The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Access for all to good quality education, vocational training and workplace learning is a fundamental principle of social cohesion and economic growth. Some groups of people may require targeted attention if they are to benefit from education, training and employment opportunities.  

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.

Skills and employment policies should be viewed together.  The full value of one policy set is realized when it supports the objectives of the other.  For investments in education and training to yield maximum benefit to workers, enterprises, and economies, countries’ capacities for coordination is critical in three areas: connecting basic education to technical training and then to market entry; ensuring continuous communication between employers and training providers so that training meets the needs and aspirations of workers and enterprises, and integrating skills development policies with industrial, investment, trade, technology, environmental, rural and local development policies.

This joint OECD-ILO report provides a comparative analysis of case studies focusing on improving skills use in the workplace across eight countries. The examples provide insights into the practical ways in which employers interact with government services and policies at the local level. They highlight the need to build policy coherence across employment, skills, economic development and innovation policies, and underline the importance of ensuring that skills utilisation is built into policy development thinking and implementation.

Skills utilisation concerns the extent to which skills are effectively applied in the workplace to maximise workplace and individual performance. It involves a mix of policies including work organisation, job design, technology adaptation, innovation, employee-employer relations, human resource development practices and business-product market strategies. It is often at the local level that the interface of these factors can best be addressed.

To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

The 2017/8 GEM Report evaluates the role of accountability in global education systems regarding achievement of the vision of UN Sustainable Development Goal (SDG) 4: ensuring inclusive, equitable and good-quality education and lifelong learning for all. The report highlights the responsibility of governments to provide universal quality education and stresses that accountability is indispensable in achieving this goal. It also emphasizes that education is a shared responsibility. While governments have primary responsibility, all actors – schools, teachers, parents, students, international organizations, private sector providers, civil society and the media – have a role in improving education systems.

This edition examines the issue of sustainable enterprises through an in-depth analysis of the characteristics of firms, their strategies and how they relate to enterprise performance and labour market outcomes. The focus of this edition is primarily on formal private sector enterprises and the ways in which they respond to changing global and national contexts. In particular, the report assesses the linkages between various internal strategies to manage and organize human and financial resources – including capital structure, innovation, trade and global supply chains – and competitiveness and labour market outcomes at the enterprise level.

In so doing, the report emphasizes the role of governments and social partners in fostering sustainable enterprises, notably by shaping supporting institutions and policies through effective social dialogue. Yet it highlights that decent and productive employment is fundamentally based on firms fostering equity in employment opportunities, workers’ protection and rights, and investing in workers as well as other important factors of production.

The analysis of the report contributes to the Agenda for Sustainable Development, which places the promotion of job creation, entrepreneurship and the formalization and growth of micro-, small and medium-sized enterprises at the heart of achieving the goal of ‘decent work and economic growth’, and to the ILO’s Future of Work Centenary Initiative.

Measuring the outcomes of skills systems, policies and targeted programmes is essential in order to monitor and improve their effectiveness and relevance. Elements of sound assessment processes include: institutions to sustain feedback from employers and trainees; mechanisms to track labour market outcomes of training and systems of accountability that use this information; and, quantitative and qualitative labour market information and its dissemination to all stakeholders.

The World Bank’s World Development Report, published annually since 1978, is an invaluable guide to the economic, social, and environmental state of the world today. Each report provides in-depth analysis and policy recommendations on a specific and important aspect of development—from agriculture, the role of the state, transition economies, and labor to infrastructure, health, the environment, and poverty. The World Development Report 2018 (WDR 2018)—Learning to Realize Education’s Promise—is the first ever devoted entirely to education. And the timing is excellent: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to place their learning at the center. The 2018 WDR explores four main themes: 1) education’s promise; 2) the need to shine a light on learning; 3) how to make schools work for learners; and 4) how to make systems work for learning.

Report’s Main Messages:

-Schooling is not the same as learning.

-Schooling without learning is not just a wasted opportunity, but a great injustice.

-There is nothing inevitable about low learning in low- and middle-income countries.

The crisis has three main dimensions:

1. The first dimension of the crisis is the poor learning outcomes themselves.

2. The second dimension of the learning crisis is its immediate causes:
-Children arrive unprepared to learn.
-Teachers often lack the skills or motivation to teach effectively.
-Inputs often fail to reach classrooms or to affect learning.
-Poor management and governance often undermine schooling quality.

3. The third dimension of the crisis is its deeper systemic causes.

The Three Policy Actions to Address the Crisis

-Assess learning, to make it a serious goal.
-Act on evidence, to make schools work for learners.
-Align actors, to make the system work for learning.

The publication also introduces for the first time a full chapter dedicated to the Sustainable Development Goals, providing an assessment of where OECD and partner countries stand on their way to meeting the SDG targets. Education at a Glance: OECD Indicators is the authoritative source for information on the state of education around the world. With more than 125 charts and 145 tables included in the publication and much more data available on the educational database, Education at a Glance 2017 provides key information on the output of educational institutions; the impact of learning across countries; the financial and human resources invested in education; access, participation and progression in education; and the learning environment and organisation of schools.

The 2017 edition presents a new focus on fields of study, investigating both trends in enrolment at upper secondary and tertiary level, student mobility, and labour market outcomes of the qualifications obtained in these fields. The publication also introduces for the first time a full chapter dedicated to the Sustainable Development Goals, providing an assessment of where OECD and partner countries stand on their way to meeting the SDG targets. Finally, two new indicators are developed and analysed in the context of participation and progress in education: an indicator on the completion rate of upper secondary students and an indicator on admission processes to higher education.

The report covers all 35 OECD countries and a number of partner countries (Argentina, Brazil, China, Colombia, Costa Rica, India, Indonesia, Lithuania, the Russian Federation, Saudi Arabia and South Africa).

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Over the past decades, growing youth employment challenges in all countries have made the creation of more and better jobs for young people a top priority worldwide. Unless vigorous action is taken, global community may confront the legacy of a lost generation. Overcoming the youth employment crisis is fundamental to the evolution towards wealthier economies, fairer societies and stronger democracies.

The 2030 Agenda for Sustainable Development reiterates the internationally-agreed target of full and productive employment and decent work for young people. Despite some progress, effectively implementing a successful approach to youth employment remains a challenge. In this context, ILO is confronted with an increasing demand from member countries for assistance.

The ILO adopted in 2012 the Resolution 'The youth employment crisis: A Call for Action' which contains principles and a set of policy measures guiding constituents in shaping national strategies and action on youth employment. The Call for Action suggests that a multi-pronged and balanced approach that takes into consideration the diversity of countries is the desired way to respond to the highest global priority of generating decent jobs for youth. This approach should foster pro-employment growth and decent job creation through economic policies; education, training and skills; labour market policies and institutions; entrepreneurship and self-employment; and respect of rights at work for young people.

As part of a larger ILO response to the requests from governments and social partners, the ILO’s Youth Employment Programme and the ITCILO are offering the course 'Decent Work for Youth – A course for policy makers and practitioners'. The course draws on ILO’s extensive experience accumulated through decades of research, capacity building and policy and technical advisory services on youth employment. This year’s edition, without neglecting the importance of appropriate action throughout the policy cycle, will focus on the challenge of successful implementation of policies that support the creation of more and better jobs for young women and men.

Learning objectives:

The overall objective of the course is to develop the capacity of ILO constituents and other policy makers and practitioners to tackle the multi-faceted youth employment challenge through sound youth employment policies and programmes adapted to national circumstances.

Career guidance and counselling, career education and lifelong development of skills for employability are key for success in learning activities, effective career transitions, livelihood planning, entrepreneurship and in increasing labour market participation. They are instrumental in promoting skills utilization, recognition (RPL), as well as in improving enterprise human resource management.

Career development activities encompass a wide variety of support activities including career information and advice, counselling, work exposure (e.g. job shadowing, work experience periods), assessment, coaching, mentoring, professional networking, advocacy, basic and employability skills training (curricular and non-curricular) and entrepreneurship training. It is often an area which is fragmented across different ministries (e.g. education, TVET, employment, youth) requiring an effort to achieve the necessary coordination to provide adequate support to individuals during learning, employment and unemployment/inactivity periods.

The annual African Economic Outlook (AEO) monitors the continent’s state of affairs using a collaborative approach. The AEO assesses the recent economic and social situation in Africa, projects likely developments for the near future and explores a special theme on the structure of African economies. The AEO 2017, the 16th edition, examines entrepreneurship and industrialisation in Africa. The African Economic Outlook 2017 presents the continent’s current state of affairs and forecasts its situation for the coming two years. This annual report examines Africa’s performance in crucial areas: macroeconomics, external financial flows and tax revenues, trade policies and regional integration, human development, and governance. For its 16th edition, the report takes a hard look at the role of entrepreneurs in Africa’s industrialisation process. It proposes practical steps that African governments can take to carry out effective industrialisation strategies. Policies aimed at improving skills, business clusters and financing could remove important constraints on African private enterprises.

This flagship publication, which annually reviews all 54 African countries, is a joint effort of the African Development Bank (AfDB), UNDP and OECD.
