The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

Rapport de stratégie de développement des compétences dans la branche de biscuiterie-chocolaterie-confiserie

La stratégie de développement des compétences dans la branche Biscuiterie - Chocolaterie - Confiserie (BCC), objet du présent rapport fait suite au rapport de diagnostic de la situation actuelle de la branche et de ses perspectives d’évolution. Ces deux rapports font partie de la phase de l’analyse sectorielle STED du projet « Compétences pour le commerce et la diversification économique Alignement des compétences sur les stratégies de développement sectoriel en Algérie, au Maroc et en Tunisie » (Projet STED- AMT-2020-2023), piloté par l’OIT et financé par la KOICA (Agence Coréenne de Coopération Internationale).

A partir des résultats de la phase diagnostique et de la vision future souhaitée par les acteurs concernés pour le développement de la branche BCC à moyen terme, le présent rapport analyse les besoins en compétences à développer pour renforcer les capacités d’affaires de la branche BCC en vue de contribuer à l’atteinte des objectifs de cette vision. Il déduit les déséquilibres offre demande de compétences et effectue des recommandations pour combler les déficits de compétences et atténuer les contraintes systémiques à l’offre de compétences dans la branche.

Outre les résultats du diagnostic, la stratégie de développement des compétences s’est appuyée sur les résultats de l’enquête auprès des entreprises et des entretiens avec des professionnels, des experts et des personnes ressources.

Learning is something that takes place across a variety of settings, both informal and formal, and across various points of time. This has always been a reality. The idea that learning ceases to occur after we step outside the gates of formal education settings gravely devalues all the learning that continues to transpire throughout life. 

Learning is also something that people engage with for a variety of reasons; out of interest, to pursue a line of employment, to become more knowledgable on a topic, for community development, and out of joy.

Affording people the opportunity to pursue learning at any point, however, carries policy, institutional and practical implications. The implementation of effective lifelong learning policies at the national and local levels are crucial to afford each and all the opportunity to exercise their willingness and desire to learn throughout life, irrespective of financial means.

At the Seventh International Conference on Adult Education (CONFINTEA VII), the UNESCO Institute for Lifelong Learning (UIL) internationally launched its publication Making Lifelong Learning a Reality: A Handbook.

This publication provides information, evidence and basic conceptual models to facilitate the implementation of lifelong learning at national and local levels. It provides evidence from international experience and offers guidelines to operationalise lifelong learning in response of major sustainable development issues, in line with the 2030 Agenda for Sustainable Development.

The Handbook is meant as both a source of inspiration and as a guide for policy-makers and for officials responsible for implementing lifelong learning policies.

The changing content and profile of VET: epistemological challenges and opportunities

This study examines changes in the way that knowledge, skills and competence are differentiated in curricula, and how learning is organised across different learning sites: in classrooms, workshops or laboratories, and at workplaces. The study collected information through Cedefop’s ReferNet network, in-depth country case studies, and an online survey among almost 1 000 European VET providers.

Many jobs in labour intensive sectors, which tend to be occupied by economically vulnerable groups of people (such as women and the poorly educated), are at high risk of being automated. In this light, delivering job-relevant skills at a reasonable cost, especially for workers whose jobs are at risk, is important. If well implemented, ICTs in TVET have the potential to improve access to learning, to improve quality while decreasing costs, to make teaching and learning more relevant to people’s work and lives, and to encourage individuals to become lifelong learners.

Youth employability

Globally, nearly 68 million young women and men are looking for and available for work,  and an estimated 123 million young people are working but living in poverty. The number who are not in employment, education or training (NEET) stands at 267 million, a majority of whom are young women. Significantly, young people are three times as likely as adults (25 years and older) to be unemployed.

Skills development is a primary means of enabling young people to make a smooth transition to work. A comprehensive approach is required to integrate young women and men in the labour market, including relevant and quality skills training, labour market information, career guidance and employment services, recognition of prior learning, incorporating entrepreneurship with training and effective skills forecasting. Improved basic education and core work skills are particularly important to enable youth to engage in lifelong learning as well as transition to the labour market.

Plusieurs études et rapports internationaux ont mis en valeur le rôle central de l’éducation dans la sensibilisation des populations à la préservation de l'environnement. L’enquête Génération 2013, intégrant un questionnaire ciblé sur le développement durable, permet d’apporter un nouvel éclairage. Ce Céreq Bref s’intéresse aux facteurs éducatifs, mais aussi socio-économiques et géographiques qui influent sur les préoccupations environnementales des jeunes. Au-delà du degré de sensibilisation, ce sont surtout les types de problématiques écologiques qui semblent différer selon le niveau de diplôme.

Migrant workers

According to the ILO global estimates on migrant workers, there were around 164 million migrant workers in 2017. 

Migrant workers contribute to growth and development in their countries of destination, while countries of origin greatly benefit from their remittances and the skills acquired during their migration experience. Yet, many migrant workers face challenges in accessing quality training and decent jobs including under-utilization of skills, a lack of employment or training opportunities, lack of information, and exploitation of low-skilled workers.

To address these challenges, countries need to strengthen skills anticipation systems to inform migration policies, increase access to education and training, and establish bilateral or multilateral recognition of qualifications and skills.

The proposal of pilot projects in September 2017, and of the Talent Partnerships in September 2020 with the New Pact on Migration and Asylum, gave momentum to the political debate on labour migration in the European Union (EU). The shift towards “talents” hints at an approach focusing on the interlinkage between migration and skills development when defining new partnerships with partner countries.

In a context of global transitions, such as the green and digital ones, economies and labour markets are set to undergo major transformations, and future partnerships will have to tackle the short-, medium- to long-term needs deriving from these changes. To this end, identifying skills that are necessary today and that will become important in the future is crucial. Due to opposite demographic trends, the EU will soon face increasing workforce replacement needs while the young populations in Southern Mediterranean countries are expected to grow exponentially. On this basis, this Policy Report aims to identify possible areas in which Talent Partnerships can be developed between the EU and Southern Mediterranean countries within a mutually-beneficial framework.

The International Labour Organization is the tripartite U.N. agency that promotes Decent Work through employment, social security, labour standards and social dialogue. Its work on skills development is guided by the conceptual framework on Skills to improve productivity, employment growth, and development agreed in 2008 by representatives of Governments, Employers’ Associations and Workers’ Associations. Research, policy advice, and pilot projects and technical cooperation programmes to apply good practices in different circumstances across its 185 member States aims to boost the employability of workers, the productivity and competitiveness of enterprises, and the inclusiveness of economic growth. The world of work is undergoing a substantial transformation due to new forces. In particular, technological advances, such as AI, automation and robotics, have produced numerous new opportunities, but also given rise to urgent challenges. While new jobs are constantly being created with the emergence of the digital economy, many jobs are at risk of becoming obsolete. Digital innovations will rapidly change the demand for skills, thereby creating a wider skills gap that has the potential to hold back economic growth. Equipping people with basic or advanced digital skills promises to prepare them for unprecedented job opportunities in the digital economy. This will lead to innovation, higher productivity and competitiveness, as well as expanding markets, access to work and entrepreneurship opportunities.

The development of information and communication technologies (ICTs) since the mid-1980s was believed to offer a new ‘development paradigm’ for developing countries such as India to create new markets and employment opportunities in knowledge-intensive services. India embarked on an ambitious effort to integrate ICT development into its national policies and seized this opportunity and developed a range of IT-enabled services from software and R&D services at one end of the skill spectrum to business processes such as call centres at the other end.

With the on-going digital transformations in the economy, this repository of skills and knowledge could be harnessed and utilised effectively to bring about a productive transformation of the Indian economy. The development of digital infrastructure serves as an important approach for countries to elevate themselves in the digital value chains, which can be observed in a number of developing countries including India.

ILO’s Brief “Digital technologies and how India can use it to its advantage”, provides insight on building and developing digital infrastructure to address the digital divide; how digital technologies can be used for productive transformation of the society and economy; and how institutions can be strengthened in the digital era.

Skills development can be viewed from a life-cycle perspective of building, maintaining and improving competencies and skills. A holistic approach to skills development encompasses the following features: access to good basic education; development of cognitive and core skills, including literacy, numeracy, communication, problem-solving and learning ability; and, availability of continuous training opportunities targeting adult and older workers.  Systems to improve recognition of attained skills across occupations, industries and countries improve the employability of workers, reduce labour shortages, and promote good working conditions for migrant workers.

This research brief summarizes the findings of a tracer study of beneficiaries of the ILO-supported Recognition of Prior Learning (RPL) Scheme in Jordan. The scheme contributed to the implementation of the Jordan Compact by allowing beneficiaries to have their skills recognised, providing access to an occupational license, and therefore becoming eligible for a work permit. The tracer study explored the impact of the scheme on Syrian beneficiaries in the construction sector who participated between 2016 and 2018. The results presented in this note were taken from a combination of individual interviews and a survey of 352 RPL beneficiaries which was conducted in July 2019.

There is a critical need for a greater overall investment in education and training, particularly in developing countries. Education and training investments should be closely linked to economic and employment growth strategies and programmes. Responsibility should be shared between the government (primary responsibility), enterprises, the social partners, and the individual. To make lifelong learning for all a reality, countries will need to make major reforms of their vocational and education and training systems. School-to-work schemes for young people should integrate education with workplace learning. Training systems need to become more flexible and responsive to rapidly changing skill requirements. Reforms should also focus on how learning can be facilitated, not just on training for specific occupational categories.

In view of the rapid socio-economic and technological changes, jobs and the skills required to perform them continue to evolve. Many jobs in labour intensive sectors, which tend to be occupied by economically vulnerable groups of people (such as women and the poorly educated), are at high risk of being automated. In this light, delivering job-relevant skills at a reasonable cost, especially for workers whose jobs are at risk, is important. If well implemented, ICTs in TVET have the potential to improve access to learning, to improve quality while decreasing costs, to make teaching and learning more relevant to people’s work and lives, and to encourage individuals to become lifelong learners.
