Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The annual African Economic Outlook (AEO) monitors the continent’s state of affairs using a collaborative approach. The AEO assesses the recent economic and social situation in Africa, projects likely developments for the near future and explores a special theme on the structure of African economies. The AEO 2017, the 16th edition, examines entrepreneurship and industrialisation in Africa. The African Economic Outlook 2017 presents the continent’s current state of affairs and forecasts its situation for the coming two years. This annual report examines Africa’s performance in crucial areas: macroeconomics, external financial flows and tax revenues, trade policies and regional integration, human development, and governance. For its 16th edition, the report takes a hard look at the role of entrepreneurs in Africa’s industrialisation process. It proposes practical steps that African governments can take to carry out effective industrialisation strategies. Policies aimed at improving skills, business clusters and financing could remove important constraints on African private enterprises.

This flagship publication, which annually reviews all 54 African countries, is a joint effort of the African Development Bank (AfDB), UNDP and OECD.

The report has a dedicated website: www.africaneconomicoutlook.org, which houses this as well as past editions.

This article draws attention to the report entitled "The Future of Jobs and Skills in Africa: Preparing the Region for the Fourth Industrial Revolution", which was launched by the World Economic Forum in 2017.

With more than 60% of its population under the age of 25, sub-Saharan Africa is already the world’s youngest region and, by 2030, it will be home to more than one-quarter of the world’s under-25 population. As this young population – the best-educated and globally connected the continent has ever had – enters the world of work, the region has a demographic opportunity. But the region can only leverage this opportunity by unlocking latent talent and preparing its people for the future of work. The Future of Jobs and Skills in Africa: Preparing the Region for the Fourth Industrial Revolution, launched by the World Economic Forum aims to serve as a practical guide for leaders from business, government, civil society and the education sector, and finds that the region’s capacity to adapt to the requirements of future jobs leaves little space for complacency. While a number of African economies are relatively underexposed to labour market disruptions at present, this picture is changing rapidly. This window of opportunity must be used by the region’s leaders to prepare for tomorrow.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Africa has enjoyed over a decade of sustainable growth where regional growth has exceeded the global average and per-capita income for the region is steadily increasing. During the past decade sub-Saharan Africa was home to six of the ten fastest growing economies in the world. However, there are signs that this growth turn-around has not resulted in robust growth of ‘good’ jobs particularly for the young whose share has been rising over time.

The paper argues that sub-Saharan Africa does not face a severe employment problem but that of the absence of decent job opportunities. It argues that Africa’s employment problem is symptomatic of its lack of structural change. The paper also explains that industrialization can boost formal job creation through labour intensive growth. Nevertheless, critical changes in the labour market and in the education system are needed to increase the employment intensity of growth in the formal economy. In the short run a number of interventions can be undertaken to improve the employment prospects of new labour force entrants:

- Addressing open unemployment and helping the young find better jobs,
- Building relevant skills, and
- Reforming labor regulations and institutions.
