Government recognizes the leading role of Artificial Intelligence (AI) in the development of a sustainable digital-led economy. This is confirmed by the General Policy for the Information & Communication Technology and Postal Sectors 2018 in Article 8 which states: "This policy is intended to seize the opportunities of the Fourth Industrial Revolution with the primary goal being the development of a digital economy leading to renewed economic development and increased income and wealth of individual Jordanians. Government is keen for Jordan to harness existing and emerging digital technologies including but not limited to Artificial Intelligence, Blockchain and the Internet of Things (IoT) provided by the Telecommunications, Information Technology and Postal sectors for economic and social development."

The Ministry of Digital Economy & Entrepreneurship (MoDEE), Jordan, is the implementing agency of the YTJ project and aims to improve digitally enabled income opportunities and expand digitized government services in Jordan. The YTJ project will build an impetus for private sector-led growth of the digital economy and make interventions to address specific constraints in the supply and demand sides of the economy.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This report constitutes the analytical synthesis of the 2nd Regional Workshop for Exchange between Vocational Training Actors in Africa and their Mutual Strengthening, held in Nairobi from 18-20 June 2019, on the theme of “Quality TVET for the successful training-to-employment transition of Africa’s youth”. It was organized under the technical coordination of the Dakar-based Africa office of UNESCO’s International Institute for Educational Planning (UNESCO-IIEP Dakar), in partnership with the Luxemburg Development Cooperation Agency (LuxDev) and La Francophonie’s Institute for Education and Training (IFEF). The workshop received support from the European Commission’s VET Toolbox and the Agence Française de Développement (AFD).

This forum built upon the lessons learned from the first regional exchange workshop of this kind held in Dakar in March 2018, on public-private partnerships in vocational training, of which the wealth of cross-reflections and shared experiences were committed to a thematic report similar to this one.

The Postal Services and Telecommunications SSP is a ‘roadmap’ to address skills development priorities in the sector. It focuses on profiling the sector, identifying skills in demand, analysing supply-side education and training provision, determining skills priorities and putting together an action plan for improving the skills profile of the workforce.

The SSP serves as a guiding framework for the Namibia Training Authority, employers, trade unions, training providers, public entities, civil society, international partners and local communities to spell out the priorities for upskilling workers in the sector.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. L’intelligence artificielle conduira à des transformations profondes du travail. Pour s’y préparer, le rapport passe au crible trois secteurs – transports, bancaire et santé, élabore des scénarios d’évolution et propose des pistes d’action.

Le but de ce rapport n’est pas d’apporter des réponses précises sur ce que sera le travail dans le futur. Il s’agit avant tout d’illustrer de manière réaliste des anticipations plausibles dans plusieurs domaines d’application et dans certains secteurs d’activité. Cette approche sectorielle vise à se pencher de manière très fine sur les opportunités et les risques potentiels : évolution des tâches, dynamique d’apprentissage, montée des compétences techniques ou sociales, changements dans les conditions de travail ou les pratiques managériales, gain ou perte d’autonomie, etc.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Le vadémécum présente des sources de données et des exemples d’analyses produites à partir de celles-ci sur la relation entre emploi, compétences et formation.

Il s’inspire de documents d’appui méthodologiques réalisés depuis le début des années 2010 au Centre d’analyse stratégique, à France Stratégie et plus récemment dans le cadre du Réseau Emplois Compétences. Il est dans ce premier temps uniquement fondé sur des sources de statistique publiques et compile les informations produites par la Dares, Pôle emploi, l’Insee, le Céreq, le réseau des Carif-Oref (RCO). Il est amené à l’avenir à être enrichi notamment par des données produites au niveau territorial.

While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries.
