Policy insights from the survey of adult skills There are an estimated 9 million working aged adults in England (more than a quarter of adults aged 16-65) with low literacy or numeracy skills or both. This reflects England’s overall performance in the Survey of Adult Skills - around average for literacy, but well below average for numeracy relative to other OECD countries in the Survey (OECD, 2013). These 9 million people struggle with basic quantitative reasoning or have difficulty with simple written information. They might, for example, struggle to estimate how much petrol is left in the petrol tank from a sight of the gauge, or not be able to fully understand instructions on a bottle of aspirin. Here they are referred to as ‘low-skilled’. Weak basic skills reduce productivity and employability, damage citizenship, and are therefore profoundly implicated in challenges of equity and social exclusion. This report explores the factors behind these findings, and proposes policy solutions.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The paper uses a randomized experiment with female small-business owners in Kenya to test the effectiveness of different choice structures in determining the decision to attend business training and the ultimate attendance rates in this training.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

El Cuaderno sobre Desarrollo Humano que aquí se presenta contribuye al análisis y el debate sobre la relación entre educación y mercado de trabajo, haciendo foco en las desigualdades de género que se mantienen en el mercado de trabajo. Para ello el informe da cuenta de las brechas que se identifican en los sectores más calificados de la sociedad. La hipótesis que orienta el análisis se basa en la existencia de diversas expresiones de discriminación laboral entre varones y mujeres, manifiesta en la segregación horizontal y vertical para la población que cuenta con estudios terciarios.

El estudio se pregunta por la calificación terciaria femenina, su articulación con la inserción laboral de las mujeres y las inequidades de género en el mercado de trabajo. Asimismo, se interroga sobre los factores que contribuyen a explicar las diferencias salariales entre trabajadores y trabajadoras con educación terciaria y cómo afecta la segregación laboral de género a la brecha salarial.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

This report compares the achievements of the People’s Republic of China (PRC) and India in human capital development in the past 5 decades (1960-2010) and identifies the factors behind the similarities and differences between them. It highlights the high-level policy lessons and insights that are crucial in addressing the remaining gaps between the PRC and India, and in shaping their future human and economic developments. The human capital development lessons that can be learned through this assessment of the past experience of these two countries are not only critical for improving their productivity and innovation for continued development but are also valuable for other developing economies as well.

While human capital is a multidimensional concept covering a set of health- and education-related characteristics that contribute to worker productivity, this report focuses largely on the quantity and quality of education, training, and skills of the labor force in the PRC and India at the national level, and to some extent at the regional level. Health and other important aspects of human capital are beyond the scope of this report.

Representing around 40% of the working-age population of the world and 37% of the total population of the world, the issues related to human capital development within the PRC and India are numerous and diverse. Many of these issues are best tackled in country specific contexts. This comparative report only tackles major human capital development achievements and broad-based challenges that are common to both countries, and presents policy options for addressing these challenges.

Employment Diagnostic Study

This report seeks to foster a deeper understanding of the context, constraints, and opportunities for increasing productive employment, and inform evidence-based policies that will promote productive employment and decent work in Fiji.

The report highlights the need to coordinate economic and employment policies among relevant ministries and stakeholders, encourage and facilitate small and medium-sized enterprise development, expand income generation opportunities for subsistence and informal workers in Fiji, strengthen the quality and relevance of education and technical and vocational education and training (TVET), promote greater coordination between institutions and industry sectors to keep curriculum aligned to industry needs, and strengthen labor market policies and institutions.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The ILO Secretariat in offices in 40 countries works with Ministries of Labour, employers’ organizations, and trade unions to integrate skills development into national and sector development strategies in order to better meet current labour market needs and to prepare for the jobs of the future; to expand access to employment-related training so that youth, persons with disabilities and other vulnerable groups are better able to acquire skills and secure productive and decent work; and to improve the ability of public employment services to provide career guidance, maintain labour exchange services, and deliver active labour market programmes.For more information regarding the ILO’s work on skills and employability go to: http://www.ilo.org/skills/lang--en/index.htm; for ILO/Cinterfor's Knowledge Management Plarform, see: http://www.oitcinterfor.org

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

ILO Employment Working Paper No. 189

This paper provides experimental evidence on the effects of vocational and entrepreneurial training for Malawian youth, in an environment where access to schooling and formal sector employment is extremely low. It tracks a large fraction of programme drop-outs – a common phenomenon in the training evaluation literature – and examines the determinants and consequences of dropping out and how it mediates the effects of such programmes. The analysis finds that women make decisions in a more constrained environment, and their participation is affected by family obligations. Participation is more expensive for them, resulting in worse training experience. The training results in skills development, continued investment in human capital and improved well-being, with more positive effects for men, but no improvements in labour market outcomes in the short run.
