Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. In March 2018, the Work-based Learning and Apprenticeship Act came into force. Through this act, Malta has introduced a system where apprentices get first-hand knowledge of how the industry operates, supporting their decision-making on which career to pursue.

All apprentices now have the opportunity to obtain the necessary qualifications, while applying the skills acquired in practice with the assistance of experts. Establishing partnerships with stakeholders both at local and European levels, the policies and measures can prevent and reduce local workforce unemployment and inactivity through quality apprenticeships.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Unlocking the Female Potential was designed to learn and understand the reasons behind the low female employment rate in Malta and Gozo, while at the same time promoting a culture of equality within the business sector in order to address labour market distortions. The overall objectives of the Project, of which this research forms part, is to address a two-fold overall objective, namely:

• To increase the overall female employment rate by providing indirect incentives to work.
• To provide policy makers with vital information through the research on the current situation of which this research forms part, of women in Malta and Gozo.
These objectives were, in turn, broken down into four specific objectives, namely:
• To understand the jobs/skills match and the inactive population in order to ensure employability;
• To create a need for businesses to become ‘certified equal opportunities employers’, to have a family-friendly environment at the work place;
• To incentivise the inactive to the labour market through better work arrangements available;
• And to further promote the need for a work/life balance both for men and women.

This report has been designed and published as part of this same project. It brings together all the components of the project and the activities that were held as part of the same constituents.

Active ageing refers to the situation where older and ageing persons continue to have an opportunity to participate in the formal labour market, as well as engage in other unpaid productive activities while living healthy, independent and secure lives as they age. Active ageing policies seek to increase the number of older workers in the labour market, while enabling persons above statutory retirement age to remain in or re-enter employment. In Malta, the time is opportune to prioritise ageing policies, especially given the expectation of unprecedented changes in the demographic fabric. By the year 2025 the number of persons aged 65 years and over is projected to increase by 72 per cent compared to 2010 figures, and by 2060, children and youth under 20 years of age will decrease by 35 per cent.

The National Strategic Policy for Active Ageing: Malta 2014-2020 constitutes a turning point for local ageing policy. It is premised upon the three major themes: active participation in the labour market, participation in society, and independent living. Policy recommendations are offered in support of strengthening the levels of older and ageing workers, and improving social inclusion and independent living in later life. These recommendations include continuous vocational training for older adults; improving healthy working conditions, age management techniques and employment services; ensuring a safe, adequate and sustainable income for all older persons; providing financial and social resources for vulnerable older persons; strengthening opportunities for learning, digital literacy, active citizenship and intergenerational solidarity in later life; and improving services in health prevention and promotion.

Over the past years, there was a surge in the Maltese employment ratio for the age cohort (20-64) which was mainly driven by an increase in female labour market participation. However, despite the rise in the volume of the Maltese workforce, there remains a deficit in the skills base in Malta, as opposed to other countries within the European Union. Consequently, this employment policy proposes various labour market initiatives to upgrade the skills of the Maltese workforce which would contribute to more productive jobs.

Demand-side and supply-side initiatives are targeted towards different sub-sections of the population such as immigrants, inmates, the elderly, females and youths. Investment for demand purposes serves mainly to stimulate employers’ demand for labour. The reasons why such interventions may be required include the need to compensate for low productivity among workers who have been long-term unemployed, persons with a long history of inactivity, and persons with a disability. On the other hand, investment in the supply-side addresses the employability of labour and its productivity through the enhancement of human capital; there remains a considerable number of persons who are inactive and young. Through adequate training and appropriate incentive schemes, the distance of these persons from the labour market can be diminished. In addition, the general level of human capital in the economy could be improved which is necessary for a flexible labour market. Efforts to improve national emploment prospects are expected to result in both social and economic benefits to the Maltese population.

Working Paper No. 22 The aim of the European credit system for vocational education and training (ECVET) is to allow individuals to gain a full vocational education and training (VET) qualification, or to update/upgrade their VET qualifications in a flexible way, by use of credits.

ECVET requires qualifications to be described in terms of learning outcomes that will be then defined as units that might translate into credits. Learning outcomes recognised in form of credits may be transferred between education and training institutions, whether in the same country or abroad, and accumulated towards achieving a full or a partial qualification. If the VET system allows it, learning acquired in non-formal and informal settings may be assessed and validated as credits to be used for transfer and accumulation purposes. In this context, ECVET is more likely to reach its full potential if linked to the European qualifications framework (EQF)/national qualifications framework (NQF) developments that support the description of qualifications in terms of learning outcomes, as well as with national arrangements and practices for validating non-formal and informal learning.

This report covers ECVET developments in 38 countries and regions up to September 2013; it is the fourth since 2010, when Cedefop started its regular ECVET analysis in relation to national VET reforms. The deadlines of the ECVET recommendation set 2013 as the year for ECVET’s gradual application to VET qualifications at all levels of the EQF, following more than three years of testing and development.
