Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Submission for INAP (Network on Innovative Apprenticeship) The paper provides an overview of the ILO’s work with constituents on improving transitions from school and training to decent work through apprenticeship systems. Increased international attention to and demand for quality formal apprenticeship has led the ILO to expand its work on apprenticeship with research endeavours and ensuing practical applications in member countries. The article shares lessons learned from implementing both formal and informal apprenticeships, their strengths and weaknesses, as well as the way forward.

This report presents the findings of the Apprenticeship Evaluation Employer Survey 2012-13. The survey explored the views and experiences of 4,009 employers whose employees had finished an apprenticeship program between August 2011 and March 2012. The aim of the research is to monitor the extent to which apprenticeships are meeting the needs of employers and to identify under-performing aspects of the program.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This paper examines the employment impact of multinational enterprises (MNEs) in Liberia. Its principal purpose is to explore the potential role that MNEs could play in creating more and better jobs. Through dialogue with key stakeholders, it seeks to understand the major constraints on the recruitment of local youth. Among the questions addressed are:

• What types of jobs are currently found in MNEs and their supply chains?
• What are the prospects of creating more and better jobs through MNEs? Where does the future potential lie in terms of job prospects?
• What are the future skills needs?
• Do MNEs have a role to play in narrowing the “skills gap”?

The research focused on three priority sectors identified in the Government’s 2008 Poverty Reduction Strategy Paper - agriculture, mining and banking - which are also the sectors with the highest concentration of MNEs. Within each of the selected economic sectors, the study analyses: current job profiles, skills and other gaps; future job prospects; an assessment of the extent to which MNEs are interested and/or willing to engage in broader youth employment challenges. It concludes with overall recommendations on the way forward.

The paper analyses the potential of private sector involvement in Technical and Vocational Education and Training (TVET) in Viet Nam in response to Vietnamese government’s interest in increasing the involvement of the private sector in TVET as a key instrument to raise additional resources for vocational training implementation and to improve quality and relevance of the training outcome.

The objectives of this draft concept paper are to:
• Provide an overview on framework conditions for business sector involvement in training provision, and identify potentials and constraints of a further development of a private training market;
• Improve the understanding about the extent, characteristics, constraints and potentials of enterprise-based TVET institutes in Viet Nam;
• Provide an overview about existing forms of cooperative TVET delivery (internships and other cooperation between TVET institutes and business sector);
• Analyse the business sector representation in TVET governance (e.g. standard setting, assessment and governing of institutes) and to assess how this involvement can be further improved;
• Identify knowledge gaps and recommend further research.

The study is based on a rapid appraisal of the subject that focussed on qualitative interviews with a number of sector experts, companies and TVET institutes. It concludes with recommendations on how to strengthen the role of the business sector and to improve the cooperation of enterprises with TVET institutes of various kinds.

The publication provides an overview of a joint Indonesian-German programme “Sustainable Economic Development through Technical and Vocational Education and Training (SED-TVET)”. The programme aims at the improvement of the legal framework and quality control systems in TVET, the provision and utilisation of better information on the job market in order to facilitate education planning and employment services, and the development of innovative ways for the advancement of youth employment. Additionally, 22 schools and training centres are being modernised and receive support to improve the quality of teaching and learning. The paper presents examples of good practice in developing partnerships between schools and industry and aims to encourage training institutions, education policy makers and companies to embark on new ways of mutual cooperation and enrichment.

Final synthesis paper of the European Employers’ organisations project on age management policies in enterprises in Europe This paper was prepared as part of a project entitled “Age management policies in enterprises in Europe” run by the European cross-industry employer’ organisations BUSINESSEUROPE, CEEP (the Confederation of European Business) and UEAPME (the European Centre of Employers and Enterprises providing Public services) with financial support of the European Commission.

The project took place within the context of the “European Year for Active Ageing and Solidarity between the Generations” (2012) and served to underline the important role played by employers’ organisations and individual employers in making active age management in the workplace a reality.

The goals of the project were to:
• Develop a better understanding of how employers can encourage older workers to remain in the labour market and to ensure flexible retirement processes to assist in dealing with the challenges of an ageing population and workforce;
• Map promising practices among private and public employers (including SMEs) across all Member States, underpinned with a strong understanding of the policy framework within which they operate;
• To develop recommendations on how the issue of active ageing should be addressed at the European level and what further actions might be taken by employers separately, or jointly with the trade union to better tackle the impact of demographic change on the labour market.

The report contains case studies and good practices developed by enterprises to support active ageing.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Investitionen in Bildung und Qualifikationen für Frauen und Männer mit dem Ziel, Wirtschaften zu unterstützen, damit sie ein dynamisches Wachstum mit qualitativ guten Arbeitsplätzen erzielen, ist rund um den Globus eine dringende Priorität.

Auf der Internationalen Arbeitskonferenz 2008 hat die dreigliedrige Mitgliedschaft der IAO – Regierungen, Arbeitgeber und Arbeitnehmer – eine Reihe von Schlussfolgerungen angenommen, die diese Herausforderung direkt angehen. Diese Schlussfolgerungen bieten praktische Hinweise, wie die Bildung, die Berufsbildung und das lebenslange Lernen als zentrale Säulen der Beschäftigungsfähigkeit für Arbeitnehmer und Nachhaltigkeit für Unternehmen innerhalb der Agenda für menschenwürdige Arbeit gestärkt werden können.

Die Schlussfolgerungen betonen, dass die Qualifikationsentwicklung ein wichtiges Werkzeug zur Verringerung von Armut und Ausgrenzung und zur Stärkung der Wettbewerbsfähigkeit und Beschäftigungsfähigkeit sein kann.

Recommandation concernant la mise en valeur des ressources humaines: éducation et formation tout au long de la vie

Cette norme internationale du travail vise à aider les gouvernements, les employeurs et les travailleurs à appliquer en matière d’éducation et de formation tout au long de la vie des politiques et des programmes adaptés aux réalités du XXIe siècle. Elle place les personnes au cœur du développement économique et social.

La recommandation appelle les Etats Membres à élaborer et à appliquer des politiques d’éducation et de formation qui favorisent l’employabilité tout au long de la vie. Le meilleur moyen de développer ces politiques est le dialogue social. Pour être efficaces, elles doivent constituer une partie intégrante des programmes et politiques économiques et sociales et du marché du travail visant la croissance économique et celle d’emploi. Une éducation de qualité, la formation avant l’emploi et l’apprentissage tout au long de la vie sont les trois piliers de l’employabilité, de son édification comme de sa préservation. Lorsqu’elles s’appuient sur des mécanismes transparents et équitables d’évaluation, de certification et de reconnaissance des compétences, les politiques de l’éducation et de la formation garantissent que les compétences acquises sont transférables dans les entreprises, les industries, les secteurs et les institutions éducatives.
