This Strategy sets out key policy areas and actions for the period 2016 to 2021 within the framework of UNESCO’s Medium Term Strategy. It contributes to UNESCO’s strategic objectives, the Organization’s global priorities for gender equality and Africa, the Global Action Programme on Education for Sustainable Development and the Operational Strategy on Youth.

Within this context and in full alignment with SDG4 to “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all”, the Strategy aims to support the efforts of Member States to enhance the relevance of their TVET systems and to equip all youth and adults with the skills required for employment, decent work, entrepreneurship and lifelong learning, and to contribute to the implementation of the 2030 Agenda for Sustainable Development as a whole.

The Strategy has three priority areas:
(1) Fostering youth employment and entrepreneurship;
(2) Promoting equity and gender equality;
(3) Facilitating the transition to green economies and sustainable societies.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

El aprendizaje a lo largo de toda la vida y el concepto resultados de aprendizaje (learning outcomes), se han convertido desde el Consejo Europeo de Lisboa en marzo de 2000, en conceptos clave que presiden buena parte de las políticas europeas en Educación y Formación. En España, según la Encuesta de Población Activa 2010 (2ºT), existen 12.881.100 personas mayores de 16 años, el 33.5%, que no poseen titulación de enseñanza básica obligatoria, y 13.459.400 trabajadores, el 58,2%, que no han recibido preparación específica para el desempeño de un puesto de trabajo.

En este contexto, este Plan de Acción contempla todos los elementos relevantes del Programa de la Unión Europea 2010 sobre Educación y Formación, en consonancia con iniciativas como el EQF (Marco Europeo de Cualificaciones para el Aprendizaje a lo largo de la vida).

Muchas empresas alemanas establecidas en México, conscientes de la ventaja del sistema dual, son pioneras en la aplicación de la Formación Dual en México. Sus centros de capacitación tienen carácter ejemplar para todo el país.

Actualmente, la GIZ –en colaboración con el BIBB- elabora la propuesta para un proyecto de cooperación en dicho ámbito. Paralelamente, se prepara un Memorándum de Entendimiento que sentará la actual cooperación mexicano-alemana sobre nuevas bases.

En los últimos años, Costa Rica se ha posicionado internacionalmente como un modelo mundial en el desarrollo sostenible y en la promoción de iniciativas para decarbonizar la economía. Esta transición hacia un modelo sostenible ha generado un cambio en el país que demanda la generación de empleos verdes y el entrenamiento de los trabajadores para enverdecer los puestos que ya existen (Daley, Reyes, Vega & Alfaro, 2010). Puesto que el desarrollo sostenible requiere la integración del crecimiento económico, el progreso social, el sistema institucional y los aspectos medioambientales, la promoción de empresas sostenibles debe ser un área prioritaria del trabajo para lograr la meta de carbono neutralidad del país.

En este estudio se exploraron las principales necesidades de ocupaciones y habilidades para los empleos verdes en el sector empresarial costarricense con el fin de anticipar la demanda del mercado laboral en los próximos años y generar algunas recomendaciones para establecer alianzas de cooperación entre la Cámara de Industrias de Costa Rica (CICR) y las instituciones del país a las que le compete la creación de las condiciones propicias para los empleos verdes.

With the current high level of youth unemployment in the European Union, the affected countries are looking for ways to improve the transition between school and employment and are increasingly turning their sights on the dual vocational training system. Combining theoretical reflection in vocational schools with practical in-company experience not only ensures that the business world will have skilled workers with real-life training, but also facilitates the young people’s transition into the labour market. A strong interest in the dual system extends beyond the borders of Europe, with India, China, Russia and Vietnam having already arranged to cooperate with the German government.

This study reviews how countries can adopt different aspects of the German dual model in line with the country’s own educational, social and economic objectives. To this end, the dual vocational training system has been broken down into eleven components that can be viewed individually: How is the dual system financed? How can theory and practical training be combined in a meaningful way? How are examinations conducted? The paper shows how individual components can be imported and what options exist for substituting certain elements. The study extends beyond the scope of the German system, to the international level. It explores core aspects of the eleven essential elements of Germany’s dual system, along with a discussion of their potential benefits for other countries and possible approaches to exporting a modified version of the system.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Este documento busca facilitar que delegados y delegadas sindicales puedan identificar las distintas situaciones por las que una persona en prácticas puede estar en la empresa, ya sea para introducir criterios en la negociación colectiva que permitan diferenciar con claridad las actividades “de prácticas” de aquellas que corresponde realizar en el marco de un contrato laboral o para informar a los y las jóvenes (dentro y fuera de la empresa) sobre cualquier consulta relacionada con este tema.

El documento tiene dos partes centrales. En la primera, el lector o lectora encontrará un “mapa” (“Esquema de las modalidades de prácticas”) de las formas en las que se combinan aprendizaje y trabajo en la legislación española y una ficha que describe los principales rasgos de cada una de ellas. En la segunda, se pueden encontrar recomendaciones y una selección de cláusulas de convenios colectivos.

Held every two years, the WorldSkills Competition is the world's largest professional education event.

Competitors from over 50 countries and regions in the Americas, Europe, Asia, South Pacific and Africa simulate real work challenges that must be completed to international standards of quality. They demonstrate individual and collective technical skills to perform specific tasks for each of the professional skills.

Throughout its 65 year history, the Competition brings together the best young people from around the world in their chosen profession. They represent the best students selected in local and national skills competitions for professional education.

The event also provides contact and exchange of information on best practices in professional education among industry leaders, governments and education experts. The experience and the results of all of the competitions provide valuable feedback to the Competitors, their countries or regions of origin and businesses and schools in which they are being trained. In each Competition, delegations aspire to ever-higher results, while the Competitors are role models to inspire school children to engage in technical and skilled careers.

It is the first time in history that the WorldSkills Competition will be held in South America. The 43rd edition, being held in São Paulo in August 2015, is expected to surpass the record number of Competitors registered for the Competition. In Leipzig, Germany in 2013 - nearly 1,000 participants from 53 countries and regions competed for medals in 46 Skills.

This time, the Competition is organized by the National Service for Industrial Training (SENAI), which is one of the five largest complexes of professional education in the world and WorldSkills International, a global organization promoting skills excellence and development.
