Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The policy brief explores the effectiveness of youth guarantees as one of the measures to address the current youth employment crisis. The concept of youth guarantee implies an entitlement to a job, training or education of a defined group of young people seeking employment and an obligation for the Public Employment Service (PES) or another public authority to provide the services and/or implement the programmes within a given period of time. Several countries in Europe have positive experiences with guarantee schemes. ILO review shows that youth guarantees can play a significant role in reducing the scars of long-term unemployment and of disconnect from labour markets of the unemployed and discouraged young women and men. However, expanded efforts on data collection, monitoring of implementation are required for better design and implementation of cost-effective measures.

This joint publication of the Economic Commission for Latin America and the Caribbean and the International Labour Organization provides an overview of the labour market performance of the region during the recent crisis with a particular focus on youth employment. The document reviews recent experiences of the region's countries in terms of policies and programmes to boost youth employment. Among measures examined by the study are: education and training policies, programmes to facilitate the transition from school to work, public employment services, apprenticeships, internships and job training regimes, and youth entrepreneurship. The analysis is based on special tabulations of household surveys conducted in 13 countries of the region in 2007, 2009 and 2011 (before, during and after the crisis, respectively).

Includes promising areas for policy actions to aid in the recovery of the second jobs dip, among them, addressing skills mismatches, and enhancing youth employability. Global Employment Trends 2013 highlights how the crisis is increasingly raising trend unemployment rates, partly driven by sectoral shifts of jobs that had been triggered by the crisis. Despite historically low interest rates in many advanced economies, investment and employment have not shown tangible signs of recovery. Depressed growth prospects have started to spread to the developing world, where low productivity and wage growth continues to remain an issue in most regions, preventing improvements in employment and disposable incomes, in particular among poorer countries, and adding to a rise in global inequality.
The report argues that in countries with high and rising unemployment, job guarantee programmes for targeted labour market groups should be the preferred policy measure. Moreover, rising labour market discouragement and structural unemployment should be tackled with new skills and training initiatives to help jobseekers find employment in alternative industries and to promote their employability more broadly. Other possible areas of intervention are further investments in public infrastructure in developing countries and a swift implementation of financial market regulation to help stabilize the macroeconomic environment and stimulate job creation.

Background paper for the World Development Report 2013 This report focuses on the determinants of the labor market situation of young people in developed countries and the developing world, with a special emphasis on the role of vocational training and education policies. It highlights the role of demographic factors, economic growth and labor market institutions in explaining young people‘s transition into work. It then assessed differences in the setup and functioning of the vocational education and training policies in major world regions, as an important driver of differential labor market situation of youth. Based on this analysis the aouthors argue in favor of vocational education and training systems combining work experience and general education and give some policy recommendations regarding the implementation of education and training systems adapted to a country‘s economic and institutional context.

The increase of low-income low skilled youth in the labour market is a major concern in Latin America. In this region, the unemployment rate among young people is up to three times higher than the adult rate. Whereas one in three employed adults have an informal job employment, the informality rate for young people reaches 50%. The poor quality of basic education and early school dropouts have resulted in a large group of poorly educated youth with poor labour market perspectives. The Chile Joven program, which started in 1991, was targeted at a group of urban youth considered to be “at risk”. The Chilean authorities envisioned the model behind this program and the Inter-American Development Bank contributed to its definition and implementation. Other countries in the region faced similar challenges, and given the attractiveness of the Chilean Joven, the model has been replicated throughout the region.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Youth unemployment is a problem in many developing countries, where labor market opportunities may be further squeezed by rapid rural migration into big cities, the cost of higher education and job seekers' limited information about the best opportunities. Policymakers and aid organizations trying to reduce youth unemployment have a variety of approaches they can use, including vocational training programs to give job seekers necessary skills to be employed. But what works best is still not clear: should governments subsidize job training programs for young adults? Should they limit subsidies to public sector programs or include the private sector? Do government-run and private institutions differ in their ability to attract students and prepare them to find a job? What roles do outside factors, such as distance to a school, play in a young adult's decision to enroll in a training program? In Kenya, the World Bank supported a special voucher program for young adults to evaluate demand for vocational training and the impact of training on job seekers. The evaluation showed that offering young adults vouchers that cover program costs does encourage young adults to enroll, and that those who can use the voucher for a private training program are more likely to sign up and stay in school. The results of the study are in line with research done in Latin America, indicating the benefits of making vocational training more widely available in developing countries. While further research of this program is planned in Kenya, the initial evaluation does show that vouchers for vocational schools especially when private sector schools are included can be an effective way to give job seekers employable skills.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

MENA knowledge and learning quick notes series ; no. 55. Young Palestinians face serious employment challenges upon graduation. In 2009, unemployment among youth 15-24 years old was 28 percent for men and 36 percent for women in West Bank and 57 percent for men and 68 percent for women in Gaza. To better understand the reasons behind these poor labor market indicators, the Ministry of Education and Higher Education (MOEHE) in collaboration with the World Bank conducted focus group discussions with concerned stakeholders in March 2011. This quick note provides a summary of the presentation on the patterns of education-to-work transitions of youth in the West Bank and Gaza (WBG) made by the World Bank team to the focus group meetings. It also incorporates a summary of the subsequent discussions.
