Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Vocational Education and Training Act has the following objectives:

1. to achieve an effective and sustainable system of skills formation that (i) is aligned with the labour market; (ii) provides the skills that are needed for accelerated development; (iii) develops the competencies needed by young people for productive work and increased standards of living; and (iv) promotes access, equity and quality in vocational education and training;
2. to establish a stable organisation and management system that clarifies roles in and responsibilities for vocational education and training and which is accountable to Parliament through the Minister;
3. to establish and maintain a sustainable partnership between government, the private sector and civil society to resource the provision of vocational education and training.

The Act establishes the Namibia Training Authority to regulate the provision of vocational education and training and to provide for the funding of vocational education and training; the imposition of a vocational education and training levy; the appointment of inspectors and designation of quality system auditors.

This report aims to explore the role of enterprises in mitigating skill mismatch. The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Results from a peer learning activity Current processes of globalisation, technological innovation, competition between companies, industrial restructuring and business relocation, both in Europe and throughout the world, are throwing up major changes and new challenges in our economic and social systems. In the long term, those trends will lead to wealth creation and will offer new horizons, but they also bring with them a serious risk of greater inequalities. In the short term, they bring companies and employees face to face with industrial restructuring, the substitution of labour by capital and new forms of work organisation.

As key actors in industrial relations, at the heart of the workplace, social partners have to deal with current restructuring and relocation process across Europe. In this context, promotion of lifelong learning is a tool not only for coping with change but also to extend the dialogue of collective agreements on changes in economic and human resources.

Analyses and case studies show that, in dealing with the consequences of change, social dialogue and collective bargaining processes can be tools for management at all levels to contribute to the maintenance and development of competences in the workplace.

This report presents an overview of key trends in workplace learning and takes stock of previous research carried out by Cedefop and other European and international organisations. In considering key success factors and challenges related to workplace learning, the report examines effective policies, strategic partnerships, structures, and instruments that aim to expand adult learning in the workplace. To increase participation in learning, it is essential to combine a range of incentives, learning approaches, and services, including the validation of non- formal and informal learning and career guidance. The commitment of a broad range of players at national, regional, local and sectoral level is needed to increase participation, address imbalances in the social, educational and age profiles of adult learners, and expand the range and quality of adult learning provision. The report highlights examples of commendable practice, innovative responses and effective policies in adult learning that can serve as leading examples for regional and national policy-makers, the social partners, and guidance and training providers.

Report for the European Trade Union Confederation with the support of the European Commission The publication explores practices and issues involved in validation of non-formal and informal learning (NFIL) based on a survey conducted in ten European countries. It aims to analyse the involvement of social partners, specifically the unions, in the definition and implementation of the NFIL validation mechanisms, as well as the impact of this involvement. The study stresses the role of collective bargaining in the development of recognised and validated NFIL practices and provides recommendations seeking to respond to issues with NFIL recognition and validation processes.

This policy handbook offers country-specific recommendations on how to improve human capital and close the skills gap by supporting vocational education and training (VET) systems and make them relevant to the labour markets in the Central Asia region.

It builds on the key findings with regards to Human Capital Development in Central Asia of the Central Asia Competitiveness Outlook, which was published by the OECD in July 2011. The Outlook notes that Central Asian economies can boost their competitiveness by building on the strengths of their education systems, which in most parts of the region include high literacy rates, high primary and secondary enrolment for both sexes and an above-average enrolment in tertiary education. The publication contains the conclusions related to human capital development and provides guidance for policy makers on implementing VET systems in order to better equip graduates with skills they need to get jobs. While VET systems in Central Asia differ in their respective levels of development, all suffer from a misalignment between worker skills and job market requirements. Overcoming these challenges would result in significant progress for all countries in the Central Asia region.

The report is the result of an analysis of the main challenges for the reform of technical and vocational education and training (TVET) in the Middle East and North Africa, undertaken jointly by the European Training Foundation (ETF) and the World Bank. The role of TVET in the provision of quality and relevant learning opportunities in the region is explored around five themes: improving governance, financing, quality and relevance, the role of the private sector and the acquisition of skills in the informal sector. Key findings from country reviews of Egypt, Jordan, Lebanon and Tunisia are presented in the report. It concludes that: the role of TVET needs to be refocused as an instrument for the knowledge economy; TVET needs to be inclusive of social partners; accountability mechanisms and decentralisation need to be developed for public provision of training services; improved relevance, better quality and increased opportunity for lifelong learning need new sources of funding and new funding mechanisms; the current quality innovations need to be within a larger framework for reform; the limited capacity which constrains the participation of the private sector needs to be addressed; and learning opportunities for informal sector workers need to be developed in partnership with non-government organisations.
