In 2011 the Slovak Republic initiated reform of the non-contributory social assistance system. A key concern of the government, as it launched broad ranging reforms, was whether social assistance cash transfers, and in particular the poverty targeted ‘Benefit in Material Need‘, created disincentives to work. To enhance the evidence base for the reforms, the government engaged the World Bank to evaluate the performance of non-contributory social assistance cash transfers, and in particular the Benefit in Material Need.

This paper summarizes the social safety net assessment conducted by the World Bank, including (a) spending on and coverage and adequacy of social benefits; (b) review of the main design parameters, draft legislation, and implementation arrangements for the Benefit in Material Need program; and (c) analysis of the incentive structure created by the tax and benefit system, and a profiling of the recipients of the Benefit in Material Need, to identify potential barriers to greater participation in the labor market. In order to better understand the broader causes behind persistent unemployment, the assessment profiles all of the unemployed and inactive population in the Slovak Republic, developing indicative groups that can be targeted using tailored programs to increase their employability. Recommendations provided in the report include addressing quality of education and skills for incoming labor cohorts and increasing institutional capacity of Public Employment Services.

This paper is the result of a joint partnership between the Social Protection Unit of the World Bank and the Korean Ministry of Labor on Skills Development. This partnership was aimed at better understanding the Korean skills development strategy and drawing lessons and best practices for developing countries. This paper is about the evolution of an innovative in-service training program and its effects in Korea. In many developing countries, small- and medium- scale enterprises (SMEs) play important roles in outputs, exports, and employment. Therefore, governments have used various policy instruments to promote productivity of SMEs through in-service training of their workers. However, those policy tools have not been effective to date. An exception to this general trend was found in Korea. The Government of Korea tested a pilot in-service training project and achieved significant results. The government encouraged SMEs to organize themselves into training consortiums (TCs) and provided them with institutional and technical assistance by financing employment of training specialists who manages human resources development of TC-member SMEs. Since mainstreaming, nevertheless, the progress of the TC program has been less than magnificent. Some factors responsible for the lukewarm achievements are analyzed and policy measures for reinvigorating the program have been suggested, together with some lessons learned.

The Korean vocational education and training (VET) system is heralded as one of the key factors contributing to the country’s past economic growth. VET has played an important role in developing a skilled labor force during Korea’s economic development. However, with the increasing importance of higher education and general education, the status of VET in the country is declining. This paper explores recent Korean data to analyze the labor market outcomes of pre- employment VET institutions. The findings show that current vocational high school education is not associated with better labor market outcomes, in terms of employment rate, wage levels, prospect of permanent employment, and transition to the first job, when compared to general high school education. Among VET programs, we find that graduates of higher level, more comprehensive VET pro grams experience greater labor market achievements than graduates of less competitive, shorter programs. The study also finds that the VET institutes play an important role in supplying technical labor to small and medium enterprises.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This note presents and analyzes the main design features of an inventory of non-publicly provided Active Labor Market Programs (ALMPs) in Arab-Mediterranean Countries (AMCs), with a specific focus on programs targeted at youth. Despite considerable international evidence, there is little systematic analysis on the effectiveness of ALMPs in AMCs as most programs and investments remain largely un-assessed. Since most AMCs lack unemployment insurance systems or other safety nets for the unemployed, ALMPs constitute a relevant instrument to address the consequences of labor market frictions, such as high unemployment and slow school-to-work transition. Programs from nine countries are included in the inventory: Morocco, Algeria, Tunisia, Egypt, Lebanon, Syria, Jordan, West Bank and Gaza, and Yemen. Benchmarked against international best practices, assessment of the programs covered in the inventory reveals that the majority lack the necessary mix of design features that make programs effective. These findings call for urgent reforms in program design and delivery, especially given the sizeable financial investments in programs and the urgency to improve labor market outcomes among youth. This policy note constitutes a first step towards understanding and assessing provision of ALMPs in the Middle East and North Africa region and intends to provide policy makers and financiers with options for reform to enhance efficiency of existing programs and improve the design of future interventions. In addition to specific aspects of program design and implementation, stakeholder coordination needs to be strengthened and put at the forefront of ALMP reform.

Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Economic principles dictate that the costs for services with public and private benefits should be shared between public and private funding, or else too little training will be provided or taken up. There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The G20 Training Strategy articulates the crucial elements of skills development policy and specifies the essential building blocks of a robust training strategy.

The G20 Training Strategy, developed by the ILO in partnership with other international organizations, in particular OECD and UNESCO, and with employers and workers, extends the outreach of ILO’s strategic policy framework on skills and employability. The strategy focuses on building bridges between the world of education and training and the world of work. Drawing on a wide range of international experience, the G20 Training Strategy articulates why a skills strategy is needed, outlines a conceptual framework for such a strategy, and assembles the essential building blocks of a robust training strategy.

Employment Working Paper No. 122 This study carries out a preliminary assessment of the job training and retraining programmes implemented by a representative sample of crisis-affected countries. The review looks at how these programmes are re-connecting displaced workers and the long-term unemployed to the labour market, and how they help prepare workers for the types of jobs created by stimulus packages, including green jobs.

The findings of this paper are based on the analysis of real-time evidence drawn from rigorous reviews of programme implementation, if not yet impact assessments, carried out by national government agencies. Views from employer’s organizations, trade units, bilateral agencies, international organizations and academic institutions complement this analysis.

The review shows that in the midst of the economic crisis the operational factors contributing to an effective intervention depended on policy coordination, good communication among stakeholders, flexible training delivery mechanisms and institutional capabilities.

En el 2008 la Conferencia Internacional del Trabajo, los mandates tripartitos de la OIT, gobiernos, empleadores y trabajadores, adoptaron una serie de conclusiones completamente enfocadas en este reto. Estas conclusiones brindan una orientación práctica para fortalecer la educación, la capacitación vocacional y el aprendizaje a lo largo de la vida como los principales pilares de la empleabilidad de los trabajadores y del carácter sostenible de las empresas en el marco del Programa de Trabajo Decente.

Las conclusiones destacan cómo el desarrollo de calificaciones puede ser una herramienta importante para reducir la pobreza y la exclusión y fortalecer la competitividad y la empleabilidad.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This joint publication of the Economic Commission for Latin America and the Caribbean and the International Labour Organization provides an overview of the labour market performance of the region during the recent crisis with a particular focus on youth employment. The document reviews recent experiences of the region's countries in terms of policies and programmes to boost youth employment. Among measures examined by the study are: education and training policies, programmes to facilitate the transition from school to work, public employment services, apprenticeships, internships and job training regimes, and youth entrepreneurship. The analysis is based on special tabulations of household surveys conducted in 13 countries of the region in 2007, 2009 and 2011 (before, during and after the crisis, respectively).

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.
