Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This report identifies effective strategies to tackle skills imbalances, based on five country-specific policy notes for France, Italy, Spain, South Africa and the United Kingdom. It provides a comparative assessment of practices and policies in the following areas: the collection and use of information on skill needs to foster a better alignment of skills acquisitions with labour market needs; the design of education and training systems and their responsiveness to changing skill needs; the re-training of unemployed individuals; and the improvement of skills use and skills matching in the labour market. The assessment is based on country visits, desk research and data analysis conducted by the OECD secretariat in the five countries reviewed. Examples of good practice from other countries are also discussed.

LMIP Policy brief 13 This policy brief seeks to examine the notion of skills for employability. It draws on a number of case studies conducted as part of the Labour Market Intelligence Partnership (LMIP) that sought to understand the relationship between specific education programmes and the labour market. It draws attention to the overemphasis on employability skills, and the notion that a responsive curriculum is one that addresses employer needs. Instead, the research reveals that there needs to be an interactive process between education providers and employers as equal partners. This partnership is most likely to lead to the employability of graduates.

LMIP Policy brief 14 In the context of rapidly changing technology and increasing globalisation, firms in South Africa are challenged to upgrade their technology and to innovate so that they can become more productive and competitive in a global and national economy. At the same time, they are challenged to create more jobs for sustainable and inclusive growth in the context of high unemployment and growing inequality. This means that the nature of the required education, training and skills is changing rapidly. Thus, policy-makers call for post-school education and training (PSET) organisations to become more flexible, adaptable and responsive to socioeconomic demands. This policy brief proposes a framework that can be used by PSET organisations and skills planners to analyse the current alignment – or misalignment – between labour market demand and skills supply within a system. This framework provides a basis for identifying appropriate change mechanisms and intervention strategies to promote better alignment.

In light of South Africa’s high levels of unemployment and relatively small informal sector, enabling and supporting growth of small, medium and micro enterprises (SMMEs) in the informal sector is of developmental importance and a policy priority. The associated benefits of SMME growth, such as employment creation, enhancement of economic growth and poverty alleviation, provide further motivation for the prioritisation of this sector.

In view of the developmental importance of SMMEs, the purpose of this paper is to examine the determinants of SMME performance in South Africa. In particular, this paper is interested in the role played by education and skills in driving firm performance. The research objective of this paper is addressed by firstly using direct and indirect measures of skills to generate a human capital profile of SMME owners across both the formal and informal sectors, and secondly by using econometric analysis to examine the factors determining firm performance along two dimensions: financial performance and the ability to access market opportunities. Finally, based on the analysis in this paper and related research, policy guidance concerning skills development initiatives to the SMME sector is provided.

This study has three broad objectives. Firstly, it seeks to compare experiences on the education and training of Technical and Vocational Education and Training (TVET) teachers in South Africa, Egypt, Ghana, Tanzania, and Cameroon. Secondly, it seeks to get input from inspiring practices from European Member States. Lastly, policy pointers should be proposed for further action. This study was commissioned as part of the South Africa – EU Strategic Partnership sectoral policy dialogue in education. Data was collected between December 2014 and September 2015. The study serves as input to that policy dialogue, in particular in relation to the education and training of upper secondary and higher TVET teachers working in institution-based TVET providers in the formal public education system.

This white paper sets out strategies to improve the capacity of the post-school education and training system to meet South Africa’s needs. It outlines policy directions to guide the Department of Higher Education and Training and the institutions for which it is responsible in order to contribute to building a developmental state with a vibrant democracy and a flourishing economy. Its main policy objectives are:

- a post-school system that can assist in building a fair, equitable, non-racial, non-sexist and democratic South Africa;

- a single, coordinated post-school education and training system;

- expanded access, improved quality and increased diversity of provision;

- a stronger and more cooperative relationship between education and training institutions and the workplace;

- a post-school education and training system that is responsive to the needs of individual citizens, employers in both public and private sectors, as well as broader societal and developmental objectives.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This synthesis is based on two national studies concerning youth transitions to work and the labour market, within the framework of the project Understanding Barriers to Accessing Skills Development and Employment for Youth in Argentina and South Africa. The studies analysed three main issues: (1) the quality of the productive activities that youngster get, such as jobs, employment, volunteering, and learnerships; (2) policies regarding work preparation and deployment, including the conceptual approaches, guidelines and designs of implementation, their similarities, and contradictions; and (3) youth opportunities in the construction and wine production sectors. Emphasis is placed on knowledge of the relationships between the various actors within society, state, non-state, public and private national and international institutions.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

Working Paper 49 This paper considers models of employer engagement within different international approaches to sectoral skills development, focusing on examples from the UK, New Zealand, South Africa, Hong Kong, Singapore, the Netherlands and the USA. Four sectoral models of employer engagement are outlined, exploring what is expected from employers within these different models. Some of the challenges and implications of these different sectoral approaches to engaging employers and creating demand-led skills systems are discussed.
