Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

In recent years, the economics of migration literature has shown a substantial growth in papers exploring host country impacts beyond the labour market. Specifically, researchers have begun to shift their attention from labour market and fiscal changes, towards exploring what we might call ‘the wider effects of migration’ on the production and consumption sides of the economy – and the role of high-skilled migrants in these processes. This paper surveys the emerging ‘wider impacts’ literature, including studies from the US, European and other countries. It sets out some simple, non-technical frameworks, discusses the main empirical findings and identifies avenues for future research.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Temporary labour migration is often touted as a triple-win: a win for labour migrant-receiving countries that can support a level of economic activity that would be impossible without foreign labourers; a win for labour migrant-sending countries because it lowers unemployment and brings in remittances and skills; and a win for the labour migrants, who can earn more income and ultimately move out of poverty. However, governments have yet to develop a system that ensures that the triple-win delivers benefits equally to all three spheres. And it is the migrants who are ending up short-changed. This publication discusses temporary labour migration looking specifically at labour demand, its relationship to skills and the impact of the recruitment process on demand and skill development. It focuses on the role of skills in India, including skills training, certification, skills matching and recruitment practices.

The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Employment, Skills and Human Capital Global Challenge Insight Report Talent, not capital, will be the key factor linking innovation, competitiveness and growth in the 21st century. More than a third of employers globally reported facing difficulties in finding talent last year and nearly half expected talent shortages to have a negative impact on their business results. Yet the world’s pool of latent talent is enormous. To unlock it, governments, business leaders, educational institutions and individuals must each understand better the global talent value chain. Business, in particular, must re-think its role as a consumer of ‘ready-made’ human capital to proactively seek out, engage and develop people’s potential. Better data and metrics are critical to this undertaking.

The Human Capital Report provides one such tool: the Human Capital Index. The Index quantifies how countries are developing and deploying their human capital and tracks progress over time. It takes a lifecourse approach to human capital, evaluating the levels of education, skills and employment available to people in five distinct age groups, starting from under 15s to the over 65s. The Index covers 124 countries, representing between them 92% of the world’s people and 98% of its GDP. It measures present performance against an ideal benchmark, and offers insight into how well a country is positioned for deploying talent in the future. In addition to the Index, the Report provides comprehensive information on the talent base in each country, including information on education levels of the employed, unemployed and the inactive members of the population as well as the specific qualifications of the latest entrants to the workforce.

The Report presents findings from research conducted in 5 countries: Ireland, Italy, UK, Poland and Spain within the project Pathways to Work: An Employment Upgrade Training Programme for Young Immigrants The perception of labour market barriers is rather similar for both non EU and EU immigrants. Some barriers the non EU immigrants perceive as slightly bigger (especially “Awareness of employment rights and obligations”;” Career orientation & job choice”), while other are perceive as bigger by EU immigrants (especially “CV preparation”; “Communication & Social skills (behaviour-cultural misunderstandings)”). However 47% of non EU immigrants do not have a job, comparing to 21% of EU immigrants without a job.

Within the project “Pathways to work” this research has been conducted in order to:
- gain a deep understanding of current immigrant attitudes and perceived barriers and obstacles to gain fulfilling employment at the appropriate level;
- gain a thorough understanding of immigrants’ training needs to enable them to gain employment at the appropriate level.

Muestra las conclusiones de una investigación llevada a cabo en cinco países: Irlanda, Italia, Reino Unido, Polonia y España, a través del proyecto Pathways to Work: Un Programa de empleo para mejorar la capacitación; un programa para jóvenes inmigrantes

La percepción de los inmigrantes, comunitarios o no, en cuanto a las barreras en el mercado laboral, es muy similar. Los no comunitarios perciben unas como importantes (en especial la relacionada con la “concienciación de los derechos y obligaciones en el empleo”, “orientación profesional y elección de empleo”), mientras que los comunitarios priorizan otras (preparación del CV, Comunicación y habilidades sociales, diferencias culturales). Sin embargo, el 47% de los inmigrantes no comunitarios no tiene trabajo frente al 21% de los comunitarios en desempleo.

Mediante el proyecto “Pathways to work” esta investigación se ha llevado a cabo con los siguientes objetivos:
- Llegar a una profunda comprensión sobre las opciones actuales de los inmigrantes y su percepción de las barreras y obstáculos para conseguir pleno empleo.
- Llegar a un profundo entendimiento de las necesidades de capacitación que tienen los inmigrantes para conseguir un empleo a un nivel adecuado.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Bangladesh is one of the largest human resource-rich countries meeting the demands of labour in the international market. It is estimated that between 1976 and 2012 approximately 8,307,749 workers left their home country to work in over 157 countries worldwide. Bangladeshi workers employed overseas contribute an equivalent of 13 per cent of GDP through their remittances. Given the significance of overseas employment, improving the skills competencies of workers has been seen as a good strategy to increase the level of remittances channeled to Bangladesh. Also, addressing challenges such as the skills mismatch between overseas job demands and the skills of migrant workers, and the need for better skills certification systems in Bangladesh could make migrant workers better prepared to deal with the challenges of the global market.

This report provides an overview of the institutional arrangements in respect of technical and vocational skills in Bangladesh and identifies the variety of factors that have a recognizable influence on the preparation of the workers for overseas employment.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

All information included in these reviews was obtained through an extensive search of online journals, conferences, databases and archives.

Published in the context of two events, namely the 2014 BIBB Congress on “Structuring Vocational Education and Training in a More Attractive Way – Facilitating Greater Permeability” held in Berlin (18-19 September 2014), and the UNESCO-UNEVOC Global Forum on “Skills for Work and Life Post-2015” in Bonn (14-16 October 2014), this annotated bibliography aims to showcase worldwide developments in TVET.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Active ageing refers to the situation where older and ageing persons continue to have an opportunity to participate in the formal labour market, as well as engage in other unpaid productive activities while living healthy, independent and secure lives as they age. Active ageing policies seek to increase the number of older workers in the labour market, while enabling persons above statutory retirement age to remain in or re-enter employment. In Malta, the time is opportune to prioritise ageing policies, especially given the expectation of unprecedented changes in the demographic fabric. By the year 2025 the number of persons aged 65 years and over is projected to increase by 72 per cent compared to 2010 figures, and by 2060, children and youth under 20 years of age will decrease by 35 per cent.

The National Strategic Policy for Active Ageing: Malta 2014-2020 constitutes a turning point for local ageing policy. It is premised upon the three major themes: active participation in the labour market, participation in society, and independent living. Policy recommendations are offered in support of strengthening the levels of older and ageing workers, and improving social inclusion and independent living in later life. These recommendations include continuous vocational training for older adults; improving healthy working conditions, age management techniques and employment services; ensuring a safe, adequate and sustainable income for all older persons; providing financial and social resources for vulnerable older persons; strengthening opportunities for learning, digital literacy, active citizenship and intergenerational solidarity in later life; and improving services in health prevention and promotion.
