ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Recommandation concernant la mise en valeur des ressources humaines: éducation et formation tout au long de la vie

Cette norme internationale du travail vise à aider les gouvernements, les employeurs et les travailleurs à appliquer en matière d’éducation et de formation tout au long de la vie des politiques et des programmes adaptés aux réalités du XXIe siècle. Elle place les personnes au cœur du développement économique et social.

La recommandation appelle les Etats Membres à élaborer et à appliquer des politiques d’éducation et de formation qui favorisent l’employabilité tout au long de la vie. Le meilleur moyen de développer ces politiques est le dialogue social. Pour être efficaces, elles doivent constituer une partie intégrante des programmes et politiques économiques et sociales et du marché du travail visant la croissance économique et celle d’emploi. Une éducation de qualité, la formation avant l’emploi et l’apprentissage tout au long de la vie sont les trois piliers de l’employabilité, de son édification comme de sa préservation. Lorsqu’elles s’appuient sur des mécanismes transparents et équitables d’évaluation, de certification et de reconnaissance des compétences, les politiques de l’éducation et de la formation garantissent que les compétences acquises sont transférables dans les entreprises, les industries, les secteurs et les institutions éducatives.

This report presents an overview of key trends in workplace learning and takes stock of previous research carried out by Cedefop and other European and international organisations. In considering key success factors and challenges related to workplace learning, the report examines effective policies, strategic partnerships, structures, and instruments that aim to expand adult learning in the workplace. To increase participation in learning, it is essential to combine a range of incentives, learning approaches, and services, including the validation of non- formal and informal learning and career guidance. The commitment of a broad range of players at national, regional, local and sectoral level is needed to increase participation, address imbalances in the social, educational and age profiles of adult learners, and expand the range and quality of adult learning provision. The report highlights examples of commendable practice, innovative responses and effective policies in adult learning that can serve as leading examples for regional and national policy-makers, the social partners, and guidance and training providers.

Eight out of 10 of the world’s working poor who live on US $1.25 per day live in rural areas, where many are caught in vulnerable employment, especially in agriculture.Flourishing rural areas are vital to regional and national development. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

The papers in this volume cover a wide range of current practices, ideas and debates in the field of technical and vocational education and training (TVET). They come at a time when the importance and value of TVET is being increasingly recognized in the context of lifelong learning in a globalized world.

The Third International Congress on TVET that took place in Shanghai in May 2012 played an important role in further enhancing the debate on the role of TVET in the 21st century, providing a forum for discussion on the challenges faced by the TVET systems and the appropriate responses to them. One of its important outcomes was the production of a set of key recommendations to governments and other TVET stakeholders in UNESCO Member States, presented under seven strands in the Shanghai Consensus (UNESCO 2012). One of the aims of this publication is to provide some assistance in the implementation of these recommendations, through the fostering of reflection and sharing of knowledge, ideas and experience.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Die Veröffentlichung zeigt Möglichkeiten zur Unterstützung gefährdeter Erwachsener auf, damit diese ihre Kenntnisse, Fertigkeiten und Kompetenzen vollumfänglich nutzen, Zugang zu Informations- und Beratungsangeboten erhalten, an beruflichen Bildungsmaßnahmen teilnehmen, ihre Fertigkeiten und Kompetenzen anerkennen lassen und Zugang zu sinnvoller und einträglicher Beschäftigung finden können.

Hauptinformationsquelle waren die von den Studienbesuchsteilnehmern erstellten Gruppenberichte, unter denen 29 erfolgreiche Initiativen ausgesucht wurden.

Die Publikation soll Entscheidungsträgern und praktisch Tätigen tiefere Einblicke in die Verfahren vermitteln, die die europäischen Länder einsetzen, um die speziellen Herausforderungen in Zusammenhang mit allgemeiner und beruflicher Bildung und Beschäftigung zu bewältigen. Außerdem soll sie die Suche nach Partnern für Kooperationsprojekte und Netzwerke auf nationaler und europäischer Ebene erleichtern.

Findings from study visits 2010/11 and 2011/12 and policy implications This publication presents findings from 25 study visits, in 2010/11 and 2011/12, related to empowering vulnerable adults to tackle labour-market challenges. It focuses on ways to support vulnerable adults to exploit their knowledge, skills and competences to the full, to get information and guidance, to participate in vocational training, to recognise their skills and competences, and to have access to meaningful and rewarding employment.

This study features 29 successful initiatives from all over Europe. It aims at enriching the awareness and understanding of decision-makers and practitioners on how European countries deal with the specific challenges of education, training and employment. It should also help them find partners for cooperation projects and networks at national and European levels.

The National Human Resources and Employment Policy (NHREP) lays down key policy priorities for human resource development and promotion of full, decent and productive employment. It covers a broad spectrum of subject areas including macroeconomic and sectoral policies, small and medium enterprises, labour market policies for specific groups and training, management and career guidance. Policy statements in these different subject areas are based on lengthy consultations with government officials, employers’ and workers’ organizations, professional bodies and academia. Every effort has been made to make this document inclusive, over-arching and comprehensive, keeping in mind the overall policy priorities of the government.

The objectives of NHREP are:
• to promote the attainment of full, productive and freely chosen employment for all women and men in Sri Lanka;
• to develop a highly competent, globally competitive, multi-skilled and productive workforce;
• to improve incomes and the quality of life of the working population across different sectors and regions;
• to provide the fullest possible opportunity to each worker without discrimination, to qualify for and to use his/her skills and endowments in a job for which he/she is best suited so that worker motivation and productivity are maximised; and
• to safeguard the basic rights and interests of workers in line with national labour laws and key international labour standards.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

The comprehensive National Policy Framework covers all areas of tertiary education, namely: higher education, technical and vocational education, as well as quality assurance assessment and accreditation, and career guidance and counselling in Sri Lanka. It provides recommendations for improving all sectors of tertiary education with a particular emphasis of relevance and responsiveness of education to economic and social demand. Among the issues covered are developing linkages between university and technical and vocational education sectors, providing internships and training placements, developing linkages with industry and service sector in order to widen the opportunities for employment of graduates, active participation of industry sector employers in designing courses provided by state-owned TVET institutions, entrepreneurship skills development, and improved access to TVET/livelihood training for vulnerable and disadvantaged groups.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Financing of training

Economic principles dictate that the costs for services with public and private benefits should be shared between public and private funding, or else too little training will be provided or taken up. Effective mechanisms for financing skills development vary according to countries’ economic and political circumstances and the degree and level of social dialogue established.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.
