ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The Latin American Economic Outlook analyses issues related to Latin America’s economic and social development. Ever since the first edition was launched at the 17th Ibero-American Summit of Heads of State and Government in November 2007 in Santiago (Chile), the report has offered a comparison of Latin American performance with that of other countries and regions in the world, sharing experiences and good practices with the region’s public officials.

This eighth edition focuses on education, skills and innovation as key inputs for more inclusive growth in the region. It provides in-depth analysis of Latin America’s education systems and the region’s capacity to increase enrolment in good-quality education, and looks at the development of skills training to improve economic competitiveness and labour-market integration. These inputs are analysed in association with innovation policies in the production system.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Skills shortages have regularly been identified as one of the top 10 barriers to competitiveness in Canada by the Canadian Chamber of Commerce, costing the Canadian economy billions in lost GDP annually. There is now a rare consensus about skills needs and challenges in this country, across the demand and supply perspectives. An aging population will only exacerbate the problem in the coming years, especially for the most in-demand professions in the skilled trades and STEM-based occupations (where STEM refers to science, technology, engineering and math).

With this report the Canadian Chamber of Commerce focuses on the role of the education-to-employment transition in mitigating or aggravating the skills gaps. Specifically, this report addresses the ways in which all stakeholders, including government, employers, workers, education providers and students will need to adapt and collaborate to improve the efficiency of the labour market.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Analysis of the Bahamas’ 2012 wages & productivity survey

Most employers in the Bahamas report difficulties in finding the right set of skills for their jobs, while many people remain unemployed after the recent crisis (14.0% in 2012). Additionally, as new investments generate increasing manpower needs, responding to the skills shortage with a skills development strategy becomes a rising social and economic issue.

This report aims to provide insight into this labour market dilemma by examining private sector employers’ reports in the 2012 WPS on firms’ demand for skills, difficulties in hiring, training needs and training practices.

The steady economic growth experienced by Latin America over the past decade has allowed countries in the region to step up efforts to achieve development objectives and to reinforce state-run public programmes aiming to bring about much-needed social transformations. Nevertheless, Latin American economies still face the challenge of guaranteeing sustainable, inclusive, good-quality growth and development to satisfy the demands of a better-informed and increasingly well educated population. To respond to these challenges, institutions are now redefining their “default” roles and, perhaps more importantly, their modes of operation.

Public-private partnerships have therefore emerged in the social and sustainable development arena as efficient models for the provision of public services and social entitlements to the Latin American citizenry. The region is now accumulating valuable experience, as shown by the many well-functioning alliances among governments, the private sector, civil society and other stakeholder groups that make the most of capital investments, especially in the areas of social and human capital development.

OECD Economics Department Working Papers, No. 1143 This paper assesses the extent and nature of skills shortages in Canada. After considering the responsiveness of labour supply to such shortages, the paper goes on to look at how adjustment could be strengthened through further measures to enhance labour-market information. In the first section, measures to increase the supply of skills in demand through education and training are discussed, while in the following sections, further steps to make the immigration system more responsive to labour market demands are considered. The paper finishes by looking at how skills shortages could be reduced by going further in lowering inter-provincial barriers to labour mobility.

Este proyecto intenta analizar y contestar la pregunta: ¿existe o no en México una brecha entre las competencias que demandan las empresas y las competencias que adquieren o fortalecen los egresados de las instituciones de educación superior (IES)? En otras palabras, ¿ofrece o no el sistema de educación superior las competencias que requieren los procesos productivos del país?

En el primer capítulo se analiza de forma muy breve la situación actual, en términos de cobertura y calidad de la educación en el país. En el segundo capítulo se describen las causas y características de las brecha entre la oferta y demanda de competencias que existe en el país. En el tercer capítulo se define qué se entiende en esta investigación por “competencia” y se presenta la lista de competencias que se evalúan por categoría. En el cuarto capítulo se presentan los resultados de la investigación relacionados con la situación laboral de los jóvenes y con las prácticas de su reclutamiento que llevan a cabo las empresas. En el quinto capítulo se presenta información sobre vinculación entre empresas e IES. En el sexto capítulo se agrupa por estado las competencias más importantes y escasas que se encontraron en el estudio. En el séptimo capítulo se presenta por área las competencias más y menos importantes, así como las escasas. En el octavo capítulo se menciona de forma puntual recomendaciones dirigidas a tres actores: autoridades, empresas e IES. Finalmente, en el noveno capítulo se presentan las conclusiones de este estudio.

This paper presents an impact evaluation of a revamped version of the Dominican youth training program Juventud y Empleo. The paper analyzes the impact of the program on traditional labor market outcomes and on outcomes related to youth behavior and life style, expectations about the future and socio-emotional skills. In terms of labor market outcomes, the program has a positive impact on job formality for men of about 17 percent and there is also a seven percent increase in monthly earnings among those employed. However, there are no overall impacts on employment rates.

Aunque la incorporación de estudiantes en el sistema educativo se ha extendido de manera significativa, la realidad en América Latina refleja una limitada capacidad para retenerlos —particularmente en el nivel secundario— y de transmitirles habilidades valoradas en el mundo del trabajo. Hay un desacople entre las habilidades que traen los jóvenes de la escuela y las que demanda el mercado laboral. Esta situación se acentúa en los sectores más vulnerables porque, para ellos, la escuela secundaria es el último contacto con el sistema educativo y la plataforma para insertarse laboralmente (Bassi y otros, 2012).

Este documento aborda la experiencia de la Mesa Temática de Desarrollo Juvenil, que se enfoca en la transición entre educación y trabajo (transición que puede ser tanto de la escuela al trabajo como del trabajo a la escuela).

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.
