The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Of an estimated 1 billion people with disabilities in the world today, some 785 million are of working age. While many are successfully employed and fully integrated into society, most face a disproportionate level of poverty and unemployment. This is a massive loss both to them and their countries. Active ageing refers to the situation where older and ageing persons continue to have an opportunity to participate in the formal labour market, as well as engage in other unpaid productive activities while living healthy, independent and secure lives as they age. Active ageing policies seek to increase the number of older workers in the labour market, while enabling persons above statutory retirement age to remain in or re-enter employment. In Malta, the time is opportune to prioritise ageing policies, especially given the expectation of unprecedented changes in the demographic fabric. By the year 2025 the number of persons aged 65 years and over is projected to increase by 72 per cent compared to 2010 figures, and by 2060, children and youth under 20 years of age will decrease by 35 per cent.

The National Strategic Policy for Active Ageing: Malta 2014-2020 constitutes a turning point for local ageing policy. It is premised upon the three major themes: active participation in the labour market, participation in society, and independent living. Policy recommendations are offered in support of strengthening the levels of older and ageing workers, and improving social inclusion and independent living in later life. These recommendations include continuous vocational training for older adults; improving healthy working conditions, age management techniques and employment services; ensuring a safe, adequate and sustainable income for all older persons; providing financial and social resources for vulnerable older persons; strengthening opportunities for learning, digital literacy, active citizenship and intergenerational solidarity in later life; and improving services in health prevention and promotion.

Career guidance and employment services

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Over the past years, there was a surge in the Maltese employment ratio for the age cohort (20-64) which was mainly driven by an increase in female labour market participation. However, despite the rise in the volume of the Maltese workforce, there remains a deficit in the skills base in Malta, as opposed to other countries within the European Union. Consequently, this employment policy proposes various labour market initiatives to upgrade the skills of the Maltese workforce which would contribute to more productive jobs.

Demand-side and supply-side initiatives are targeted towards different sub-sections of the population such as immigrants, inmates, the elderly, females and youths. Investment for demand purposes serves mainly to stimulate employers’ demand for labour. The reasons why such interventions may be required include the need to compensate for low productivity among workers who have been long-term unemployed, persons with a long history of inactivity, and persons with a disability. On the other hand, investment in the supply-side addresses the employability of labour and its productivity through the enhancement of human capital; there remains a considerable number of persons who are inactive and young. Through adequate training and appropriate incentive schemes, the distance of these persons from the labour market can be diminished. In addition, the general level of human capital in the economy could be improved which is necessary for a flexible labour market. Efforts to improve national emploment prospects are expected to result in both social and economic benefits to the Maltese population.

This report is a product of the collaborative efforts of Arcenciel,the Lebanese Physically Handicapped Union(LPHU),the Forum of the Handicapped Association(FOH),the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), and the International Labour Organisation (ILO). It provides practical knowledge on the training and job placement of persons with disabilities through six emerging good practices. When combined, these good practices provide a comprehensive programme for inclusive employment, with interrelated components ranging from advocacy and on-the-job training, to business development services, coaching and counselling.

In August 2011, the British government launched a new initiative which invited providers in the Further Education and Skills Sector to prioritise labour market-focused training that would engage more people who are out of work and help them develop skills that would support their progression into employment.

This report assesses the efficiency of systems in matching unemployed adults to training provision. It also assesses the effectiveness of this provision in developing the employability skills of participants, and supporting progression into sustained employment. Findings are based on visits, between September 2011 and May 2012, to 45 providers including colleges, independent learning providers, and local authority providers of adult and community learning.

This research brief examines what countries have learned from the implementation of training and retraining programmes as part of their recovery strategies in response to the global economic crisis of 2008–09. The brief summarizes the findings of studies of experience in nine countries – Belgium, Canada, Germany, Republic of Korea, Peru, the Philippines, South Africa, the United Kingdom and the United States (Hansen, 2012). The findings presented here show how training and retraining can form an integral part of effective crisis response strategies; although, in the absence of impact evaluations, these findings must be considered provisional, they nevertheless offer useful indications of the factors behind both success and difficulty in implementing such measures

This National TVET Strategy replaces the former edition adopted in 1999. The National TVET Strategy was formed with the overall objective of creating a knowledgeable, competent, motivated, entrepreneurial, adaptable, creative and innovative workforce in Palestine. It is anticipated that a more developed workforce would contribute to poverty reduction and social and economic development through facilitating demand-driven, high quality technical and vocational education and training, relevant to all sectors of the economy, at all levels, and to all people.

This strategy was developed with the involvement of a broad range of stakeholders from the private and public sectors, and with the assistance of the German Agency for Technical Cooperation.

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

From: Ageing and Employment Policies:Norway, 2013 Working Better with Age Norway, like other OECD countries, will have to face increased prospects of ageing and the attendant concern of boosting the employability of older workers over the coming decades. Strengthened economic incentives, age-friendly employer practices, employability, and a willingness to be employed are all prerequisites for increasing employment rates of older workers. Such measures need to be combined with the provision of up-to-date skills, access to employment services, and better working conditions.

Chapter five (5) of the Report provides an overview of measures that have been taken to boost the employability of older workers in Norway. Solutions proffered to complement and/or improve such measures include the following: neutral legislative and organizational frameworks with regard to jobs, the implementation of job-related training, and the establishment of employer networks to offer job trials or other flexible work arrangements.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Part of the OECD Reviews on Local Job Creation series This report delivers evidence-based and practical recommendations on how to better support employment and economic development in Canada. It builds on sub-national data analysis and consultations with local stakeholders in four case study areas across Ontario and Quebec. It provides a comparative framework to understand the role of the local level in contributing to more and better quality jobs. The report can help federal, provincial, local policy makers in Canada build effective and sustainable partnerships at the local level, which join-up efforts and achieve stronger outcomes across employment, training, and economic development policies. Co-ordinated policies can help workers find suitable jobs, while also stimulating entrepreneurship and productivity, which increases the quality of life and prosperity within a community as well as throughout the country.
