In an effort to better capture and analyze the overall level of expenditure in the technical vocational education and training sector in the Philippines, the Technical Education and Skills Development Authority in collaboration with the International Institute for Educational Planning conducted a survey among training providers. The objectives of the study were: to assess the level of public and private expenditure on TVET; to analyze the costs of TVET in absolute and relative terms; to compare the costs of TVET according to categories of providers, duration of courses, training areas and modes of delivery; to measure the funding of TVET and the contribution from public sector, companies, individuals and external development assistance; to provide a detailed review and analysis of TVET activities in the country, in both the public and private sectors; and to propose a methodology for classifying TVET activities and measuring training expenditures in the Philippines. The main purpose of the study was to generate new knowledge on cost and financing, in view of informing policy decisions and guiding further research.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The ‘Agenda for new skills and jobs’ flagship initiative sets out, in 13 key actions with accompanying and preparatory measures, how the European Commission will help the EU reach its employment target for 2020: 75% of the working-age population in work. Launched in 2010, it is part of the EU's overall strategy – Europe 2020 – promoting smart, sustainable and inclusive growth in the next 10 years and beyond.

The overall objective of the Agenda is to modernise labour markets and empower people by developing their skills throughout the lifecycle with a view to increase labour participation and better match labour supply and demand, including through labour mobility.

The Agenda presents a set of concrete actions that will help:
• Stepping up reforms to improve flexibility and security in the labour market ('flexicurity');
• Equipping people with the right skills for the jobs of today and tomorrow;
• Improving the quality of jobs and ensuring better working conditions;
• Improving the conditions for job creation.

OECD Taxation Working Papers, No. 13 This paper considers the influence of taxes on the financial incentive to invest in human capital and explores the tax treatment of private investment by individuals and employers in post-compulsory education and lifelong learning in 31 OECD countries, India and South Africa. The paper describes targeted personal, corporate and value added tax measures related to education and training and analyses them in terms of their impacts on the incentive to acquire skills and their distributional effects. The desirability of different forms of tax relief for skills formation is examined from the point of view of efficiency, equity and administrative simplicity within the broader context of fiscal policy and the role of government in skills formation beyond compulsory education.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

OECD Education Working Papers, No. 19 This paper reviews the literature on job-related training and the effects of these investments for different groups of individuals. The paper also elaborates on the theories, empirical explanations, and policy implications that can be drawn from these findings. Employer-provided training is by far the most important source of further education and training after an individual enters the labour market. A substantial portion of these human capital investments are financed by firms and it appears that the contribution by individuals are in most circumstances relatively modest. At the same time, substantial gains for individuals participating in training are documented in a large number of studies. The benefits are not only confined to wage returns as research has also shown that training leads to increased internal employability and job-security; and external labour market effects such as higher labour participation rates, lower unemployment, and shorter unemployment periods.
Training is not equally distributed among employees. Older, low skilled workers, and to some extent female workers typically receive less training than other groups of employees. However, we do not find any clear-cut evidence that returns to training varies with gender, educational or skills levels, which suggests that inequalities do not arise because of differences in returns to training, but are more a consequence of inequalities of the distribution of training investments.
The findings of this review further suggest that the returns to training are higher in the case that it is financed by the employer and that the returns to training are substantially higher for those leaving for a new employer. Employer-financed training appears, however, to lower the probability of an individual leaving for a new job elsewhere. The analysis of the distribution of returns to training reveals that although individuals benefit from these investments, the employer reaps most of the returns to training which suggests that the productivity effects are substantially larger than wage effects.

OECD Education Working Papers, No. 80 This paper provides an overview of the available information concerning selected policy instruments intended to promote employer-provided training, including the stated rationale and objectives, the target groups and operational design as well as a at a summary of the evaluative evidence regarding their operation. The analysis focuses on policy instruments providing financial assistance or incentives, specifically, subsidies (including tax incentives and grants) and levy schemes that devote a least some share of their resources to continuing training. Training leave regulations are considered only to the extent that they can be treated as a form of subsidy or a levy scheme, depending on the main financing mechanism involved. Instruments that focus solely on improving the quality of training or enhancing transparency in the training market are not addressed. In addition to offering a description of different instruments, the paper discusses the strengths and weaknesses (or risks and opportunities, respectively) of different types of instrument or particular elements of instrument design. It also specifies principles of successful instrument design that have been put forth in the literature and concludes with some remarks regarding the choice of policies.

The E-TVET Strategy sets the following targets in TVET:
1. Adopt a two-pillar approach in planning for employment and TVET considering (1) the characteristics and needs of the labour market, and (2) the abilities and needs of the trainees;
2. Develop the capacity of TVET agencies in line with their roles in planning, policy design, and resource development, as well as activities related to follow-up, monitoring, evaluation and networking;
3. Diversify the number and type of TVET providers and ensure their coordination and cooperation;
4. Promote women's participation in TVET and encourage their involvement at the planning and executive level;
5. Encourage media’s promotion of TVET as a way of enhancing positive attitudes towards vocational and technical professions and towards women's participation in TVET training and employment;
6. Initiate, institutionalize and upgrade channels between the demand and supply side of TVET - including legislation; information and resource development systems; occupational classification and standards; career counselling and employment services, etc.;
7. Promote TVET research by cooperating with universities and other TVET stakeholders;
8. Consider and apply international best practices in TVET with the objective of developing national planning capabilities;
9. Develop legislative tools and create an adequate legal framework for TVET;
10. Develop organizational structures that link general education and TVET allowing for greater flexibility of the TVET system;
11. Highlight and promote women’s role in TVET;
12. Establish the Higher Council for Human Resources Development to undertake responsibilities related to planning, police-making, and coordination of human resource development (HRD) at the national level;
13. Establish the E-TVET Council to undertake activities related to planning, policy-making and coordination for employment and TVET at the national level.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. En el 2008 la Conferencia Internacional del Trabajo, los mandates tripartitos de la OIT, gobiernos, empleadores y trabajadores, adoptaron una serie de conclusiones completamente enfocadas en este reto. Estas conclusiones brindan una orientación práctica para fortalecer la educación, la capacitación vocacional y el aprendizaje a lo largo de la vida como los principales pilares de la empleabilidad de los trabajadores y del carácter sostenible de las empresas en el marco del Programa de Trabajo Decente.

Las conclusiones destacan cómo el desarrollo de calificaciones puede ser una herramienta importante para reducir la pobreza y la exclusión y fortalecer la competitividad y la empleabilidad.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.
