Presentation by SENAI (Serviço Nacional de Aprendizagem Industrial) delivered at the Knowledge-Sharing Workshop on Skills for Employment: Good Practices and Effective Institutions to Bridge Education, Training and Decent Work, Turin, Italy, 4-6 May 2011. Labour market information and mediation services can play an important role in matching supply and demand. In Brazil, SENAI, one of the most important institutions in the country providing formal training for industry workers, is attuned to the current and future demands of local industries. It does this by continuously monitoring the job market; identifying technological and organizational trends (for a forward looking period of 5 to 10 years) and tendencies in a range of occupations; and, conducting demand research in all states to identify specific needs of local industry.

The report argues that sustained growth is necessary to achieve the urgent development needs of the world’s poor and that there is substantial scope for growing cleaner without growing slower. It recommends that countries make strategic investments and farsighted policy changes that acknowledge natural resource constraints and enable the world's poorest and most vulnerable to benefit from efficient, clean, and resilient growth. Chapter 4 of the report examines implications of green growth policies for labour markets and job creation and tackles the debate on whether green growth will create jobs. It finds that in order to smooth the impacts on labor markets of the transition to green growth, policy makers need to tackle potential skill shortages and impediments to worker mobility.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The Green Jobs Programme of the ILO works towards an environmentally sustainable social and economic development. It allows for the generation of alternative employment with reduced environmental impact. This report provides an overview of the activities and experiences carried out by the Green Jobs Programme of the ILO in 2010 and 2011. The highlights section of the report presents a selection of successful experiences, including: Green youth entrepreneurship in Africa; women solar technicians and entrepreneurs in Bangladesh; and, solar energy solutions for social housing in Brazil. By describing the development of the practices, they allow for an inside view of the programme’s work. The report concludes that green jobs have been both promoted and implemented across the world, and that the scope for further green jobs is encouraging. It argues that in order to ensure that the green jobs are recognized as a sustainable approach to poverty, climate change and environmental degradation, cooperation at national and international level is crucial, including ILO stakeholders, civil society and UN agencies.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.

This landmark report is the first comprehensive study on the emergence of a “green economy” and its impact on the world of work in the 21st century. It assembles evidence - quantitative, anecdotal, and conceptual—for currently existing green jobs in key economic sectors (renewable energy, buildings and construction, transportation, basic industry, agriculture, and forestry) and presents estimates for future green employment. The report recommends a number of pathways to a more sustainable future directing investment to low-cost measures that should be taken immediately including: assessing the potential for green jobs and monitoring progress to provide a framework for policy and investment; addressing the current skills bottleneck by meeting skill requirements because available technology and resources for investments can only be deployed effectively with qualified entrepreneurs and skilled workers; and ensuring individual enterprises’ and economic sectors’ contribution to reducing emissions of greenhouse gases with labour-management initiatives to green workplaces. The report was funded and commissioned by the UN Environment Programme (UNEP) under a joint Green Jobs Initiative with the International Labour Office (ILO), and the International Trade Union Confederation (ITUC) and the International Organization of Employers (IOE), which together represent millions of workers and employers worldwide. It was produced by the Worldwatch Institute, with technical assistance from the Cornell University Global Labour Institute.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

This employment model for green jobs in the Philippines is produced by the Green Jobs in Asia project which is supported by the Australian Government (2010–2015). The construction of social housing is not typically considered a testing ground for green innovation. However, eligible residents of the Southville 8 housing project in Rodriguez, Rizal are learning the skills necessary for the production and installation of environmentally-friendly construction materials, improving their employment prospects and creating a healthier, more climate-secure community in the process. The employment model in sustainable construction for the Philippines establishes a strategy for the creation of green/er jobs. It does so by supporting innovative partnerships and developing curricula for skills, entrepreneurship and financial training to promote green jobs for low-income communities, with a particular focus on women. This strategy is based on the construction of new-build projects, involving a multi-tiered approach, with partners drawn from both the public and private sectors.

Sustainable tourism in Indonesia is expanding and in great demand. Therefore, taking advantage of the huge potential for job creation and livelihoods within the tourism industry is an opportunity that needs to be acted upon without delay to help create green jobs and decent work. Implementing the employment model as a tool in sustainable tourism in Indonesia is a first but important step in this direction. It sets the normative and technical conditions for the large scale creation of jobs and livelihoods in Indonesia linked to ecotourism and green homestays. It achieves this by combining innovative partnerships, skills development, entrepreneurship and financial training to improve working conditions and reduce poverty by creating productive work at the local level.

This employment model for green job is produced by the Green Jobs in Asia Project which is supported by the Australian Government (2010–2015). There are important green-job-creation opportunities in Sri Lanka’s recycling industry. However, sub-standard working conditions, productivity gaps and low incomes as well as the informal nature of the work remain key challenges to be addressed. To transform waste recycling into work which is truly deemed to be ‘green jobs’ is the main aim of the employment model for the Western Province of Sri Lanka. The model achieves its objective to improve working conditions by supporting innovative partnerships, developing curricula for skills, entrepreneurship, and financial training. The model promotes productive work and facilitates the progressive formalization of jobs among the most vulnerable categories of informal workers and women involved in waste collection and processing.

This employment model for green jobs in Bangladesh is produced by the Green Jobs in Asia Project supported by the Australian Government – ILO Partnership Agreement (2010–2015). While new jobs in the renewable energy sector are on the rise in Bangladesh, efforts must be made to ensure that these jobs provide pathways to sustainable employment through productive and decent work. The employment model in Bangladesh tackles these issues through the formation of innovative partnerships, development of curricula and competency standards, and skills training courses on the installation and maintenance of solar home systems. The target beneficiaries are unemployed women and men in 10 rural districts. To implement the project, a Public-Private Partnership has been set up with Grameen Shakti and the Bureau of Manpower Education and Training.

Bangladesh

Bangladesh has a strong track record of growth and development, even in times of elevated global uncertainty.  A robust demographic dividend, strong ready-made garment exports, resilient remittance inflows, and stable macroeconomic conditions have supported rapid economic growth over the past two decades. A strong recovery from the COVID-19 pandemic continued in FY22, although a recent surge in commodity prices has presented new headwinds. 

Bangladesh reached lower-middle income status in 2015. It is on track to graduate from the UN’s Least Developed Countries list in 2026. Poverty declined from 43.5 percent in 1991 to 14.3 percent in 2016, based on the international poverty line of $1.90 a day (1).  

Like many of its Asian neighbours, Bangladesh faces a major challenge trying to develop modern, employability skills for tens of millions of young women and men. It has a large informal sector, which accounts for 94.7 percent of the total employment in 2017 (2). Youth continue to be highly affected by the lack of opportunities, with the share of youth aged 15-24 not in employment, education or training (NEET), estimated at 27.8 percent in 2020 (3). 

TVET has a huge role to play in equipping the vast young labour force of 15-29 years referred to as the country’s “demographic dividend” with employability skills and providing enhanced support services to ensure a better transition from school to work. TVET may also contribute to reducing poverty by providing employability skills, particularly to those who drop out of school early and to a large number of unemployed and underemployed adults.  

Despite many reform initiatives by the government, the TVET sector needs further strengthening through reform of policies and systems in the labour market.  Enhancing industry-relevance of TVET qualifications will furthermore require closer Government cooperation with the private sector. For one and a half decade, the ILO has worked closely with the Government of Bangladesh and its Social Partners to reform the TVET sector and to improve access for people to increase their skills and employability, in particular youth, women and people from other marginalized groups. 

The impact of the COVID-19 pandemic had detrimental effects on the TVET sector, due to the nation-wide closure of all educational institutes for one and a half years, starting on 17 March 2020.  Most students’ learning was effectively abolished for this duration, and learning and certification was only possible through limited online learning facilities in existence at the time. Only recently has the TVET returned to its prior activity level. 

The ILO landmark programmes aim to strengthen and improve the environment for industry skills development, address the mismatch between the supply and demand for skills training, and drive the increased employability of millions of young women and men. ILO’s support to develop the skills system in Bangladesh has focused on skills system governance, development of skills policies and qualifications frameworks; delivery of quality skills training, expanding access to TVET, and involvement by the private sector.
