The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Invertir en educación y desarrollo de calificaciones de mujeres y hombres para ayudar a las economías a alcanzar un crecimiento dinámico con empleos de calidad es una prioridad urgente en todo el mundo.

En el 2008 la Conferencia Internacional del Trabajo, los mandates tripartitos de la OIT, gobiernos, empleadores y trabajadores, adoptaron una serie de conclusiones completamente enfocadas en este reto. Estas conclusiones brindan una orientación práctica para fortalecer la educación, la capacitación vocacional y el aprendizaje a lo largo de la vida como los principales pilares de la empleabilidad de los trabajadores y del carácter sostenible de las empresas en el marco del Programa de Trabajo Decente.

Las conclusiones destacan cómo el desarrollo de calificaciones puede ser una herramienta importante para reducir la pobreza y la exclusión y fortalecer la competitividad y la empleabilidad.

El Sistema de Medición y Avance de la Productividad (SIMAPRO) es una herramienta de gestión que permite orientar los esfuerzos de formación y aprendizaje en las organizaciones a la mejora de la productividad y las condiciones de trabajo. Se puede catalogar como una herramienta de gestión de desempeño grupal, focalizado a los objetivos estratégicos y apoyándose en el desarrollo de competencias grupales.

El propósito de este trabajo es identificar y analizar los impactos que el SIMAPRO ha tenido en sus 12 años de existencia en la región. Para llegar a este propósito se definió primero las variables que conforman el impacto. Se elaboró un modelo de tres dimensiones de impacto que sirvió de referencia para analizar las experiencias en los cuatro países mencionados: alcance cuantitativo y cualitativo; productividad y Trabajo Decente; redes de aprendizaje.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This international assessment of training in the port sector, commissioned by the International Labour Office as part of the project to develop the Guidelines on training in the port sector, aims to:
(1) identify ILO instruments pertinent to the development of the guidelines on training in the port sector;
(2) review different models of competency-based training and their suitability for portworker training;
(3) provide an overview of past, present and future training practice in the port sector;
(4) outline a framework for the implementation of competency-based training in ports.

The report provides an overview of the following activities:
• skills development for portworkers and their supervisors involved in cargo-handling-related activities inside the port area;
• training in health and safety in ports, as well as instruction in the efficient operation of cargohandling activities for all workers who enter the port estate, such as truck drivers or railway workers;
• instruction in health and safety in the port sector, including awareness training in HIV and AIDS for all personnel employed in the port area;
• appropriate training for any worker outside the port area who is involved in the handling of cargo that has a direct subsequent impact on the safe and efficient handling of cargo inside the port and on the vessel.
