Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

This seventh edition of the annual Employment and Social Developments in Europe (ESDE) Review presents a detailed analysis of key employment and social issues and concerns for the European Union and its Member States as they pursue the EU 2020 employment and social goals.

The report feeds into the European Semester and the 2017 flagship initiative of the European Pillar of Social Rights. The main findings of ESDE 2017 corroborate the rationale and the objectives of follow-up initiatives of the Pillar, such as the proposal for a ‘New Start Initiative to support work-life balance for parents and carers’ and the social partner consultations on Access to Social Protection and the revision of the ‘Written Statement Directive’. As in previous years, the opening section of the ESDE review provides an overview of the most recent developments, trends and challenges in the employment and social fields. This year's edition focuses on the topic of ‘Intergenerational fairness and solidarity in Europe’.

The choice of topic reflects a growing perception that the impact of the crisis, as well as structural changes in the labour market including technological progress, are changing the world of work and may be putting younger generations in the EU today and in the future at a disadvantage relative to older people who are less exposed to these developments. If not addressed, these changes may undermine social cohesion, support for reforms and trust in the economic system and institutions. At the same time, intensifying demographic change will result in a growing number of older people and a shrinking working age population. This raises important questions about the implications for future economic growth and its sustainability, the fair distribution of the resources it produces between generations and the potential need for corresponding changes in the welfare state which facilitates intergenerational solidarity.

Against this background, while the first chapter provides an overview of recent employment and social trends, dedicated chapters analyse:

Chapter 3 - Working lives: the foundation of prosperity for all generations;

Chapter 4 - Securing good living standards in retirement also in the future;

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Quality apprenticeships based on robust social dialogue and public-private partnerships can improve employment prospects for young people while developing high level skills identified by employers as necessary for growth and increased productivity. Both informal and regulated apprenticeship systems are important learning resources enabling young people to overcome the work-inexperience trap, gain new and enhanced skills and recognized qualifications.

Provides insights on how teacher participation in high-quality professional development is systematically associated with a more intense use of some of the classroom practices that are key to student learning. Part of the Teaching in Focus series. Teacher professional development is deemed to be high quality when it includes opportunities for active learning methods, an extended time period, a group of colleagues, and collective learning activities or research with other teachers. The higher the exposure of teachers to high-quality professional development, the more likely they are to use a wide variety of teaching practices in the classroom. Professional development activities that focus on curriculum knowledge (rather than subject knowledge or pedagogy) and that involve collaborating with other teachers seem particularly well suited to enhancing teachers’ classroom practices. However, these types of professional development are not those that are most widely used around the world. Not all teachers have equal access to high-quality professional development. In some countries and economies, different participation rates in high-quality professional development are observed between male and female teachers, as well as between teachers who have and have not completed initial teacher education.

Volume 48 Issue 3.The IDS Bulletin is an open access, peer-review journal exploring emerging international development challenges. It is published bi-monthly and is the flagship publication of the Institute of Development Studies, a leading global institution for research, teaching and learning, and impact and communications, based at the University of Sussex.

Who are the youth and what is the problem? Are entrepreneurship and self-employment the solution? And what about youth aspirations? Such questions are addressed in this issue of the IDS Bulletin, drawing from the literature on how development research affects policy and noting that it says little about how young researchers move into policy engagement. Articles consider the evidence on youth employment policy and interventions, the politics of youth policy, the changing nature of young people’s work, and the promotion of entrepreneurship. They are authored by the ten members of the first cohort of the Matasa Fellows Network (a joint initiative by the MasterCard Foundation and IDS), which has a particular focus on the youth employment challenge in Africa.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

Un domaine de préoccupation de longue date est le faible taux de participation des femmes dans les sciences, la technologie, l'ingénierie et les mathématiques (STEM) et, par conséquent, dans les carrières liées aux STEM. Il s’agit d’une préoccupation importante car les carrières dans ce domaine sont souvent évoquées comme les « emplois de demain », génératrices de bien-être social et individuel, de croissance inclusive et de développement durable, à travers l'innovation et la créativité.

Pourquoi un tel écart entre les genres et comment y remédier ? Le Colloque international et le Forum sur les politiques de l'UNESCO seront organisés sur trois jours et constitueront des plates-formes de débat et d'apprentissage pratique en vue de:

• présenter les derniers résultats de la recherche et de la pratique.

• faciliter le dialogue sur les politiques, le partage des expériences et la mise en réseau.

• faire reconnaître la nécessité de renforcer l'éducation des filles dans les sujets liés aux STEM.

Le programme sera basé sur le thème général de l'éducation des filles dans les STEM, avec quatre sous-thèmes / axes: .

1. Construire les fondations : une éducation STEM de qualité tenant compte du genre.

2. Changer l’équation: aborder les stéréotypes et les préjugés entravant la participation des filles.

3. Graviter dans le domaine : aller vers, engager et autonomiser les filles et les femmes.

4. Câbler le réseau: partenariats, apprentissage intersectoriel et coopération.

Cet événement réunira plus de 200 délégués, dont des représentants du Ministère de l’éducation et d’autres hauts responsables, des professionnels de l’éducation et des éducateurs; des chercheurs et des spécialistes, des représentants d’organisations intergouvernementales et non gouvernementales ; des partenaires du développement, des représentants de la société civile ; des acteurs du secteur privé et autres.
