This employment model for green jobs in the Philippines is produced by the Green Jobs in Asia project which is supported by the Australian Government (2010–2015). The construction of social housing is not typically considered a testing ground for green innovation. However, eligible residents of the Southville 8 housing project in Rodriguez, Rizal are learning the skills necessary for the production and installation of environmentally-friendly construction materials, improving their employment prospects and creating a healthier, more climate-secure community in the process. The employment model in sustainable construction for the Philippines establishes a strategy for the creation of green/er jobs. It does so by supporting innovative partnerships and developing curricula for skills, entrepreneurship and financial training to promote green jobs for low-income communities, with a particular focus on women. This strategy is based on the construction of new-build projects, involving a multi-tiered approach, with partners drawn from both the public and private sectors.

This employment model for green jobs in Bangladesh is produced by the Green Jobs in Asia Project supported by the Australian Government – ILO Partnership Agreement (2010–2015). While new jobs in the renewable energy sector are on the rise in Bangladesh, efforts must be made to ensure that these jobs provide pathways to sustainable employment through productive and decent work. The employment model in Bangladesh tackles these issues through the formation of innovative partnerships, development of curricula and competency standards, and skills training courses on the installation and maintenance of solar home systems. The target beneficiaries are unemployed women and men in 10 rural districts. To implement the project, a Public-Private Partnership has been set up with Grameen Shakti and the Bureau of Manpower Education and Training.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

An Agreement between the Australian Government and the state and territory governments The National Green Skills Agreement between the federal, state and territory governments seeks to build the capacity of the vocational education and training (VET) sector to deliver the skills for sustainability required in the workplace and to enable individuals, businesses and communities to adjust to, and prosper in, a sustainable, low-carbon economy. Included in the agreement are a number of important elements contributing to its advancement including the review and revision of training packages to incorporate skills for sustainability, the development of national standards of sustainability practice and teaching in vocational training, the upskilling of vocational education and training practitioners so they can offer quality instruction in skills for sustainability and the implementation of strategies to re-skill vulnerable workers in the transition to a low-carbon economy.

Opportunities for decent work in a low-carbon economy

This course provides an interactive e-learning opportunity to explore green jobs concepts and emerging practices. By undertaking a review of tools, selected literature and best practices, participants are introduced to the labour-market implications of the transition to greener and more sustainable economies. The action-oriented curriculum is structured to promote the design and implementation of green jobs policies, programmes and projects.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The Academy on the Green Economy gathers policymakers, UN agencies and non-state actors to share country efforts and experiences towards a more sustainable, inclusive and green recovery. Many governments have pledged to include green recovery measures in their policies to recover from the COVID-19 crisis.

The Academy on the Green Economy gathers policymakers, UN agencies and non-state actors to share country efforts and experiences towards a more sustainable, inclusive and green recovery. Many governments have pledged to include green recovery measures in their policies to recover from the COVID-19 crisis. But what is really happening on the ground? What challenges do governments encounter in their efforts to build back better? What are the ways have they found to overcome the obstacles? The 4th edition of the Green Economy Academy, organized with the Partnership for Action on Green Economy (PAGE), aims to support the global transition to environmentally sustainable and socially inclusive economies during and after the COVID-19 crisis.

The 4th version of the Green Economy Academy is specifically targeting: - Policymakers, decision-makers, and technical staff from civil society organizations, trade unions, employers' organizations, businesses, and research institutions - Staff and practitioners from PAGE partner agencies, collaborating agencies, and funding partners

This Academy engages key experts and country representatives to share their knowledge and experiences on the following topics:
- What is Green Recovery: Recovery plans, stimulus packages, principles and different phases of the green recovery cycle
- How “green” are recovery plans worldwide and what can we learn from the best in class?
- Nationally determined contributions as entry points for green recovery: Experiences and challenges
- Green recovery and just transition: Employment, equality and leave no one behind
- Financing tools and mechanisms for green recovery
- Budgeting and tax policy tools for green recovery
- Examples of green recovery measures in different sectors: Renewable energy, energy efficiency, circular economy, agriculture, ecosystems, transport
- Greening industries and enterprises

This course helps to understand the skills challenges in greening economies and identify opportunities to design and implement quality green TVET and skills development programmes.

The overall objective of this online course is to build the capacity of policy makers, social partners, TVET and similar training institutions and civil society organisations to formulate and implement strategies that contribute to improving the employability of women and men in emerging green industries. The course helps to understand the skills challenges in greening economies and identify opportunities to design and implement quality green TVET and skills development programmes.

Officials and advisers in ministries of labour, education or other national ministries and institutions involved in the development of skills and vocational training policies and in the transition to greener economies; members of skills councils, national TVET authorities or similar institutions; Representatives of workers' and employers' organisations working in the field of skills development and TVET; experts and technical staff from civil society organisations, NGOs and other actors working in the field of skills development and TVET and in the transition to greener economies.

L'Académie mondiale en ligne sur l'économie verte rassemble des décideurs, des agences de l'ONU et des acteurs non étatiques pour qu'ils puissent partager les expériences et les efforts nationaux en vue d'une relance plus durable, inclusive et verte. De nombreux gouvernements se sont engagés à inclure des mesures de relance verte dans leurs politiques pour sortir de la crise causée par le COVID-19. Mais quelle est la réalité sur le terrain? Quels sont les défis auxquels font face les gouvernements dans leurs efforts visant à mieux reconstruire? Quels moyens ont-ils trouvés pour surmonter les obstacles? La quatrième édition de l'Académie sur l'économie verte, organisée avec le Partenariat pour l'action en faveur d'une économie verte (PAGE), vise à soutenir la transition mondiale vers une économie plus durable sur le plan de l'environnement et plus inclusive sur le plan social pendant et après la crise du COVID-19.

La présente Académie fait appel à des spécialistes clés et à des représentants nationaux pour qu'ils partagent leurs connaissances et leurs expériences sur les questions suivantes: - Qu'est-ce que la relance verte: les plans de redressement, les programmes de relance, les principes et différentes phases du cycle de relance verte - Dans quelle mesure les plans de relance sont-ils «verts» dans le monde et que pouvons-nous apprendre des meilleurs de la classe? - Contributions déterminées au niveau national comme points de départ en vue d'une relance verte: expériences et défis - Relance verte et transition juste: emploi, égalité et ne négliger personne - Outils et mécanismes de financement de la relance verte - Outils de politiques budgétaire et fiscale à des fins de relance verte - Exemples de mesures de relance verte dans différents secteurs: énergies renouvelables, efficacité énergétique, économie circulaire, agriculture, écosystèmes, transports - Ecologisation des secteurs économiques et des entreprises.
