ILO

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. This course will make planners and policy-makers aware of the importance, relevance and positive impact of career guidance in developing and emerging economies.

Career guidance enables participants to enhance their capacities in improving, planning and implementing career guidance services, significantly increasing the chances for success and fulfilment in their professional life and at the same time avoiding the waste of human talent and resources through bad career choices. It is widely acknowledged that career guidance is beneficial not only for the individual’s empowerment and choices for the future, but also contributes to achieving public policy goals in the labour market, as well as to a more pertinent and effective education and vocational training system.

With this in mind, the International Training Centre of the ILO (ITCILO), in collaboration with the European Training Foundation (ETF) is offering a joint training and knowledge-sharing course on career guidance policies and practices. This course targets primarily planners and policy makers in developing and emerging economies. It addresses both experts and technical staff working in the field of employment as well as professionals working in the education/training sector, notably:

-Employment, TVET and education planners and counsellors at national, regional and local governmental levels

-Leaders in guidance professional societies and unions

-Representatives of employers and workers’ organizations involved in education decision making and TVET

-Members of Boards of Trustees of educational and training institutions and bodies, or similar committees

-Staff of public and private employment services, job centres, schools, vocational training centres and other institutions working in the area of career guidance

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

SABMiller sells its products across Latin America through a value chain of very small retailers called tenderos from low-income communities, holding local grocery stores. By supporting these entrepreneurs with business skills, mentoring, life skills and networking, the company has accelerated their growth and social development whilst benefitting from increasing sales and improving livelihoods across its value chain. In 2013, the company launched a large-scale enterprise development program called 4eCamino al Progreso (Path to Progress). The program is introduced in this case study.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Europe is in the midst of a youth unemployment crisis as one in four young Europeans (5.6 million people in total) aged 18 to 25 are unemployed. The International Labor Organization estimates that youth unemployment across Europe, the Middle East, North Africa, and Developed Economies reached 18.1% in 2012. A lack of vocational and educational training schemes, unprepared job applicants, and a stagnant European economy are all to blame.

Concerned with these trends, Nestlé created the ‘Nestlé Needs YOUth’ program in late 2013, with the aim of hiring 10,000 young people and 10,000 trainees or apprentices below 30 years of age in Europe by 2016. The program is introduced in the following case study.

Contribution to the Let’s Work Partnership Nine out of ten jobs in developing countries are provided by private-sector companies. Yet globally, 38% of private-sector employers report difficulties in filling vacant positions owing to the unavailability of adequately trained staff. The result is a serious mismatch: on the one hand, all those job vacancies; on the other, vast numbers of job-seekers who do not have the skills (private) employers are looking for. These so-called skills gaps – the difference between the skills needed for a job and those possessed by a worker – represent a major constraint on development.

This report introduces an approach for companies to conduct a cost-benefit appraisal of their measures to address skills gaps – in their own workforce, in the value chain and in the local community.

Health workers are the cornerstone of health systems, playing a central role in providing health services to the population and improving health outcomes. The demand and supply of health workers have increased over time in all OECD countries, with jobs in the health and social sector accounting for more than 10% of total employment now in several OECD countries.

Despite this growth, discussions about health workforce issues in OECD countries often continue to focus on shortages of health workers, with persisting concerns that the upcoming retirement of the 'baby-boom' generation of doctors and nurses might exacerbate such shortages. This publication finds that OECD countries anticipated this wave of retirement by increasing student intakes in medical and nursing education programmes over the past decade. In addition, pension reforms and other initiatives have increased retention rates of doctors and nurses in the profession, also contributing to maintain if not increasing the supply. In this context, health workforce concerns have shifted from worries of widespread shortages towards more specific issues related to ensuring the right mix of health workers, with the right skills, and providing services in the right places, to better respond to changing population health needs.

This publication analyses recent trends and policies adopted by OECD countries affecting the demand and supply of health workers. While it focuses on doctors and nurses given the predominant role they continue to play, it also highlights efforts underway to move beyond these traditional professional boundaries. Addressing the future health needs of ageing populations, with many more people living with one or more chronic conditions, will require more innovations in health service delivery than those we have seen so far. There will be a need to use more effectively new technologies and the skills of different categories of health workers at all levels, and to provide more effective access to services to people, wherever they live.

This is particularly the case for disadvantaged youth, lower skilled workers, people with disabilities, and people in rural communities. The attractiveness of vocational education and training is enhanced when combined with entrepreneurship training and when public policies encourage utilization of higher skills by business.
