Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Report on reskilling and upskilling through Formal and Vocational Education training Contrary to general education, vocational education and training (VET) has been an area of cooperation from the very beginning of the European Union. Over decades, however, the concept and reality of VET has changed substantially. VET as a dead-end educational pathway preparing exclusively for direct labour market entrance has practically faded out. The VET systems of the EU member states have become more open and have developed their access routes to higher and further education. Since 1995, common drivers for developments in VET across EU member states have included structural ones as shrinking birth-cohorts or changes in skill demands induced by new technologies and digitalisation as well as institutional ones, for instance, a new emphasis on learning outcomes or the introduction of qualification frameworks. However, common drivers have resulted in different trajectories taken by the various national VET systems, perpetuating the diversity of VET in Europe. The paper discusses long-term structural changes and recent trends within VET (such as vocational drift in education, hybridisation of general and vocational education, increasing permeability of educational pathways in initial VET) and how they might play out in the future. Given that the trends are expected to continue, it can be expected that by 2030 national qualification frameworks in most EU members states will be firmly established thereby organising a diversity of vocational qualifications ranging from EQF level 1 to 8 – including professional doctorates

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Long before the outbreak of the Covid-19 crisis, questions were raised about gig and platform work: are they ‘digital sweatshops’ or a conduit to skills development and better skills matching? The public health crisis may have accentuated the vulnerability of platform workers, but it also demonstrated the wider potential for working and learning digitally.

Cedefop’s CrowdLearn study is the first to examine skills development and skill matching practices in online platform work. It presents evidence from interviews with platform economy stakeholders, as well as crowdworkers themselves. It identifies the types of skills developed in such work and the learning practices of gig workers. It highlights the challenges (algorithmic management, limited platform portability) posed to efficient skills matching and crowdworker mobility and makes policy suggestions to overcome them.

These insights can provide useful directions for vocational education and training, asking what we can learn from those who mastered the art of digital working and learning long before the current crisis.

A practical guide Technology has altered many aspects of life, including education and training. As a result of technological developments, technical and vocational education and training (TVET) has become more accessible to students, and the quality of education and training has improved too. Teachers and trainers can use digital tools to manage their tasks effectively and engage learners in digitally-rich environments. Comparative data and indicators The international landscape of vocational education and training (VET) is hugely diverse – and more diverse than most other sectors of education systems. There is wide variation across countries in how vocational programmes are organised and delivered, the ages and stages of education at which individuals pursue VET and how VET is funded. This diversity creates an opportunity to exploit cross-country variation to identify the features of VET systems associated with better educational, labour market and social outcomes for graduates. At the same time, country comparisons need good data, but comparative data on VET have major gaps. This report identifies existing and new indicators of VET systems that are suitable for international comparisons, based on current data availability and quality. The report does not directly fill those data gaps, but establishes the dimensions of the gaps and sets out how one might go about filling them, while giving some proposals for future indicator development.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Demand-driven training (DDT) and results-based contracting (RBC) are two mechanisms used to enhance the effectiveness and impact of skill training programs. DDT links skills development explicitly with the job market, typically through employer engagement. Private sector employers define what type of training is necessary, either directly or indirectly through training providers. RBC is based on an agreement with training providers by which the disbursement of funding is conditional on the achievement of defined targets, most often verified gainful employment. Although these two mechanisms are independent, they are frequently combined. Much has been written about various approaches to DDT. However, relatively little is known about the application of RBC in skills training.

This report reviews the literature, identifies project examples and derives lessons for the design and implementation of both DDT and RBC. A summary of the existing literature on international experiences with both DDT and RBC, including good practices, is presented here. This review aims to identify the most effective ways to deliver these programs and provide general lessons on their design and implementation. The audience for this review includes World Bank teams and other development and policy practitioners interested in results-based contracting in the context of demand driven training.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The report sets out a future-focused vision of education and demands a major shift towards a culture of lifelong learning by 2050. The report outlines the main features of the ‘enabling environment’ needed to make lifelong learning the governing principle of education policy and to offer people opportunities to learn throughout life, whatever their background or context. It analyses the main issues that currently inhibit lifelong learning and describes what is needed to transform them into opportunities. Looking to the future, the report sets out 10 key messages, each critical for creating a culture of lifelong learning:

1. Recognize the holistic character of lifelong learning
2. Promote transdisciplinary research and intersectoral collaboration for lifelong learning
3. Place vulnerable groups at the core of the lifelong learning agenda
4. Establish lifelong learning as a common good
5. Ensure greater and equitable access to learning technology
6. Transform schools and universities into lifelong learning institutions
7. Recognize and promote the collective dimension of learning
8. Encourage and support local lifelong learning initiatives, including learning cities
9. Reengineer and revitalize workplace learning
10. Recognize lifelong learning as a human right

The report also offers specific action points for realizing this vision and suggests selected policy measures.
