Economic principles dictate that the costs for services with public and private benefits should be shared between public and private funding, or else too little training will be provided or taken up. This report analyses VET governance structures and financing arrangements in Spain, Italy, Latvia, Portugal and Sweden in view of developing and expanding apprenticeship.

The study identifies ‘favourable’ or ‘ideal’ (from a theoretical point of view) governance structures and financing arrangements (normative model) that would support sustainable implementation of high-quality apprenticeship.

Against the backdrop of this model, current structures in these countries are assessed and areas that need action identified. Possible options as to how apprenticeship or similar schemes could be further developed in each country are presented.

Designed as action research in which relevant national stakeholders – government representatives, employers, employees and training providers – were actively involved in carrying out the assessment and discussing future policy options, the study aims to contribute to policy learning and encourage the national and international dialogue on apprenticeship.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. Las personas con discapacidad conforman un grupo vulnerable y numeroso al que el modo en que se estructura y funciona la sociedad ha mantenido habitualmente en conocidas condiciones de exclusión. Este hecho ha comportado la restricción de sus derechos básicos y libertades condicionando u obstaculizando su desarrollo personal así como el disfrute de los recursos y servicios disponibles para toda la población y la posibilidad de contribuir con sus capacidades al progreso de la sociedad.

El anhelo de una vida plena y la necesidad de realización personal mueven a todas las personas, pero esas aspiraciones no pueden ser satisfechas si se hallan restringidos o ignorados los derechos a la libertad, la igualdad y la dignidad. Este es el caso en que se encuentran aún hoy mujeres y hombres con discapacidad, quienes, a pesar de los innegables progresos sociales alcanzados, ven limitados esos derechos en el acceso o uso de entornos, procesos o servicios que o bien no han sido concebidos teniendo en cuenta sus necesidades específicas o bien se revelan expresamente restrictivos a su participación en ellos.

A continuación, se resumen los tipos de contratación y las ayudas que se destinan a la inserción laboral de las personas con discapacidad. Se trata de un compendio de las medidas existentes hasta el momento que pretende servir de guía tanto a empresas e instituciones como a los trabajadores.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

El aprendizaje a lo largo de toda la vida y el concepto resultados de aprendizaje (learning outcomes), se han convertido desde el Consejo Europeo de Lisboa en marzo de 2000, en conceptos clave que presiden buena parte de las políticas europeas en Educación y Formación. En España, según la Encuesta de Población Activa 2010 (2ºT), existen 12.881.100 personas mayores de 16 años, el 33.5%, que no poseen titulación de enseñanza básica obligatoria, y 13.459.400 trabajadores, el 58,2%, que no han recibido preparación específica para el desempeño de un puesto de trabajo.

En este contexto, este Plan de Acción contempla todos los elementos relevantes del Programa de la Unión Europea 2010 sobre Educación y Formación, en consonancia con iniciativas como el EQF (Marco Europeo de Cualificaciones para el Aprendizaje a lo largo de la vida).

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Este documento busca facilitar que delegados y delegadas sindicales puedan identificar las distintas situaciones por las que una persona en prácticas puede estar en la empresa, ya sea para introducir criterios en la negociación colectiva que permitan diferenciar con claridad las actividades “de prácticas” de aquellas que corresponde realizar en el marco de un contrato laboral o para informar a los y las jóvenes (dentro y fuera de la empresa) sobre cualquier consulta relacionada con este tema.

El documento tiene dos partes centrales. En la primera, el lector o lectora encontrará un “mapa” (“Esquema de las modalidades de prácticas”) de las formas en las que se combinan aprendizaje y trabajo en la legislación española y una ficha que describe los principales rasgos de cada una de ellas. En la segunda, se pueden encontrar recomendaciones y una selección de cláusulas de convenios colectivos.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Project: The Labour Market Integration of New Arrivals in Europe Over the past 15 years, migration in Europe has changed considerably. The economic boom in the early and mid-2000s and expanded mobility owing to European Union enlargement helped create new populations of migrants from both within and beyond the European Union. These recent migrants are more educated than earlier arrivals and many are highly skilled. Against the backdrop of the global economic crisis, which profoundly affected many migrant-receiving countries in Europe, governments are grappling with questions of how to ensure that immigrants are able to find employment and progress into better jobs over time.

This overview report caps a series of six country case studies evaluating the employment outcomes for foreign-born workers in the Czech Republic, France, Germany, Spain, Sweden, and the United Kingdom. The study examines how easy it is for newcomers in the European Union to establish themselves in destination-country labor markets in the first ten years after arrival, and how well they are able to move out of unskilled work and into middle-skilled jobs.

To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

In the 1990s and early to mid-2000s, an economic boom sparked a surge of immigration to Spain. Many newcomers quickly found jobs in areas like construction and domestic services, and as a result, the boom became a disincentive to investing in large-scale, coordinated labor market integration efforts. When the economic crisis of 2008 disproportionately hit those in temporary and informal work, including many immigrants, it revealed the underlying gaps in the policy framework meant to support labor market integration in Spain.

This report examines how well recent policies are working to fill these gaps to help immigrants move into more stable work. It provides an overview of the labor market and integration policy in Spain and assesses the effectiveness of these policies, focusing on employment services, language education, and vocational training. Finally, the report concludes with recommendations for further policy refinement, including improved recognition of foreign credentials and easier access to employment services and training.
