ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Digital innovations will rapidly change the demand for skills, thereby creating a wider skills gap that has the potential to hold back economic growth. Equipping people with basic or advanced digital skills promises to prepare them for unprecedented job opportunities in the digital economy. This will lead to innovation, higher productivity and competitiveness, as well as expanding markets, access to work and entrepreneurship opportunities.

In view of the rapid socio-economic and technological changes, jobs and the skills required to perform them continue to evolve. Many jobs in labour intensive sectors, which tend to be occupied by economically vulnerable groups of people (such as women and the poorly educated), are at high risk of being automated. In this light, delivering job-relevant skills at a reasonable cost, especially for workers whose jobs are at risk, is important. If well implemented, ICTs in TVET have the potential to improve access to learning, to improve quality while decreasing costs, to make teaching and learning more relevant to people’s work and lives, and to encourage individuals to become lifelong learners.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

La stratégie de développement du numérique dans la formation professionnelle et technique articule les éléments fondamentaux du développement des compétences et spécifie les éléments constitutifs essentiels d'une stratégie de formation solide pour l’économie digital.

La stratégie de développement du numérique dans la formation professionnelle et technique du Ministère de l'Emploi, de la Formation Professionnelle, de l'Apprentissage et de l'Insertion (MEFPAI) a été développé par l’OIT dans le cadre du projet SKILL-UP, financé par le Gouvernement de la Norvège.

Cette stratégie se concentre sur la construction de liens entre le monde de l'éducation et de la formation technique et professionnelle et le monde du travail et est un document de base de toutes les initiatives allant dans le sens du perfectionnement des ressources humaines nécessaires au développement de l’économie numérique au Sénégal.

La présente étude, rentre dans le cadre de la recherche d’une solution pour une meilleure prise en charge des décrocheurs scolaires précoces. Il est entendu par décrocheurs précoces, les élèves entre 12 et 16 ans qui ont quitté définitivement la scolarité. Généralement ces élèves n’ont pas les conditions d’âge et de niveau pour être inscrits dans des filières de la formation professionnelle.

A partir d’une analyse des données statistiques de l’abandon scolaire en Tunisie, des interventions de différents départements ministériels en rapport avec le décrochage scolaire et l’expérience internationale en matière de prévention et de traitement du décrochage scolaire, une problématique centrale a été identifiée selon une approche participative.

REACH2025 action plan seeks to streamline the digital transformation across the entire Jordanian economy. With the plan, Jordan is moving away from seeing ICT as an isolated sector and towards digitizing the entire Jordanian economy with emphasis on niche markets and global value chains. This is about creating a transformation across the economy through digitization of early adopters in: Health, Energy and CleanTech, Education, Finance, Transport, Communications and Security.

Government recognizes the leading role of Artificial Intelligence (AI) in the development of a sustainable digital-led economy. This is confirmed by the General Policy for the Information & Communication Technology and Postal Sectors 2018 in Article 8 which states: "This policy is intended to seize the opportunities of the Fourth Industrial Revolution with the primary goal being the development of a digital economy leading to renewed economic development and increased income and wealth of individual Jordanians. Government is keen for Jordan to harness existing and emerging digital technologies including but not limited to Artificial Intelligence, Blockchain and the Internet of Things (IoT) provided by the Telecommunications, Information Technology and Postal sectors for economic and social development."

The Ministry of Digital Economy & Entrepreneurship (MoDEE), Jordan, is the implementing agency of the YTJ project and aims to improve digitally enabled income opportunities and expand digitized government services in Jordan. Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This report constitutes the analytical synthesis of the 2nd Regional Workshop for Exchange between Vocational Training Actors in Africa and their Mutual Strengthening, held in Nairobi from 18-20 June 2019, on the theme of “Quality TVET for the successful training-to-employment transition of Africa’s youth”. It was organized under the technical coordination of the Dakar-based Africa office of UNESCO’s International Institute for Educational Planning (UNESCO-IIEP Dakar), in partnership with the Luxemburg Development Cooperation Agency (LuxDev) and La Francophonie’s Institute for Education and Training (IFEF). The workshop received support from the European Commission’s VET Toolbox and the Agence Française de Développement (AFD).

This forum built upon the lessons learned from the first regional exchange workshop of this kind held in Dakar in March 2018, on public-private partnerships in vocational training, of which the wealth of cross-reflections and shared experiences were committed to a thematic report similar to this one.

The Postal Services and Telecommunications SSP is a ‘roadmap’ to address skills development priorities in the sector. It focuses on profiling the sector, identifying skills in demand, analysing supply-side education and training provision, determining skills priorities and putting together an action plan for improving the skills profile of the workforce.

The SSP serves as a guiding framework for the Namibia Training Authority, employers, trade unions, training providers, public entities, civil society, international partners and local communities to spell out the priorities for upskilling workers in the sector.
