Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. El sector construcción, es uno de los sectores que más aporta al crecimiento económico del Paraguay. El aporte al PIB, durante el año 2014 fue 6.5%, lo que significa que es un gran generador de empleo directo e indirecto, contribuyendo a la dinámica económica y al desarrollo del mercado. Siendo así es de suma importancia para su desarrollo, no solo por la gran cantidad de empresas constructoras que involucra en forma directa, sino también por su efecto dinamizador en una alta gama de insumos que demanda, además la gran cantidad de puestos de trabajo que crea, por consiguiente es clave para la definición de políticas que permitan asegurar niveles de empleos óptimos.

Los resultados de este estudio servirán para actualizar y/o modificar los programas existentes del sector y crear nuevos planes de estudio conforme a las demandas actuales de esta importante rama de la actividad económica del país; además de ser un espacio de aprendizaje enriquecedor, donde verificamos que el método de prospectiva es una herramienta de gran ayuda para mejorar los procesos de capacitación anticipándonos a los eventos para responder de manera proactiva a los requerimientos del mercado laboral.

El presente estudio tiene por objetivo identificar las necesidades futuras de recursos humanos (ocupaciones y competencias) que surgirán a partir del impacto de tendencias tecnológicas y organizacionales, que se difundirán para el sector construcción de edificaciones en Colombia en los próximos 5 y 10 años. Utilizando la metodología de prospectiva laboral cualitativa del Servicio Nacional de Aprendizaje (SENAI) del Brasil y transferida por CINTERFOR, los resultados indican que la apuesta tecnológica se movilizará alrededor de los modelos de construcción sostenible y de edificaciones inteligentes, tomando gran relevancia aspectos organizacionales relacionados a la seguridad industrial y la cualificación del recurso humano. Dichas tendencias repercutirán en la demanda futura de trabajo del sector, a través de la generación de nuevas ocupaciones (ingenieros de domótica, instaladores de infraestructura vegetada, evaluadores de estado y patología, por ejemplo) y de nuevas competencias que se verán reflejadas en nuevas necesidades de formación para el trabajo que promuevan la productividad y competitividad futura del sector.

These Regional Model Competency Standards for Construction have been developed by the ILO Regional Office for Asia and the Pacific. They constitute a set of benchmarks that define the skills, knowledge and attributes required to perform a work role. These construction standards have been mainly modeled on the CPC08 Construction, Plumbing and Services Training Package developed by the Construction and Property Services Industry Skills Council, owned and published by the Commonwealth of Australia.

Le secteur du BTP au Burkina Faso est, certainement comme dans beaucoup de pays, un secteur important en termes économiques et à forte densité de main d’œuvre. La qualification des ressources humaines est un des facteurs de la qualité des prestations de ce secteur. Il existe des centres de formation au Burkina Faso dont il faudra évaluer la pertinence aussi bien pour ce qui concerne la qualité que pour le nombre de personnes formées.

L’objectif principal de l’étude est d’accompagner le processus d’opérationnalisation de la PN/EFTP pour la réalisation d’une « étude d’opportunité pour l’analyse des besoins en matière de qualification des ressources humaines dans le secteur du Bâtiment et des Travaux publics en plaçant un accent particulier sur les exécutants des corps d’état présents à pied d’œuvre et qui ne disposent pas toujours de cadres formels ».

El Instituto Nacional de Aprendizaje (INA) ha venido realizando, en años anteriores, estudios de demanda para determinar las necesidades de capacitación y formación profesional en el mercado laboral. En mayo del 2012 se inicia el proyecto de formación de la Red Interamericana de Prospectiva con el apoyo de OIT/Cinterfor y la transferencia de metodologías y herramientas prospectivas, para los países Centroamericanos, por parte del Servicio Nacional de Aprendizaje Industrial (SENAI).

El presente documento recopila la primera experiencia de un estudio de prospección realizado en el INA. Tiene como objetivo elaborar recomendaciones para la educación profesional en el sector de la construcción civil (edificaciones), mediante la identificación de tendencias de difusión tecnológica en América Central y sus impactos en las principales ocupaciones del referido sector.

El trabajo en su totalidad consta de 10 capítulos. Los primeros tres capítulos hacen referencia a la conformación del Grupo Ejecutor, la identificación de tecnologías emergentes y los estudios sectoriales y ocupaciones relacionadas con la construcción civil. Los capítulos 4 y 5 describen la elaboración de los instrumentos y cómo fueron aplicados. En los capítulos 6, 7 y 8 se muestran los resultados obtenidos y el capítulo 9 presenta la contextualización y recomendaciones. Por último se enumeran las lecciones aprendidas durante la realización de esta investigación.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The report focuses on the Recognition of Prior Learning (RPL) in the Indian context by evaluating LabourNet’s RPL initiative in Bangalore. It seeks to shed light on the potential of RPL to support skills development in India, the challenges around its introduction, and the lessons for policy and practice that can support further development in this area.

Through a series of interviews with LabourNet staff, assessment teams and workers who had undergone the RPL process, the study aims to evaluate the programme's successes in terms of developing and administering RPL, and the views of the initiative's customers - the workers themselves - on the success and value of the programme.

LabourNet's RPL programme, which is carried out for informal workers in the construction sector, highlights both what can be achieved with RPL projects on the ground and what some of the challenges are in implementing it. The organisation has developed an innovative approach to assessment design in the absence of national occupational standards that form the basis of RPL elsewhere, and has successfully developed assessments that can be seen as largely rigorous and accurate.

The report concludes with recommendations on how the lessons learned and insights gained can be taken forward in India and identifies key considerations and good practices for the replication and expansion of RPL in India.

Reflections on the ETF 2008 policy learning exercise in Croatia, the former Yugoslav Republic of Macedonia, Serbia and Turkey The role of the European Training Foundation (ETF) in the reform process in South Eastern Europe is to facilitate policy learning by making available expertise, information and experience of policies and practice in education and training through participatory processes of stakeholder interaction. Peer learning is one of the tools used by the ETF for policy learning. In 2008 the ETF’s peer learning project was organised around the topic of the ‘Involvement of Social Partners in Education and Training’. This involved peers from the four countries – Croatia, the former Yugoslav Republic of Macedonia, Serbia and Turkey – with the aim of developing an understanding of the involvement of social partners in vocational education and training, with a focus on the construction and tourism sectors. The current report is a cross-country study of the current state of affairs and the findings of the peer learning exercise.

El Instituto Nacional de Formación Técnico Profesional (INFOTEP) preocupado por ofrecer una mejor respuesta a la necesidades de capacitación de los recursos humanos de los distintos sectores de la economía del país y contribuir a su desarrollo, realizó este estudio en el área de edificaciones, con el objetivo de brindar capacitación en función de las nuevas tecnologías que impactarán este importante sector de la economía nacional en los próximos 10 años.

El estudio fue coordinado por la OIT/CINTERFOR con el apoyo del Servicio Nacional de Aprendizaje Industrial de Brasil (SENAI), responsable de la transferencia de la metodología prospectiva, a través de la realización de varios talleres a las diferentes instituciones de la red.

El sector construcción es uno de los sectores que más aporta al crecimiento económico de la República Dominicana. Es un gran generador de empleo directo e indirecto y contribuye a la dinámica económica y al desarrollo del mercado. Es de gran importancia por la cantidad de empresas constructoras que involucra en forma directa, por su efecto dinamizador en una alta gama de insumos que demanda y la gran cantidad de puestos de trabajo que crea.

Los resultados de este estudio serán de gran utilidad para la institución, además de ser una guía necesaria para modificar los programas existentes del sector construcción civil y crear nuevos planes de estudios, anticipándose a las nuevas demandas del mercado laboral.

This consultation reviews the skills needed to decarbonise three key sectors – Power, Transport and Construction/Built Environment – that face specific skills needs. Beyond these sectors, the document sets out an approach to stimulating the skills solutions that are needed to decarbonise the entire manufacturing and process industry supply chains and make the most efficient use of resources in the UK. It also lays out the opportunities for growth and carbon savings in the food and advanced manufacturing sectors and the skills needed there. A wide range of cross-cutting skills will be needed, many of which will combine traditional professional disciplines with emerging industrial applications, such as composites.

The document identifies five key challenges for employers, the skills system and Government:
• Delivering significantly higher volumes of generic Science, Technology, Engineering and Mathematics (STEM) skills at all levels;
• Developing and delivering rapidly the specialist skills solutions that will be needed for emerging sectors and technologies;
• Getting more young people and adults interested in low carbon careers, skills and qualifications;
• Stimulating employer demand for and investment in low carbon skills;
• Replicating good practice rapidly in each of the above, within and between emerging sectors.

The document highlights as case studies the range of innovative measures which have already brought together employers, sector skills councils and the wider skills system to articulate low carbon skills needs and develop prototype skills solutions.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Trade unions play a key role in increasing workplace-based training opportunities.
