Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Part of the European Union funded Skills and Technical Education Programme (STEP) in Malawi. The Gender Responsive and Inclusive TEVET Training Curriculum: Instructors’ Handbook is designed to help you understand gender concepts; appreciate the gender equality situation at present in Malawi and the role of TEVET in improving equality among women and men in Malawi. Further, the handbook aims at equipping TEVET instructors with knowledge and skills in gender-responsive pedagogy which can be used to improve the quality of learning for men and women alike. It is expected that the handbook can support instructors to create classroom and workshop environments that accommodate men and women and provide them with conditions that promote equal opportunities for learning.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

Vol. I: Guide for Policy Makers. This Guide is designed for policy-makers – governments and their training agencies, employers and their associations, trade unions and also training providers – who are involved in designing and developing such systems. It will enable them to gain a better understanding of the ways in which policy-makers in other countries have constructed their own apprenticeship systems.

The ILO Toolkit for Quality Apprenticeships is a resource to improve the design and implementation of apprenticeship systems and programmes. It provides a comprehensive but concise set of key information, guidance and practical tools for policy-makers and practitioners who are engaged in designing and implementing Quality Apprenticeships.

The ILO Toolkit presents examples of good practice from ILO constituents around the world, and demonstrates how Quality Apprenticeship systems and programmes can be developed in practical terms. It consists of two volumes: Guide for Policy Makers (Volume 1, this publication); and Guide for Practitioners (Volume II).

This first volume, the Guide for Policy Makers, presents the defining features of the ILO approach to Quality Apprenticeship systems and aims to support policy-makers in their design and further development of these systems. The second volume, to be published later, focuses on the practicalities of developing Quality Apprenticeship programmes, and is intended to enable practitioners – human resource managers, trade union representatives, teachers and trainers from technical and vocational education and training (TVET) institutions and employees of local/sectoral coordination support services – to design, implement and monitor these programmes.

Adopted at the 108th International Labour Conference, which marked the 100th anniversary of the ILO The ILO Centenary Declaration for the Future of Work, 2019 was adopted at the 108th International Labour Conference, which marked the 100th anniversary of the ILO.

The Declaration looks at the major challenges and opportunities for the future of work, ranging from technology to climate change, from demographic shifts to the need for new skills. It provides guidance for dealing with these pressing issues and a platform for cooperation with other organizations in the international system. It is also a strong reaffirmation of the social justice mandate the ILO was given 100 years ago, and the critical role of social dialogue and international labour standards.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Following the landmark report of the ILO Global Commission on the Future of Work, many questions have been raised about the concept of LLL itself, the issues that surround it and the actions that the ILO can take to address it. This paper introduces readers to these debates and provides a useful introduction to the concept and the challenges that need to be addressed if the vision for LLL of the Global Commission can be achieved.

The UNESCO-UNEVOC Skills for Innovation Hubs is part of the initiative 'Developing TVET institutions for entrepreneurship, innovation and sustainability' implemented by UNESCO since 2017 and is supported by the International Vocational Education City (IVEC) China, with contributions from the German Federal Ministry of Education and Research (BMBF) and the Federal Ministry for Economic Cooperation and Development (BMZ) This report captures the key conclusions and action points from the Skills for Innovation Hubs (i-hubs) initiative Launch Meeting, held at UNESCO-UNEVOC in Bonn, Germany, 28-29 March 2019. The agenda, presentations and the participant contact details can be found through links in the annex and on the ‘i-hubs Virtual Platform’. The meeting was attended by representatives from the ten selected i-hubs UNEVOC Centres, together with participants from UNESCO HQ and field offices, as well as UNEVOC staff and experts and staff of the European Training Foundation.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

World Future Council, UNDP and the Inter-Parliamentary Union, with the support of the ILO, Youth Policy Labs and the Office of the UN Secretary-General's Envoy on Youth kick off a global call for nominations to identify and honour the world’s most successful policies enabling youth empowerment.

The award will highlight policies that advance the economic empowerment of young people in decent and sustainable jobs, for instance, youth skills development programmes that pave the way for youth to build the green economy we need. It also seeks to identify youth entrepreneurship or programmes targeting marginalized groups, including women, as well as policy and legislative frameworks that enable more civic engagement and political participation of youth.

Skills for the future: managing transition, an international conference hosted by the European Training Foundation in Turin (Italy) on 21-22 November 2018, brought together representatives of government, business and civil society from the ETF’s partner countries, the EU Member States, as well as the research community, and EU and international organisations. This was one of the first gatherings at which global debate on the future of skills took place in the context of the countries bordering the EU, which present a wide variety of economic, social and political structures and skills development systems. What follow are the main conclusions of the conference, in the light of discussions with the ETF’s partner countries and the European Commission’s own responses to the future of work, which prioritise digital skills, basic skills, key competences, inclusion and equity.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The ILO Secretariat in offices in 40 countries works with Ministries of Labour, employers’ organizations, and trade unions to integrate skills development into national and sector development strategies in order to better meet current labour market needs and to prepare for the jobs of the future; to expand access to employment-related training so that youth, persons with disabilities and other vulnerable groups are better able to acquire skills and secure productive and decent work; and to improve the ability of public employment services to provide career guidance, maintain labour exchange services, and deliver active labour market programmes.For more information regarding the ILO’s work on skills and employability go to: http://www.ilo.org/skills/lang--en/index.htm; for ILO/Cinterfor's Knowledge Management Plarform, see: http://www.oitcinterfor.org

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The Global Skills Partnership was launched at a side event held during the Intergovernmental Conference on the Global Compact for Migration.

The Global Skills Partnership (GSP) launched initially as an initiative among the ILO, IOM, UNESCO, IOE and ITUC aims to mobilize technical expertise of the three organizations towards supporting governments, employers, workers and their organizations, educational institutions and training providers, and other stakeholders to develop and recognize the skills of migrant workers with a particular focus on women and youth.
