The overarching goal of this study is to facilitate Cameroon’s strategic objective of ensuring a well-educated human resources base in support of its quest to emerge as a strong middle-income economy by 2035. This study is intended to support Cameroon in preparing a national strategy for skills development, related policies, and institutions to boost competitiveness and productivity, and job creation - while being aware that many factors other than skills can limit productivity and job creation, including weak governance, bureaucracy, infrastructure, and taxation policies that directly affect the business environment.

The study focuses on skills development for the informal and formal labor markets. For this purpose the authors have undertaken empirical analyses on growth accumulation effects, skills development through the education, and training system that is presented by examining skills accumulation effects, and value-chain analysis that shows the constraints for the demand and supply of skilled and unskilled labor in Cameroon.

This report also presents a comprehensive diagnostic of skills development policies and institutions in Cameroon. It analyzes the various mechanisms for skills development and their alignment with emerging sector demand. The study attempts to bridge a knowledge gap about the skills mismatch in Cameroon, and address the question of how education and training can make valuable contributions to developing skills, spurring growth, increasing competitiveness, and helping Cameroon evolve to higher-value products and services. This study attempts to understand the skills in demand by employers, the constraints on the development of those skills, and the skills that make a difference in raising productivity.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Análisis sobre las percepciones de los jóvenes urbanos de escasos recursos en Chile

Es bien sabido que la juventud enfrenta hoy una situación crítica de transición del mundo educacional al laboral. Chile no es una excepción, y especialmente grave es esta situación en jóvenes urbanos de familias de bajos ingresos, dado que poseen menor capital educativo y social que sus pares de otros niveles socioeconómicos, y no acceden a redes de relaciones que les permitan, aun cuando logren mayores años de escolaridad, acceder a empleos que valoren su capital humano acumulado.

Por eso resulta relevante ver cómo este grupo juvenil percibe su proceso educativo y su inserción laboral. Sobre la base de las encuestas a jóvenes chilenos realizadas por el Instituto Nacional de la Juventud de Chile (2000 y 2003), las páginas que siguen muestran la percepción de los y las jóvenes chilenos urbanos de estrato socioeconómico bajo (primer quintil) acerca de la utilidad de la educación recibida en la escuela para enfrentar el trabajo o los estudios posteriores, de los recursos técnicos y humanos de los establecimientos escolares a los que asisten, de la preparación y dedicación de los profesores, y de situaciones que a su juicio perjudican sus dinámicas de aprendizaje en las escuelas.

Die vorliegende Studie zur österreichischen Situation der Jugendbeschäftigung und Lehrlingsausbildung in den Jahren 2012 und 2013 zeigt: Trotz internationaler Finanz, Wirtschafts und Schuldenkrise konnte Österreich seine EU-weit sehr gute Position im Bereich der Jugendbeschäftigung halten. Dennoch ist unübersehbar, dass die Wirtschaftskrise im Bereich der Jugendbeschäftigung auch in Österreich Spuren hinterlassen hat und dass Jugendliche von Schwierigkeiten am Arbeitsmarkt in der Regel zuerst betroffen sind. In besonderem Maße ist zudem auf die zukünftigen Herausforderungen (Stichworte: demographischer Wandel und Fachkräftemangel) zu verweisen, die jetzt bereits in Form von (primär demographisch bedingten) deutlichen Rückgängen bei der Zahl der Lehrlinge und Lehrbetriebe zum Ausdruck kommen.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The accumulation of human capital through the acquisition of knowledge and skills is recognized as central for economic development. In the developing world, however, the majority of the labor force has very low levels of education. Besides, the mismatch between the skills individuals have and those which are needed appears pervasive across countries.

In this context, this note discusses the types of interventions that can be considered to improve the skills of those who are in the labor force; either working or looking for jobs. The structure of the note is as follows. First, it examines the different types of market failures, and subsequently reviews the role that governments have played in training systems around the world. Finally it offers a set of proposals for reforming and improving these systems to improve labor market outcomes.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

El aprendizaje a lo largo de toda la vida y el concepto resultados de aprendizaje (learning outcomes), se han convertido desde el Consejo Europeo de Lisboa en marzo de 2000, en conceptos clave que presiden buena parte de las políticas europeas en Educación y Formación. En España, según la Encuesta de Población Activa 2010 (2ºT), existen 12.881.100 personas mayores de 16 años, el 33.5%, que no poseen titulación de enseñanza básica obligatoria, y 13.459.400 trabajadores, el 58,2%, que no han recibido preparación específica para el desempeño de un puesto de trabajo.

En este contexto, este Plan de Acción contempla todos los elementos relevantes del Programa de la Unión Europea 2010 sobre Educación y Formación, en consonancia con iniciativas como el EQF (Marco Europeo de Cualificaciones para el Aprendizaje a lo largo de la vida).

Actualmente, la GIZ –en colaboración con el BIBB- elabora la propuesta para un proyecto de cooperación en dicho ámbito. Paralelamente, se prepara un Memorándum de Entendimiento que sentará la actual cooperación mexicano-alemana sobre nuevas bases.
