education indicators in focus. August 2020, #76 The transition from tertiary education to work involves substantial uncertainty and changes between education programmes, jobs and industries. The current major disruption in the labour market is only going to increase this uncertainty, making it essential for graduates to be prepared for it. Graduates with more dynamic career trajectories are more likely to include interpersonal skills in their professional profiles. This confirms the need for higher education institutions to pursue their efforts to develop a comprehensive skill set for their graduates, including technical skills and also interpersonal skills.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Despite income growth, fertility decline, and educational expansion, women's labor force participation in rural India dropped precipitously over the last decade. This paper uses nationwide, individual-level data allow to explore whether random reservation of village leadership for women affected their access to suitable job opportunities, demand for participation in the labor force, and income as well as intrahousehold bargaining in the short and medium term. Political empowerment through reservation affected women's but not men's participation in public works, but also women's participation in labor markets, income, and participation in key household decisions, with a lag.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The following report presents the results of the trends mapping study on the future of technical and vocational education and training (TVET) teaching, conducted by UNESCO-UNEVOC. The study aimed to engage the international TVET community to: (i) improve the understanding of the implications of global disruptions; (ii) gather knowledge, insights, experiences; and (iii) highlight promising practices in preparing TVET teaching staff to deliver the skills needed in the 21st century and beyond.

Coordinated by UNESCO-UNEVOC, trends mapping studies aim to further the international community's understandings on contemporary key issues concerning TVET. The studies review existing literature and policies, and engage TVET stakeholders from around the world through surveys and virtual conferences.

This note builds on research covering the three countries with the highest concentration of Syrian refugees displaced since 2011: Turkey, Jordan, and Lebanon. It is intended to inform policymakers and practitioners on the barriers that Syrian refugees, especially women, face in securing work to earn a livelihood. This note highlights initiatives designed to address those barriers, but does not enumerate all of them. While not specifically addressing internally-displaced persons (IDPs) within Syria, this Note could serve as a blueprint for examining and addressing many of the same barriers women face in Syria.

The theme for this year's Day is “Youth Engagement for Global Action”. It seeks to highlight the ways in which the engagement of young people at the local, national and global levels is enriching national and multilateral institutions and processes, as well as draw lessons on how their representation and engagement in formal institutional politics can be significantly enhanced.

The aim of International Youth Day (IYD) 2020 is to shed light on the need to enable the engagement of youth by making local, national and global institutions more inclusive for the purpose of strengthening their capacity (and relevance) to achieve global action. In particular, IYD 2020 seeks to highlight the ways in which the engagement of young people at the local,national and global levels is enriching national and multilateral institutions and processes, as well as draw lessons on how their representation and engagement in formal institutional politics can be significantly enhanced.

This year’s IYD seeks to put the spotlight on youth engagement through the following three interconnected streams:
1. Engagement at the local/community level;
2. Engagement at the national level (formulation of laws, policies, and their implementation); and,
3. Engagement at the global level.

The commemoration of IYD 2020 will take the form of a podcast-style discussion led by youth for youth. This will involve discussions on the selected theme between young participants that are engaged in political processes at the local, national, and global levels, including for instance representatives from youth constituencies linked to the UN-system, young parliamentarians and UN Youth Delegates. Creative elements, such as spoken word artists, will also be utilized to break up the substantive discussions. Finally, a range of online products will be created and widely disseminated as tools for independently organized commemorations around the globe.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

This joint ILO-UNESCO paper presents the results of an international literature review of how countries have introduced systems and initiatives to provide individuals with an entitlement to lifelong learning. It seeks to establish what is meant by an ‘entitlement’, and how that can be interpreted in the context of lifelong learning. The report responds to the growing international policy interest in the implementation of lifelong learning and reviews national policies and practices that attempt to apply that principle. Drawing on the examples and the challenges involved, the report concludes by recommending a set of key principles and conditions to be met and the challenges that will need to be overcome before a universal entitlement scheme can be implemented.
