ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This issues paper was prepared by the ILO for the Global Dialogue Forum on Future Needs for Skills and Training in the Oil and Gas Industry (Geneva, 12–13 December 2012). The paper analyzes current skills shortages in the oil and gas industry and discusses how to meet future skills needs for the industry to remain competitive and productive. It also discusses the role of training in occupational safety and health (OSH) and its implementation, particularly for contract and subcontract workers.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

Forum 27th February 2012: Summary note The aim of the Skills for a low Carbon Economy forum was to analyse and draw lessons from current work conducted by the OECD, Cedefop, and other research and international organisations on the implications of the green economy for skills development and training policies. The Green Skills forum focused on: 1. Identifying current practices and policies that firms, trade unions and other organizations are already doing to foster the potential of green growth through skills development activities; 2. identifying how strategies for green skills are integrated with other areas of policy and workforce development; 3. discussing necessary policy implications and directions for further research.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This assessment report captures the various perspectives of the United Nations system and associated institutions involved, helping to define a shared understanding, coherence in approach as well as potential areas for improved coordination and inter-agency collaboration. The report was also envisioned to contribute to the preparatory process for the 2012 United Nations Conference on Sustainable Development (UNCSD or Rio+20) where “the green economy in the context of sustainable development and poverty eradication” is one of the two themes; the other is “the institutional framework for sustainable development”. The report is organized into four main Parts, covering (i) concepts and institutions; (ii) investing in physical infrastructure and target sectors; (iii) investing in people and human capital and the societal infrastructure; and (iv) enabling policies and measures for the transition.

The objective of the National Human Resource Development Policy is to serve as an umbrella policy for human resource development at all levels and provide overall direction to all agencies to work in a collective and concerted manner to build the required human capital for fulfilling the national goal of developing Bhutan as a knowledge-based society. Its main objectives are to: Create human capital to realize development of Bhutan as a knowledge-based society; strengthen the existing human resource development institutions; plan for required human resource development (HRD) institutions; support agencies in planning and developing their sectoral HRD needs by providing broad directions to them; promote coordination among different HRD agencies in implementing various HRD activities; develop HRD professionals; study labour market periodically and make projections of future labour market scenarios; and, increase the employability of and employment for the Bhutanese youth.

Jordan’s national employment strategy (NES) was developed through a consultative process involving social partners and other stakeholders. Hence the document is a reflection of a consensus that was reached between the government, social partners, and other actors on how to reshape and streamline national employment and labor market policies and actions.

The NES has three main sections. The first develops the NES vision against the current reality of the labor market; the second provides a comprehensive and systematic diagnosis for the labor market; and the third presents the way forward. The NES contains the following components: gradually replacing foreign workers with Jordanians; supporting employment projects and programmes; enhanced training of Jordanians according to the needs of the labour market, supporting vocational education and training; enhancing investment in employment; supporting an entrepreneurship culture; supporting people with special needs; decreasing restructured employment; supporting labour market employment projects; supporting workers’ rights (social security, insurance, etc.); supporting tripartite dialogue.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Recommendation concerning Human Resources Development: Education, Training and Lifelong Learning

The Human Resources Development Convention, 1975 (No. 142), and Recommendation, 2004 (No. 195), emphasize the roles of governments, employers and workers and the importance of social dialogue in designing and implementing training policies and programmes that are appropriate for country circumstances.

The Recommendation aims to assist member States to develop the knowledge and skills of their workforce to improve competitiveness and productivity, while at the same time promoting social inclusion and decent work. The Recommendation also addresses key skills concerns faced by poor countries, such as the migration of skilled workers or "brain drain" and the need for innovative approaches to funding training.
