The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Background paper prepared by the ILO and the OECD for the Meeting of G20 Labour and Employment Ministers Guadalajara, 17–18 May 2012 This paper, jointly prepared by the ILO and the OECD, reviews the main short-term and longer term implications for the labour market of a transition towards sustainable development and green growth and highlights the main policy challenges for labour market and training policies. It begins with a short discussion of the relationship between green growth and good labour market performance, emphasizing the importance of finding win-win policy approaches that promote both of these critical policy goals. Attention then shifts to analysing the main impacts of green growth policies on the labour market. Finally, the note discusses how labour market and education/training policies can best contribute to a fast, efficient and just transition towards inclusive green growth in the G20 countries. Throughout, the aim is to identify key policy issues that labour market authorities would need to address in the context of a transition towards environmentally sustainable growth, rather than to provide definitive guidance for making policy choices.

OECD Digital Economy Papers, No. 198 This report analyses developments in ICT-related skills and employment, focusing in particular on the potential of green ICTs for job creation in the post crisis era. It examines the skills and competences required for the new ICT-related jobs, and to what extent existing skill sets are sufficient or need to be upgraded. This requires, as a consequence, a discussion of labour market transformation induced by the increasing deployment of ICTs and ICT-intensive technologies including green technologies. It also requires a discussion on means of acquiring needed skills; namely through education, training, outsourcing, and migration. The report analyses OECD government policies and programmes promoting ICT-related skills and jobs, and in particular green ICT-related skills and jobs. It finds that the further creation of new jobs can only occur if the right mix of skills and competences are available in the labour market.

Labour market information and mediation services can play an important role in matching supply and demand. In Brazil, SENAI, one of the most important institutions in the country providing formal training for industry workers, is attuned to the current and future demands of local industries. It does this by continuously monitoring the job market; identifying technological and organizational trends (for a forward looking period of 5 to 10 years) and tendencies in a range of occupations; and, conducting demand research in all states to identify specific needs of local industry.

The Green Jobs Programme of the ILO works towards an environmentally sustainable social and economic development. It allows for the generation of alternative employment with reduced environmental impact. This report provides an overview of the activities and experiences carried out by the Green Jobs Programme of the ILO in 2010 and 2011. The highlights section of the report presents a selection of successful experiences, including: Green youth entrepreneurship in Africa; women solar technicians and entrepreneurs in Bangladesh; and, solar energy solutions for social housing in Brazil. By describing the development of the practices, they allow for an inside view of the programme’s work. The report concludes that green jobs have been both promoted and implemented across the world, and that the scope for further green jobs is encouraging. It argues that in order to ensure that the green jobs are recognized as a sustainable approach to poverty, climate change and environmental degradation, cooperation at national and international level is crucial, including ILO stakeholders, civil society and UN agencies.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

This landmark report is the first comprehensive study on the emergence of a “green economy” and its impact on the world of work in the 21st century. It assembles evidence - quantitative, anecdotal, and conceptual—for currently existing green jobs in key economic sectors (renewable energy, buildings and construction, transportation, basic industry, agriculture, and forestry) and presents estimates for future green employment. The report recommends a number of pathways to a more sustainable future directing investment to low-cost measures that should be taken immediately including: assessing the potential for green jobs and monitoring progress to provide a framework for policy and investment; addressing the current skills bottleneck by meeting skill requirements because available technology and resources for investments can only be deployed effectively with qualified entrepreneurs and skilled workers; and ensuring individual enterprises’ and economic sectors’ contribution to reducing emissions of greenhouse gases with labour-management initiatives to green workplaces. The report was funded and commissioned by the UN Environment Programme (UNEP) under a joint Green Jobs Initiative with the International Labour Office (ILO), and the International Trade Union Confederation (ITUC) and the International Organization of Employers (IOE), which together represent millions of workers and employers worldwide. It was produced by the Worldwatch Institute, with technical assistance from the Cornell University Global Labour Institute.

This volume examines the experiences of 21 developed and developing countries in adjusting their training provision to meet the new demands of a greener economy. It shows that skills development is critical to unlocking the employment potential of green growth, yet skills shortages are becoming an obstacle in realizing this potential. The report recommends that countries devise strategies based on well-informed policy decisions, social dialogue, and coordination among ministries and between employers and training providers. The report is organized into two parts. Part 1 presents the global synthesis and analysis of all 21 countries’ experience in the transition to greener workplaces. Part 2 comprises summaries of the background reports for each country, including brief descriptions of 148 case studies. These case studies provide valuable evidence of successful efforts to meet environmental and employment challenges simultaneously and feature the initiatives undertaken by both public and private sectors. They address different aspects of skills development in response to the greening agenda, namely: green restructuring, emergence of new occupations and greening existing jobs.

This report is part of a series of working papers from the OECD Local Economic and Employment Development (LEED) Programme. This paper discusses some of the impacts of climate change including its regulation on labour markets, the dynamics of green growth at the levels of jobs and skills development, and the local implications for mitigation and enabling green growth. The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. A strategy of including people with disabilities in training and employment promotion policies, combined with targeted supports to ensure their participation, can help disabled persons obtain productive mainstream employment.

Entered into force on 15 June 1960 Around the world, the existence of employment discrimination prevents too many men and women, including disabled persons, from participating in the labour market and reaching their full potential.
