Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Background paper for the EFA global monitoring report 2012 The United Nations Girl´s Education Initiative (UNGEI) promotes girls’ education and works for gender equality in education through a network of partners at global, regional, national and sub-national levels. The initiative works specifically to eliminate barriers that keep girls out of school. UNGEI envisions a world where all girls and boys are empowered through quality education to realize their full potential, leading to true equality between the sexes.

This paper explores elements of gender that should be included within the larger analytical framework on skills development for marginalized youth aged 15–24, and includes:
- A review of secondary data identifying available information and gaps in the area of gender and skills development, including an extensive bibliography;
- A gender framework to analyse and understand skills development within the broader context of the Education For All (EFA) goals and gender and labour market linkages; and
- Examples of successful strategies that empower young women in the labour market.

Based on the importance that VET has been given in the past years, the achievements and developments which Malta has registered in the sector, and the weight VET policy has gained in Europe, this document seeks to collate a brief review of the VET sector in Malta. Furthermore it provides a strategic opportunity to give an outlook on possible goals for the furthering and widening VET in Malta. Policy recommendations are two-pronged: addressing quality and attractiveness as well as ensuring labour market relevance. These notions are in themselves interlinked in providing and sustaining stronger vocational education in Malta.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

This document presents the project results of the 'Kyrgyz Republic: Vocational Education and Skills Development Project'. Since 2008, more than 30,000 students in 25 schools have learned new skills in tailoring, hairdressing, mechanical engineering, carpentry, welding, and other areas under the ADB-supported Vocational Education and Skills Development Project. Placement rates are high: 85% of 211 budding seamstresses in one recent class were immediately hired by private companies upon graduation. A follow-on initiative, the Second Vocational Education and Skills Development Project, is building on this work to expand access to programs in rural areas and strengthen schools’ financial viability.

Presented at the APEC Forum on Human Resources Development, Chiba, Japan 14 – 16 November, 2007 This paper maintains that most career development efforts are directed to occupation and preparation in response to technological advances, new management process, and the changing economy. However, other workplace characteristics have career implications as well –characteristics such as the changing conditions of employment, alternative work arrangements, and aging population. Career development in the education and training of youth and adults must move to new levels to keep up with these workplace developments. Career management skills such as creative thinking and problem solving may have a new focus as workers strive to navigate through new and uncharted employment practices for their sustainable career development throughout working life.

En effet, souvent envisagés par rapport au formel, les socles prônés ne tiennent pas assez compte des accomplissements des approches adoptées dans le non-formel (NF) et peinent à pouvoir les intégrer dans un système unifié.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Work4Youth Publications This report explores the experiences and constraints faced by young women and men in the world of work. Based on the school-to-work transitions surveys (SWTS) of 32 developing countries run between 2012 and 2015, the report concludes that being young and female can serve as a double strike for those seeking to find productive employment.

Working Paper No. 329 Most emerging economies are characterised by lagging levels of productivity. While economic growth has been robust in much of the emerging world during the last two decades, it has generally been grounded on factor accumulation, with marginal contributions from productivity. With the economic literature pointing to human capital and skills as a key conduit of productivity, the inability of firms to find the skills they need appears as a key brake on development.

This paper aims to identify the dimensions where this skill gap is more prevalent, particularly across emerging regions and industries. It devises an empirical analysis that uses two alternative specifications based on limited dependent variable analysis. The results place Latin America as the emerging region where firms have the greatest problems derived from the lack of adequate skills, well ahead of emerging Asia and Europe, but also of sub-Saharan Africa. In terms of sectors, two advanced manufacturing industries (machinery and motor vehicles) are particularly affected by this relative scarcity of adequately trained workers. Policy recommendations hinge on the need to solve the mismatch between the provision of skills by educational systems and the needs of the economy.

Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

This paper focuses on gender equality in relation to skills. It begins with background information on the current position of women in the labour market and on future prospects, together with contextual and trend information on skills. Skills are understood in terms of formal qualifications, but also uncertificated competences acquired on or off the job.

The paper gives particular attention to two dimensions of the skills issue: the acquisition of skills, and their utilisation. Special emphasis is put on the utilisation issue, with original analysis of skills survey data included. This is needed to redress the over-emphasis on the supply side in much of the policy debate. A third dimension, reward for skills, is dealt with only in passing.
