Mexico: The National Youth Programme 2008-2012

The National Youth Programme 2008-2012 has been prepared on the basis of Vision Mexico 2030, the National Development Plan, and the results of an extensive consultation with sector stakeholders who have provided diagnostic elements and action. The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The report reviews current education and skills training options in the Organization of Eastern Caribbean States (OECS) and asks whether all youth in the region become adequately skilled for today’s global world of work. An important objective of the report is to stimulate debate and offer concrete suggestions that could contribute to wider reform of the education system, taking into consideration the latest education and training policies in the region.Its findings confirm the importance of strengthening the link between OECS education and training systems and employers’ needs.

This publication focuses on the process, from 2010-2011, for building the Obra sub-regional partnerships in Peru, Guatemala and Jamaica and the lessons learned along the way. Obra is a public-private partnership initiative, launched in 2009, that ensures youth at risk gain increased access to services and programs they need to learn, work and lead. The program built alliances with over 60 businesses, public agencies and NGOs, who committed their resources and expertise to form partnerships, demonstrating the power of collaboration to expand opportunities, encourage innovation and influence public policy.

Learning Series No. 8 Entra 21 is an initiative of Multilateral Investment Fund of the Inter-American Development Bank, the International Youth Foundation (IYF) and USAID that was created in 2001 to improve the employability of disadvantaged youth in Latin America and the Caribbean and place them in decent jobs. IYF commissioned a study of five new groups projects funded under Phase II of entra21 to gain greater knowledge on how successful the projects were in recruiting more vulnerable youth, whether they became more employable, and which practices seem to have contributed to these youths’ ability to acquire new skills and secure employment or create their own micro-businesses. The study focused on projects in Ecuador, Nicaragua, Paraguay and Peru where the targeted youth face obstacles – having less education, living in rural areas, or having other personal or social characteristics – that make it harder to find decent work.

Learning Series No. 7 The use of technology has infiltrated the world of work to the point that digital illiteracy is a nearly impenetrable barrier to access decent and relatively well paid work. In the second phase of entra21, a programme aimed to improve the employability of disadvantaged youth in Latin America and the Caribbean, the International Youth Foundation promoted the use of technology in selection, training and job placement activities. In order to determine if the incorporation of ICTs improved the access of vulnerable youth (the majority poor and without a diploma) to training and job placement services and the associated costs, a study that looked at cases in Ecuador, Colombia and Chile was conducted.

The study focused on projects in Argentina, Brazil, Colombia, Chile and Peru where the Foundation’s partners had collaborated with their respective governments to transfer proven practices to institutions in the public and private sectors. All sought to increase coverage—that is to reach more youth with quality youth employment services through the transfer of innovations to existing programs or systems.

Learning Series No. 1 The case study presents the factors that enabled an NGO in Salvador, Brazil, the Instituto de Hospitalidade, to successfully engage the private sector in its youth employment initiative. Engaging the business community in promoting youth employment is one of entra 21’s core purposes and learning themes. It is an initiative of Multilateral Investment Fund of the Inter-American Development Bank, the International Youth Foundation (IYF) and USAID that was created in 2001 to improve the employability of disadvantaged youth in Latin America and the Caribbean and place them in decent jobs. The program provides young people, ages 16 to 29, with comprehensive training in information technology and life and job-seeking skills, and job placement services.
