Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The report focuses on the issue of youth and female employment and employability in 14 Mediterranean countries. Employability is a complex concept and a transversal issue, encompassing all initial education and knowledge, skills, experience and intercultural competences required to succeed in the labour market. Hence, it depends on many different factors: human capital education and training, but also socioeconomic and personal factors, macroeconomic perspectives and labour demand, and the institutional determinants of the job search and matching processes. All these factors are analysed throughout the report.

The paper reviews the initiatives that have already been implemented in different countries to enhance youth employability and concludes with some elements for an agenda for national employability policies and Euro-Mediterranean cooperation.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Da sie sich sowohl der Komplexität der Kompetenzpolitik als auch der Möglichkeiten eines gegenseitigen Lernprozesses bewusst ist, hat die OECD eine globale Kompetenzstrategie ausgearbeitet, die den Ländern dabei helfen soll, die Stärken und Schwächen ihrer Qualifikationssysteme zu identifizieren, sie im internationalen Vergleich zu betrachten und Maßnahmen auszuarbeiten, mit denen erreicht werden kann, dass Kompetenzen zu besseren Arbeitsplätzen, einem höheren Wirtschaftswachstum und mehr sozialer Inklusion führen. Diese Publikation stellt eine Strategie vor, die den Ländern bei der Verwirklichung des Ziels der Heranbildung und optimalen Nutzung eines hervorragenden Pools an Kompetenzen helfen wird. Die Skills Strategy der OECD beinhaltet eine Umorientierung von traditionellen Messgrößen des Kompetenzniveaus, z.B. der Zahl der formalen Bildungsjahre oder den erworbenen Bildungsabschlüssen, hin zu einer wesentlich weiter gefassten Messgröße, die sich auf die Kompetenzen erstreckt, die Menschen im Verlauf ihres gesamten Lebens erwerben, nutzen, pflegen und u.U. auch wieder verlieren können. Wird nicht ausreichend in Kompetenzen investiert, müssen Menschen ein unbefriedigendes Leben am Rande der Gesellschaft fristen, kann sich technischer Fortschritt nicht in Wirtschaftswachstum niederschlagen und können Länder in einer weltweit zunehmend wissensbasierten Gesellschaft nicht mehr im Wettbewerb mithalten. Zudem müssen Kompetenzen, wie in der Publikation betont wird, während des ganzen Lebens kontinuierlich gepflegt und erweitert werden, damit sie ihren Wert nicht verlieren und es den Menschen ermöglichen, miteinander in einer Weise zusammenzuarbeiten, zu konkurrieren und zu kommunizieren, die Wirtschaft und Gesellschaft voranbringt.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This paper is designed to guide readers through the key issues in identifying the relevant core skills for employability, understanding their importance and ways these skills can be delivered, attained and recognized. An ILO review of numerous teaching methodologies and training techniques demonstrates that acquiring such skills requires innovative ways of delivering training, so that core skills go hand in hand with technical skills. This guide illustrates various ways of integrating employability skills into core academic content and vocational training, rather than providing a “core skills curriculum”.

Recognizing the added hurdles that disadvantaged youth face in the labour market the guide pays particular attention to this group. Innovative use of ICT, improving informal apprenticeships systems and targeted interventions directed at the specific hurdles provide greater opportunities to bring core work skills into technical training of disadvantaged young women and men.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The study examines the continuing job crisis affecting young people in many parts of the world. It provides updated statistics on global and regional youth unemployment rates and explores, among others, the issue of skills mismatch on youth labour markets that has become a persistent and growing trend. It argues that overeducation and over-skilling coexist with undereducation and under-skilling, and increasingly with skills obsolescence brought about by long-term unemployment. The study presents ILO policy recommendations to curb the current trends.

In 2011 the Slovak Republic initiated reform of the non-contributory social assistance system. A key concern of the government, as it launched broad ranging reforms, was whether social assistance cash transfers, and in particular the poverty targeted ‘Benefit in Material Need‘, created disincentives to work. To enhance the evidence base for the reforms, the government engaged the World Bank to evaluate the performance of non-contributory social assistance cash transfers, and in particular the Benefit in Material Need.

This paper summarizes the social safety net assessment conducted by the World Bank, including (a) spending on and coverage and adequacy of social benefits; (b) review of the main design parameters, draft legislation, and implementation arrangements for the Benefit in Material Need program; and (c) analysis of the incentive structure created by the tax and benefit system, and a profiling of the recipients of the Benefit in Material Need, to identify potential barriers to greater participation in the labor market. In order to better understand the broader causes behind persistent unemployment, the assessment profiles all of the unemployed and inactive population in the Slovak Republic, developing indicative groups that can be targeted using tailored programs to increase their employability. Recommendations provided in the report include addressing quality of education and skills for incoming labor cohorts and increasing institutional capacity of Public Employment Services.

The present study is intended to provide an overview of the supply of apprenticeship-type schemes in the EU Member States. For this purpose, the study discusses the effectiveness of these schemes in raising employability and facilitating labour market transitions of apprentices in the EU. Also, the study provides a number of recommendations for improving the functioning and performance of this type of VET schemes.

This study has also elaborated an in-depth analysis of nine specific case studies of concrete relevant apprenticeship-type schemes in an array of selected EU Member States (Denmark, Estonia, France, Germany, Poland, Slovakia, Spain, The Netherlands and the United Kingdom).

This in-depth analysis shows the existence of important differences amongst schemes and countries in terms of the main actors involved in the design of these schemes, the role that enterprises play in the provision of vocational skills and professional qualifications, the uneven distribution of work-based training and school training, the existing requisites for enterprises and students to participate in the schemes, and different available financing and quality assurance mechanisms.
