In particular, technological advances, such as AI, automation and robotics, have produced numerous new opportunities, but also given rise to urgent challenges. While new jobs are constantly being created with the emergence of the digital economy, many jobs are at risk of becoming obsolete. Digital innovations will rapidly change the demand for skills, thereby creating a wider skills gap that has the potential to hold back economic growth. Equipping people with basic or advanced digital skills promises to prepare them for unprecedented job opportunities in the digital economy. This will lead to innovation, higher productivity and competitiveness, as well as expanding markets, access to work and entrepreneurship opportunities.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

At this year’s Norwegian nation career conference, the participants will take part in various career laboratories and move through a “laboratory street.” 
The laboratories are organized as professional sessions or workshops where you’ll learn about key topics in the Norwegian quality framework for career guidance, explore, and reflect together with colleagues.
Over the two conference days, you’ll participate in four different laboratories designed to inspire and equip participants for the joint development of even better career guidance services. In the Laboratory Street, you’ll find different stations where you can try out tools and new ways of working. You can take part in competitions, meet us from the directorat, and share your feedback. The conference will begin and end in plenary sessions, where we’ll explore interesting topics in career guidance from new perspectives.

The world is evolving rapidly, and so are the careers of tomorrow. This year’s CATE 2025 Conference is centred around the theme: “STEAM Towards the Future”, emphasising the importance of Science, Technology, Engineering, Arts, and Mathematics (STEAM) in shaping the workforce of the future.

Our sub-themes dive deeper into the key elements shaping career education today:

  • The Future is Multi-Disciplinary – Careers no longer fit into traditional boxes; they blend skills from multiple fields, requiring adaptability, creativity, and collaboration.
  • The Future is Multi-Cultural – A global workforce requires cultural competence and diverse perspectives. Future careers will demand an understanding of different backgrounds, ideas, and ways of working.
  • The Future is Here – Technological advancements, AI, and automation are already transforming the job market. Educators and career professionals must prepare students for the fast-changing landscape.

The CATE 2025 Conference will be held in Wellington and will bring together career professionals, educators, industry leaders, and researchers to explore how we can best equip students with the knowledge, skills, and opportunities they need to navigate the ever-changing world of tertiary education and work.

Women represent both half of the world's population – and half the world's economic potential. Their participation in the labour market reduces poverty because they often invest 90 per cent of their income in the well-being, education and nutrition of their families. Yet labour force participation by women has stagnated at about 55 per cent globally since 2010. Moreover, women are disproportionately represented in precarious work – low-paid, low-skilled and insecure jobs.

Training plays an important role in the pursuit of equality of opportunity and treatment for women and men in the world of work. Yet women often lack access to technical and vocational education and training. Many also lack the basic functional skills, such as literacy and numeracy, to participate meaningfully in the work force. Overcoming this challenge requires the adoption of a life-cycle approach. This includes improving girls’ access to basic education; overcoming logistic, economic and cultural barriers to apprenticeships and to secondary and vocational training for young women; and meeting the training needs of women re-entering the labour market and of older women who have not had equal access to opportunities for lifelong learning.

The Symposium is designed as a meeting point to boost work readiness with a Latin American perspective and an intersectional approach, focusing on: 1) the cultural relevance of career education and professional guidance practices; and 2) the lifelong training of guidance professionals.

This critical and cutting-edge approach drives innovation in professional guidance services and the dissemination of advanced research. To this end, we already have confirmed participation from Marcelo Afonso Ribeiro (Brazil), Sergio Rascován (Argentina), Gabriela Cabrera (Colombia), and Gonzalo Gallardo (Chile), among other prominent figures, with whom we hope to enrich the academic reflection on these matters.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

In view of the rapid socio-economic and technological changes, jobs and the skills required to perform them continue to evolve. Many jobs in labour intensive sectors, which tend to be occupied by economically vulnerable groups of people (such as women and the poorly educated), are at high risk of being automated. In this light, delivering job-relevant skills at a reasonable cost, especially for workers whose jobs are at risk, is important. If well implemented, ICTs in TVET have the potential to improve access to learning, to improve quality while decreasing costs, to make teaching and learning more relevant to people’s work and lives, and to encourage individuals to become lifelong learners.

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Skills development can be viewed from a life-cycle perspective of building, maintaining and improving competencies and skills.
