‘Towards an accelerated and sustainable economic and social transformation’ This National Strategic Development Plan represents renewed commitment and strategic guidance towards the creation of a development environment that is characterised by political stability, effective development management that permits the attainment of social, economic and environmental goals and a competitive investment climate that results in high employment creation and prosperity for all.

To achieve the National Vision 2020 goals, to reduce poverty and achieve sustainable development, the main goals of the National Strategic Development plan will be to:

- Pursue high, shared and employment creating economic growth;

- Develop key infrastructure;

- Enhance the skills base, technology adoption and foundation for innovation;

- Improve health, combat HIV and AIDS and reduce vulnerability;

- Reverse environmental degradation and adapt to climate change and

- Promote peace, democratic governance and build effective institutions.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Twenty five years ago the first Human Development Report in 1990 began with a simple notion: that development is about enlarging people’s choices— focusing broadly on the richness of human lives rather than narrowly on the richness of economies. Work is a major foundation for both the richness of economies and the richness of human lives but has tended to be conceptualized in economic terms rather than in human development terms. The 2015 Human Development Report goes beyond that convention in directly linking work to the richness of human lives.

This Report starts with a fundamental question— how can work enhance human development? The Report takes a broad view of work, going beyond jobs and taking into account such activities as unpaid care work, voluntary work and creative work— all of which contribute to the richness of human lives. The Report also identifies sustainable work, which promotes human development while reducing and eliminating negative side effects and unintended consequences, as a major building block of sustainable development.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The Netherlands Initiative for Capacity development in Higher Education NICHE is a Netherlands-funded development cooperation programme aimed at strengthening capacity in post-secondary education and training institutions. Strategies 140 Unemployment and underemployment are two of the most serious development problems facing the partner countries in which german development cooperation operates. according to the international Labour Organization (iLO), 186 million people worldwide are unemployed. the number of underemployed people in developing countries is estimated to be far higher – as many as 550 million. Facilitating more people‘s access to productive employment that pays a decent wage, thus giving them a source of income, is a key element of sustainable poverty reduction and the achievement of the Millennium Development goals.

This Strategy Paper establishes programmatic directives for the formulation of Germany’s official development cooperation in the core competency area of technical and vocational education and training and the labour market and in the priority areas of German development cooperation, in which technical and vocational education and training is a cross-cutting theme.

Due to falling fertility rates since the 1960s, Europe’s population is ageing, with growing impact on its labour force. In consequence, many European States have raised pension age and designed incentives for people to stay longer in employment. This results in a steady increase of participation among older workers and a change in attitude towards retirement.

This report reviews practices in employers’ age management strategies and the role of guidance therein. Several challenges and messages for policy and practices are identified. This includes training opportunities and validation of prior learning.

Supported by European Commission (EC), the project, 'Enhancing socio-economic development through investing in human capital in Punjab and Sindh' seeks to improve the TVET sector by working on relevance, quality, access and equity of TVET services predominantly for the deprived communities, and exclusively focuses on rural women and youth in Sindh and Southern Punjab. The target districts for the project include Multan, Muzaffargarh, Vehari, Rajanpur in Punjab and district Tando Allahyar, Thatta and Mirpur Khas in Sindh.

This report documents a baseline study carried out as part of the preparatory stage by the project to assess the present situation in the target locations and set bench marks against the performance indicators identified in the project design. The study aimed to identify marketable skills, technical and vocational training needs of rural women and youth, barriers, challenges and opportunities regarding youth and women's employability and self-employment in the seven target districts. The study employed both quantitative and qualitative data gathering tools including a questionnaire survey, FGDs and In-depth interviews with key stakeholders complimented by a literature review.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Regardless of the level of the current and long-term development of economy, employment is considered as one of priority areas for ensuring social-economic stability of the country, hence the state employment regulation and management stem from objective necessity. Here there is a need for highlighting the importance of “labour resource selection – labour market – population employment” cycle, which does not always provide for the effective balance in the labour market itself. Therefore, the main target for the state in this sphere has to be the provision of balances though additional efforts.

This employment strategy has been developed taking into consideration the Constitution of the Republic of Armenia, the legal regulatory framework of the sphere, as well as the International labour Organization conventions and agreements concerning employment, the requirements of the European Social Charter, European Neighbourhood Policy. It provides a concise chapter on employment development and challenges, among which the labour market & education relation is discussed.

Education stands at a critical juncture in the Arab States – more than three years after the eruption of the Arab Spring sparked by young people of the region, and one year before the deadline for the realisation of the six Education for All (EFA) goals, the future role and direction of education hang in the balance. The enthusiasms and tensions of the Arab Spring were fuelled in part by growing demand for education and for the benefits it is purported to bring, as well as by frustrations with its low quality and inability to deliver work opportunities. Fully one in five people is aged 15-24 – a total of 85 million – and one in four of these is out of work. In some countries of the region, unemployment among university graduates is higher than among those with nothing more than primary schooling.

The Arab Spring has highlighted the role of youth, of women, and of information and communication technologies (ICTs). EFA is of course all about what opportunities young people have to develop their potential and contribute to society. It is also worth noting that the EFA agenda set goals for gender parity and gender equality in education, and stressed the need to integrate ICTs into educational processes. This report reviews the status of progress towards the EFA goals and then presents a number of examples of recent activities designed to accelerate progress. It also reviews the status of the 2015 EFA final review process and of discussions on the post-2015 education agenda.
