This strategic plan charts the priorities to be addressed and the associated implementation agenda of the Grenada National Training Agency (NTA) for the period 2014 – 2016. The plan was derived from a combination of 1) a review of international, regional and national documentation on education and on the development of TVET implementation systems and priorities; 2) meetings, using a questionnaire format, to solicit feedback from 15 private and public sector entities involved in training and in technical and vocational work in Grenada; 3) repeat meetings with the NTA to seek clarification on their role and key functions and meetings with the Ministry of Education (MOE) to develop an understanding of their role in TVET education in the secondary school system; and 4) the hosting of a two-day strategy planning workshop with the private sector, NTA, TAMCC, MOE and other stakeholders held on 4th and 5th September 2013.

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

This Strategy 2014 – 2020 builds on the achievements of the developments experienced in the implementation of the previous strategy 2008- 2013, but also takes into account the lessons learned. Given a widespread, diverse network of public and private training providers with different institutional set-ups and their specific training philosophies it remains a fundamental task to create a coherent E- TVET system. This will follow an agreed upon and harmonized policy set, sharing underlying principles and philosophies throughout the sector. Its scope will cover all forms of post primary education and training instruction that are directly linked with the acquisition of vocational and technical skills at all levels, from semi-skilled to technician level, in initial and continuous training courses.

The aim of this strategy development is to make a significant contribution and achieve better alignment and cohesive governance in the E-TVET sector. Ultimately, building on past goals and achievements and current Government priorities, the strategy will assist in building a cohesive and structured employment oriented (demand-led) TVET sector that is well managed.

Technical and Vocational Education and Training (TVET) in Ethiopia seeks to create competent and self-reliant citizens to contribute to the economic and social development of the country, thus improving the livelihoods of all Ethiopians and sustainably reducing poverty.

This National TVET Strategy replaces an older version adopted in 2002. It reflects an important paradigm shift of recent years which places quality and relevance of TVET as its priority. Global experience has shown that the mere expansion of TVET does not solve the problems of unemployment and low productivity of the economy. TVET has to respond to the competence needs of the labour market and create a competent, motivated and adaptable workforce capable of driving economic growth and development.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Hotels, catering and tourism is a labour-intensive and employment-generating sector, especially for those with limited access to the labour market. It can be significant for women, youth, migrant workers and rural populations in developing and least developed countries. Besides, tourism is increasingly recognized as a major source of economic growth, particularly in poor countries. For this reason this brochure aims to:

? Assist tourism enterprises to establish effective training programmes and skills development for workers and employers, especially SMEs — which represent the biggest share of tourism enterprises in developing countries.

? Vocational education and training should include issues like HIV/AIDS, youth employment, and occupational safety and health in the tourism sector.

In some countries vocational education and training (VET) suffers from an image problem. Lack of investment, limited quality management and “dead ends” in terms of progression pathways have contributed to a negative perception of the sector and a reticence from learners to choose a VET programme. Current EU education and training policy recognises this issue and improving the quality and attractiveness of VET is therefore a key priority.

This brochure provides an overview of the actions and conditions that make initial vocational education and training (IVET) more attractive to learners. Key characteristics of attractive IVET pathways and programmes are also presented.

These findings are the results of the ENQA-VET thematic group on making VET more attractive for learners. The outcomes of the thematic group’s deliberations are intended to feed into and add value to the debate on the attractiveness of VET and inform approaches to the implementation of the European Quality Assurance Reference Framework for VET (EQARF).

At present, the training institutions provide very limited information to the policy makers with regard to the provision of the TVET system. Standard curricula do not exist, training of trainers facilities are not available and there is no registration or accreditation system. Certification is ‘in-house’ and there are no common standards from which trainees or employees can gauge level of study or achievement. This study represents the first attempt to register TVET providers across the sector, collect essential baseline information and to gauge their performance.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

The aim of this report is to analyse existing evidence and examples of vocational training and work force development programmes leading to the creation of equitable, sustainable and appropriate employment for local people, this is done in the context of the growing oil and gas industry in Africa. While a lot has been said about the significant efforts made by many countries to improve their national Technical and Vocational Education and Training (TVET) policies introducing radical reforms based on the evidence emerging from successful TVET systems (such as the German dual system or the Singaporean model); there is still a lot to learn about the teaching and learning challenges faced by the practitioners working in this field.

Therefore this report proposes to look at the challenges grounded in the distinct nature of vocational pedagogy; the lessons learnt in terms of jobs creation by the oil and gas industry and local content; specific issues around functional literacy, numeracy and business skills; opportunities behind the use of technology; ways of tackling gender inequalities and possible alternatives to formal education such as traditional apprenticeships.

The Technical and Vocational Education and Training (TVET) sector in Middle East and Northern Africa (MENA) countries is entering a period of substantial reforms and changes. At the same time the Information and Communication Technology (ICT) sector is one of the fastest growing areas today. Its fast expanding infrastructure is becoming a key technology for other markets, providing considerable growth of employment opportunities.

To cope with these challenges, new instruments and methods need to be developed and introduced to improve the quality in TVET. IT-based learning represents a great opportunity and in this context e-learning stands for a paradigm shift in TVET towards:

– Systematic and continued teacher training to enable working with rapidly changing technologies
– Mainstreaming the concept of life-long learning in TVET
– Promoting the cooperation among TVET providers in the region.

The present publication intends to enrich the discussion about the use and implementation of e-learning methods and tools in TVET.

Supported by European Commission (EC), the project, 'Enhancing socio-economic development through investing in human capital in Punjab and Sindh' seeks to improve the TVET sector by working on relevance, quality, access and equity of TVET services predominantly for the deprived communities, and exclusively focuses on rural women and youth in Sindh and Southern Punjab. The target districts for the project include Multan, Muzaffargarh, Vehari, Rajanpur in Punjab and district Tando Allahyar, Thatta and Mirpur Khas in Sindh.

This report documents a baseline study carried out as part of the preparatory stage by the project to assess the present situation in the target locations and set bench marks against the performance indicators identified in the project design. The study aimed to identify marketable skills, technical and vocational training needs of rural women and youth, barriers, challenges and opportunities regarding youth and women's employability and self-employment in the seven target districts. The study employed both quantitative and qualitative data gathering tools including a questionnaire survey, FGDs and In-depth interviews with key stakeholders complimented by a literature review.
