This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

De meilleures compétences pour un meilleur emploi est le troisième d’une série de coups d’oeil sur la recherche pour Se propulser à l’avant-garde, une série qui prône de faire preuve d’innovation dans les programmes d’alphabétisation et de compétences essentielles afin d’obtenir des résultats concrets.

En Ontario, les programmes d’alphabétisation et de compétences essentielles et leurs transitions vers la formation professionnelle ou les programmes d’études postsecondaires ne s’alignent généralement pas sur les secteurs d’emploi, l’information sur le marché du travail ou la progression en milieu de travail. Ce manque d’harmonisation est particulièrement vrai lorsqu’il s’agit des types de professions normalement accessibles aux personnes sans diplôme d’études secondaires. Les chercheurs d’emploi comme les travailleurs peu qualifiés se heurtent souvent à des obstacles considérables quand il s’agit d’améliorer leurs capacités, car ils sont aux prises avec des contraintes financières, des besoins en matière de transport et de garde d’enfants, des emplois itinérants et des heures de travail irrégulières. Par ailleurs, pour les employeurs, le fait d’avoir des travailleurs qui peuvent passer d’un emploi peu spécialisé à un emploi plus spécialisé augmente la satisfaction et la productivité de la main-d’oeuvre, réduit le roulement du personnel ainsi que le temps et l’argent consacrés au recrutement, et améliore le rendement global de l’entreprise.

Le présent document explore les initiatives d’ échelons de carrière, une série de programmes interreliés d’alphabétisation, de formation linguistique et de formation professionnelle qui permettent aux individus d’obtenir un emploi dans un secteur industriel ou professionnel précis, puis de gravir successivement les échelons de formation et d’emploi au sein du secteur. Chaque étape vise explicitement à répondre aux besoins tant des participants que des employeurs afin de leur permettre d’obtenir les compétences nécessaires en milieu de travail.

The 2015 edition of the OECD Employment Outlook provides an in-depth review of recent labour market trends and short-term prospects in OECD countries. Chapter 1 looks at recent labour market developments focusing on minimum wages, while Chapter 2 draws on the OECD’s International Survey of Adult Skills and considers skills and wage inequality. Chapter 3 looks how policies to to get job seekers back into work can help make labour markets more inclusive, while Chapter 4 examines job quality in terms of earnings mobility, labour market risk and long-term inequality. Finally, Chapter 5 discusses how job quality in emerging economies can be enhanced.

This report makes an important contribution to a new agenda of youth-friendly employment policies and practices. It analyses the situation of youth employment and unemployment in the context of the jobs crisis and identifies successful policy measures in OECD countries. It also discusses structural reforms in education and in the labour market that can facilitate the transition from school to work. The report draws on both recent data and the main lessons that emerged from the 16 country reviews conducted as part of the OECD Jobs for Youth/Des emplois pour les jeunes programme.

This fact sheet claims that being able to access and manage information using ICT are essential skills in today’s increasingly knowledge-based economies. Higher proficiency in these skills is rewarded with a greater likelihood of participating in the labour force, and more frequent use of ICT at work is rewarded with higher wages than is observed among adults who are equally proficient in literacy and numeracy, but who have less proficiency in this skill or use ICT infrequently. Since adults with no ICT experience are at a considerable disadvantage in employment prospects and wages, policy makers can consider ways of ensuring that all individuals have access to ICT training, whether during compulsory education or in adult learning activities.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Les Perspectives de l’OCDE sur les compétences 2015 : Les jeunes, les compétences et l’employabilité font apparaître clairement que là où le système éducatif et le marché du travail coexistent séparément, il s’avère particulièrement ardu pour les jeunes de réussir le passage de l’un à l’autre. L’insertion dans le monde du travail se fait d’autant mieux que les systèmes éducatifs sont souples et à même de s’adapter aux besoins du marché du travail, que les employeurs interviennent tant dans la conception que dans l’application des programmes d’enseignement, que les jeunes ont accès à des services d’orientation et à une formation continue de qualité qui les aident à mettre leurs compétences en adéquation avec les emplois qui s’offrent à eux, et que les obstacles institutionnels à l’entrée dans la vie active – y compris pour ceux qui disposent des compétences adéquates – ont été levés.

Cette stratégie s’inscrit dans la perspective d’une mise en œuvre des dispositions pertinentes de la Constitution, des lois d’orientation de l’éducation, des orientations majeures du Document de Stratégie de Réduction de la Pauvreté (DSRP), ainsi que des engagements du Togo en faveur de l’éducation pour tous (EPT) et plus particulièrement de l’universalisation de l’enseignement primaire (OMD n° 2) comme objectif à atteindre par le système éducatif en 2020.

Le développement attendu du système éducatif doit être soutenu par une augmentation de la part de l’éducation dans les dépenses de l’Etat. De plus, il commande la prise en compte de la formation professionnelle comme un moyen de professionnalisation des enseignements, de développement des ressources humaines, d’amélioration de la productivité du travail dans les secteurs informels agricole et non agricole et un mécanisme de régulation des flux à la fin de chaque niveau d’études, en vue de l’insertion des sortants dans le système de production.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

L’apprentissage tout au long de la vie, le Lifelong Learning, est indispensable pour « permettre à l’humanité de progresser vers les idéaux de paix, de liberté et de justice sociale » (Jacques Delors, 1996). Le Lifelong Learning couvre «toute activité d’apprentissage entreprise à tout moment de la vie, dans le but d’améliorer les savoirs, savoir-faire, aptitudes, compétences et/ou qualifi- cations, dans une perspective personnelle, sociale et/ou professionnelle » (Centre européen pour le développement de la formation professionnelle, CEDEFOP 2008, p. 123). Au niveau national, les acteurs clés s’accordent sur cette définition. Le Lifelong Learning s’adresse donc à toute personne, quels que soient son âge et son cadre d’apprentissage. Il com prend aussi bien la formation initiale (enseignement fondamental, enseignement secondaire, formation professionnelle, enseignement supérieur), que l’éducation et la formation des adultes sans distinction du type de formation, qu’elle soit formelle, non-formelle ou informelle.

C’est cette conception large du Lifelong Learning qui sert de base à ce Livre blanc. Traditionnellement, la dénomination «Lifelong Learning » au Luxembourg est surtout utilisée pour qualifier la formation professionnelle continue. Faisant référence aux dispositions du programme gouvernemental concernant la définition d’une stratégie du Lifelong Learning, le Livre blanc se limite aux volets de l’éducation et de la formation des adultes, à l’exception du volet relatif à l’orientation qui couvre le Lifelong Learning dans son ensemble.

ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

France devotes a great deal of resources to vocational training for youths and especially adults, but the system is unduly complex and yields rather poor returns. The basic literacy and numeracy skills of many French adults remain weak in international comparison, with harmful effects on employment opportunities, wages and well-being. Access to basic skills training is poor for those who need it most, many of whom come from disadvantaged socio-economic backgrounds. Secondary vocational education and apprenticeship training still suffer from a serious image problem in the minds of French families, even though the latter have a good track record. The government has succeeded in ensuring that the number of apprenticeships is growing, but that is mostly due to those studying at the tertiary level or at least for a higher secondary diploma. The labour market outcomes of those with only shorter vocational qualifications are not good, and quality in that stream needs to improve.

This report analyses Vocational training and adult learning and provides insights to strengthen education and training as well as to ensure more equitable access to it all this in order to improve the living standards of the population in France.
