Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Education, entrepreneurship, and physical and social infrastructure all play an important role in developing rural regions. Skills are central to improving employability and livelihood opportunities, reducing poverty, enhancing productivity and promoting environmentally sustainable development.

This Information Note presents the Training for Rural Economic Empowerment (TREE) programme of the International Labour Organization (ILO), which aims to promote rural employment using a community-based approach to skills development. It outlines some of the challenges faced in efforts to improve rural livelihoods, presents an overview of the TREE programme, describes some national experiences in implementing TREE and summarizes the programme’s contribution to supporting the ILO’s Decent Work Agenda. It is intended to inform ILO constituents, skills development specialists and training practitioners about the programme and its potential to support national rural skills initiatives.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

In the north of Mozambique, the Norway–ILO partnership is active in Cabo Delgado Province, the third poorest province in the country. It is here where the partnership helps unemployed and underemployed young women and men from rural communities to acquire the skills needed to obtain decent and productive work. The use of “Mestres”, experienced technical professionals/entrepreneurs from the rural communities, as trainers has emerged as a fundamental strategy to achieve the results set out by the partnership programme.

Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

In a remote area of Mozambique, rural populations face a daunting path out of extreme poverty and vulnerability. With the support of the Korea International Cooperation Agency (KOICA), the ILO is implementing its “TREE” programme aimed at promoting decent work and inclusive growth.

The rural people of Mozambique’s Cabo Delgado province, located in the north, are among the poorest and most vulnerable in the country. Despite relatively strong economic growth in Mozambique through the first decade of this century, in this region poverty and illiteracy remain widespread and present huge challenges for training and skills.
 

“Most of them do not have any kind of qualification or training,” says Ana Cristina Paulo, the ILO’s Chief Technical Officer of the project in Mozambique. Moreover, the level of illiterate young and adult population aged 15-60 years and above remains among sub-Saharan Africa’s highest. “They often do not speak Portuguese (the National language), just the local dialects, and they live in very remote areas with no access to power or even potable water.”

Given the broad consensus that training in skills is one of the most direct paths to promote decent work and encourage inclusive growth in high and low income economies alike, in 2015 the ILO, with the support of KOICA, began implementing the 'Skills for employment and productivity in low income countries' programme in selected districts of Cabo Delgado.

The project adapts elements of the G20 Training Strategy developed by the ILO, in partnership with other international, regional and national organizations and employers’ and workers’ representatives, to support the transition between education, training and work.

A central part of the effort is the TREE programme being implemented by the ILO, in collaboration with the government of Mozambique. Short for Training for Rural Economic Empowerment, TREE has grown from deprived communities in Bangladesh and Pakistan to provide a model for liaising with the community it aims to help in structuring training design and implementation. It is especially effective in environments with poor opportunities for education and formal technical training.

The first step in the TREE programme is to go into the community and look to understand the local economy and the level of skills already present: “We made a diagnosis of the economic opportunities that could easily create jobs,” says (Ms.) Paulo. “We have decided to deliver training now in 20 areas such as carpentry, fisheries, photovoltaic energy, crafts … a wide range,” including some 1,100 youth who are currently completing the first stage of training in the TREE methodology.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This document provides case studies from different regions that set out the challenges, successes and lessons learned relating to the development of knowledge, skills and capacity for youth in agriculture. Bearing in mind the necessity of addressing various approaches for targeting youth, case studies cover the areas of peer-to-peer knowledge transfer, vocational training and skills development, and education systems and research. Specific issues concerned with how to integrate traditional or inter-generational knowledge and the use of new technologies are interwoven throughout the various case studies. The conclusion offers insights into how learning from these initiatives can inform the broader policy environment as well as the design of youth targeted policies, projects and programmes - with the overarching objective of providing attractive, remunerative and sustainable livelihoods for youth in agriculture to further food security and nutrition.

A Formação para o Empoderamento Económico das Comunidades Rurais (Training for Rural Economic Empowerment, TREE) é um programa desenvuelto pelo Departamento para as Competências e a Empregabilidade da OIT, concebido segundo os princípios de formação de base comunitária. Esta metodología sistemática garante que a formação está ligada a oportunidades económicas e de emprego, e que os grupos-alvo desfavorecidos, incluindo as mulheres pobres e as pessoas com deficiência, podem aproveitar estas oportunidades e, assim, ver o seu poder económico reforçado.

O presente Manual é uma fonte de informação e um guia para conceber, planear e implementar um programa nacional relacionado com os processos da metodología TREE. O seu conteúdo reflete a experiência considerável adquirida pela OIT através da implementação de projetos de apoio técnico relacionados com aquela metodologia. O Manual Genérico da TREE não constitui um esquema para um projeto, sendo um guia desenvolvido especificamente para planear, conceber e implementar programas de apoio à formação e pós-formação para reforçar o poder das pessoas pobres e das suas comunidades. Trata-se de um documento abrangente que ilustra os processos sistemáticos para conceber um programa de desenvolvimento das competências com base na metodologia TREE. Este Manual contém diretrizes, ferramentas de implementação e materiais para auxiliar os responsáveis pelo planeamento, os gestores de projetos e os parceiros de implementação dos programas de desenvolvimento das competências como parte integrante das estratégias de redução da pobreza e de empoderamento.

Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Yet, rural economies tend to face a wide range of challenges that urban areas are more likely to overcome. These include access to transportation, sanitation and health services, and a consumer base in close proximity to support small and medium enterprise development. Women and men working in rural areas also face difficulties associated with a paucity of economic opportunities, under investment, poor infrastructure and public services, including education, and, in many cases, weak governance and underdeveloped markets.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Implementing the ILO/G20 Training Strategy for Strong, Sustainable and Balanced Growth The Labour Market Information and Employment Services (LIfE) project aims to support the Government of Nepal in strengthening public employment service centres to provide improved access to basic information and services that can help job seekers, in particular youth, make well-informed choices about education, training, and employment. The project also focuses on establishing a jobs portal and a labour market information analysis system to better match the requirements of employers and job seekers. LIfE is funded by the Korea International Cooperation Agency (KOICA) and executed by the International Labour Organization in collaboration with collaboration with the Ministry of Labour and Employment and the Department of Labour of Nepal.

To date, more than 500 women and men have been assisted through the project. This photo album illustrates how LIfE is helping to improve employment services effectiveness and support to Nepalese job seekers. Some personal stories are highlighted in the narratives accompanying the following photographs.
