L’Etat reste dans tous les pays le plus grand contributeur aux dépenses de l’EFTP, mais la faiblesse des moyens publics attribués (seulement 2% à 6% des dépenses publiques d’éducation selon le rapport OCDE-BAD/2008) oblige la plupart des pays à entrer dans une stratégie de diversification des sources de financement afin de toucher un public plus large tout en optimisant les coûts de la formation. Cette stratégie passe par la production de revenus additionnels au niveau de l’offre de formation, mais surtout par la recherche d’une contribution des entreprises au financement de la formation.

L’étude commanditée par l’Agence française de développement (AFD) à l’Association pour le développement de l’éducation en Afrique (ADEA) vise trois objectifs spécifiques:

Objectif 1 : Rédiger une note bibliographique synthétisant les principales études réalisées au cours des dix dernières années sur le thème du financement de la formation professionnelle ;
Objectif 2 : Proposer une typologie/grille de lecture des fonds de financement de la formation professionnelle ;
Objectif 3 : En fonction de la typologie/grille de lecture, émettre des recommandations concernant les types d’accompagnement possibles.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

EFA Global Monitoring Report The 2015 EFA Global Monitoring Report provides a complete assessment of progress towards the Education for All goals established in 2000 at the World Education Forum in Dakar, Senegal. The report takes stock of whether the world achieved the EFA goals and whether EFA partners upheld their commitments. It also explains possible determinants of the pace of progress and identifies key lessons for shaping a post-2015 global education agenda.

For example, many young people lack the skills they need for decent jobs and global efforts are required to build the foundational skills for entering the workforce and actively participating in society. Chapter 3 of this report describes progress in access to secondary education, as well as barriers for marginalized groups. It examines skills and values that matter for social progress, and calls for education alternatives for those no longer in school. Finally, the chapter reviews the changing discourse on technical and vocational skills, and provides examples of adult education.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The conference’s sub-theme "Decent and Sustainable Work" will be co-convened by UNESCO-UNEVOC and the Centre for International Education Research, University of Nottingham

The Sustainable Development Goals represent an important step forward in development thinking by bringing together sustainable development with poverty alleviation, inequality and technological change in a holistic account of how people’s lives can be enhanced. This vision reemphasises the central importance of work to development in a way that was lost in the MDGs. Such work should be decent and sustainable. It should contribute to incomes, productivity and competitiveness but also help in addressing issues of environmental degradation, safe sanitation and community development. However, work also contributes to human development, integrating people into society and furthering the development of their identities.

A return to the development centre stage of work means also a renewed appreciation of the importance of skills. Here, the SDGs are working in parallel with UNESCO’s development of a new global vision of skills for work and life, as expressed in the Shanghai Consensus of 2012 and the Revised Recommendation on Technical and Vocational Education and Training, which is due for approval in late 2015.

The Shanghai Consensus coined a new notion of transformative TVET; radically changed internally but also acting as a catalyst for wider sustainable development. However, work is required to develop the new concept further. As well as such theoretical work, there is a need for further exploration of promising practices that develop one or more aspect of a transformative vision for TVET. It will also be important to develop new models of evaluating TVET against the transformative agenda.

This sub-theme will be co-convened by UNESCO-UNEVOC and the Centre for International Education Research, University of Nottingham. It will be concerned with matters of theory, policy, practice and evaluation and will include policymakers, practitioners and researchers.

Les compétences, c’est primordial. Pour les travailleurs, les compétences sont synonymes d’aptitude à l’emploi et de mobilité sociale. Elles sont la meilleure assurance contre le chômage et un vecteur important de développement personnel et de citoyenneté active. Dans le même temps, les compétences et aptitudes des travailleurs européens sont des facteurs essentiels pour la productivité, la compétitivité et l’innovation dans l’Union européenne. Investir dans les compétences est un préalable indispensable au bon fonctionnement de nos économies sur le long terme et à la pérennité du modèle social européen. Mais les emplois de demain ne seront pas ceux que l’on connaît aujourd’hui. Quelles seront les compétences nécessaires dans 10 ou 15 ans et combien de travailleurs devront-ils les maîtriser?

Pour répondre à cette question, le Conseil européen a invité la Commission à évaluer les compétences requises en Europe jusqu’en 2020 afin de soutenir ses efforts de prévision des besoins de demain et d’envisager comment les satisfaire. Cette Communication explique comment la Commission organisera ses travaux d’anticipation et de mise en concordance des compétences et des emplois. Elle est le fruit d’une étroite coopération entre la direction générale de l’emploi, des affaires sociales et de l’égalité des chances et de la direction générale de l’éducation et de la culture.

Le secteur du BTP au Burkina Faso est, certainement comme dans beaucoup de pays, un secteur important en termes économiques et à forte densité de main d’œuvre. La qualification des ressources humaines est un des facteurs de la qualité des prestations de ce secteur. Il existe des centres de formation au Burkina Faso dont il faudra évaluer la pertinence aussi bien pour ce qui concerne la qualité que pour le nombre de personnes formées.

L’objectif principal de l’étude est d’accompagner le processus d’opérationnalisation de la PN/EFTP pour la réalisation d’une « étude d’opportunité pour l’analyse des besoins en matière de qualification des ressources humaines dans le secteur du Bâtiment et des Travaux publics en plaçant un accent particulier sur les exécutants des corps d’état présents à pied d’œuvre et qui ne disposent pas toujours de cadres formels ».

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

The World Employment and Social Outlook: Trends 2015 includes a forecast of worsening global unemployment levels and explains the factors behind it, such as continuing inequality and falling wage shares. The report looks at the drivers of the rising middle class in the developing world as well as the risk of social unrest, especially in areas of elevated youth unemployment. ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth.
