‘Towards an accelerated and sustainable economic and social transformation’ This National Strategic Development Plan represents renewed commitment and strategic guidance towards the creation of a development environment that is characterised by political stability, effective development management that permits the attainment of social, economic and environmental goals and a competitive investment climate that results in high employment creation and prosperity for all.

To achieve the National Vision 2020 goals, to reduce poverty and achieve sustainable development, the main goals of the National Strategic Development plan will be to:

- Pursue high, shared and employment creating economic growth;

- Develop key infrastructure;

- Enhance the skills base, technology adoption and foundation for innovation;

- Improve health, combat HIV and AIDS and reduce vulnerability;

- Reverse environmental degradation and adapt to climate change and

- Promote peace, democratic governance and build effective institutions.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Le présent rapport est le produit de l’application de la méthodologie STED «Compétences pour le Commerce et la Diversification Economique» au secteur de l’agroalimentaire en Tunisie. Il marque la fin de la phase analytique de la méthodologie et donne le coup d’envoi pour la deuxième phase, celle relative à la mise en oeuvre des initiatives proposées par l’ensemble des intervenants du secteur et qui sont décrites dans ce rapport.


La méthodologie STED, développée par l’OIT, vise à fournir une orientation stratégique pour l'intégration du développement des compétences dans les politiques sectorielles. Elle a été conçue pour soutenir la croissance et la création d'emplois décents dans les secteurs qui ont le potentiel d'accroitre les exportations et de contribuer à la diversification économique.

South Africa has a peculiar high level of unemployment especially among the youth, women and low-skilled workforce. This is partly due to constraints inherited from the apartheid era, such as the imbalance in the spatial distribution between jobs and people, as well as inequities in access to quality training for certain population groups.

Unemployment is also persistent due to the progressive erosion of low-skilled jobs to the benefit of highly skilled jobs. This structural transformation in the economy poses a real risk of increased marginalization of low-skilled workers in the labour market. Within that context, this paper focusses on the implications for the development of higher education in response to the growing demand for highly skilled workers.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

This national employment policy framework seeks to provide the necessary coherent and coordinated approach that outlines supportive policies on two fronts, namely, an integrated strategy for growth, promotion of decent and productive employment, and targeted interventions to help the un- and under-employed overcome the specific barriers to their entry into the labour market.

By adopting this National Employment Policy Framework, Zimbabwe seeks to fully recognise that productive employment and decent work should be achieved through the sustained, determined and concerted efforts of all stakeholders, including those most affected, mainly young people, women and those living with disabilities, with Government providing leadership. This entails a paradigm shift that requires the integration of employment in all policy frameworks, including macroeconomic and sectoral policies. Active labour market policy measures, designed to influence the quality of labour supply by enhancing the employability of jobseekers, and labour demand are proposed as part of this comprehensive employment agenda.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

Throughout Africa, women struggle to enter and operate highly productive and profitable agricultural enterprises. Some of the most consistent barriers to women’s participation and empowerment in agriculture and agribusiness include limited and unequal access to finance, land, inputs, and labor; barriers to acquiring skills; and cultural and traditional forces, at home and in public life, that give women few options and little voice to pursue opportunities.

The goal of this research is to derive good practices that enable women to participate more equitably and productively in development led by Africa’s private sector. The analysis examines how women—largely as farmers and employees, but also as entrepreneurs in their own right—are participating in agribusiness. Under what terms and conditions do women participate? What can be done to develop better links between women and agribusiness and improve women’s economic empowerment? To introduce specificity to this inquiry and derive practical recommendations anchored in experience, the research focuses on Zambia, where companies increasingly work with women farmers and employees, and some businesses are interested in programs designed to increase profits while achieving social and developmental goals such as women’s empowerment.

En effet, souvent envisagés par rapport au formel, les socles prônés ne tiennent pas assez compte des accomplissements des approches adoptées dans le non-formel (NF) et peinent à pouvoir les intégrer dans un système unifié.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.
